Jurisdiction as a feature of sovereignty is prevailing in both Public and Private International Law debates. Treaties, international precedents and international customs are sources of each of the two branches, and domestic courts are bound to follow every binding rule in jurisdictional subjects. Public International Law though, has no binding rule encompassing the scope of states’ civil jurisdiction. Some prominent rules in Public International Law sources are so extensive that they can justify any jurisdictional claims by the states.

Today, social networks have found many applications in human daily life, so that identifying the behavior of members of this type of networks and the associations within them is of particular importance. Due to the structure and communication between members of social networks, some members within this type of network have more important roles than other members. In this study, a method for identifying more important associations was discussed. For this purpose, new features were introduced using network centralization features and then the importance of this type of features was investigated by Rough set theory. The experimental results showed that with increasing the number of popular nodes among an association introduced in this study and at the same time decreasing the amount of density, intermediate and proximity characteristics, the effect of the number of popular nodes on the association will remain more evident.

Public order is one of the functional and ambiguous concepts of law. This concept in addition to limiting role in internal area, is also an obstacle of foreign law application and enforcement of foreign judgment. The concept of public order in internal area is more limit than this concept in international area. Today, public order has found new aspect that it is the police rules. Public order is applied with some differences by the courts and arbitrators.    

Iran has been considered by many countries in the transatlantic Due to its privileged status and even regional region, with a long history of Britain with the aim of preserving its most important colony [India] and competing with other colonial powers Including Russia and also with the motive of looting of the national and underground capital of Iran, the Persian Gulf region and the Abu Musa Triple Isles, the Great Tunb and the Small Tunb on the basis of the three legal principles of "joint ownership", " No Man’ s Land " and the rule of " Prescription " Occupied that he always emphasized the principles of justifying and covering his colonial goals. Meanwhile, the Abu Musa Islands, the Great Tunb and the Little Tunb, have always been under the rule of the Iranian government and have never been idle and abandoned. The UAE's claim of ownership of the three islands as a newly established state and an unceasing and unceasing effort to confiscate the positions and support of regional and trans-regional countries is indicative of the UAE's move towards aggressive diplomacy. Iran can, with a defensive diplomacy approach, reject Britain's legal right to occupy the islands of which the United Arab Emirates has been acting as its agents, to persuade regional and sub-regional states in international fora to emphasize their sovereignty over the islands triple action.

In the contemporary world, rural development is a strategy to improve economic life, social and environmental conditions that coming into force for specific groups of people. in this case there is a direct relationship between rural Forums duties with rural development. the purpose of this study is investigate of rural development goals by established rural communities. in this context, functional Forums village have been studied in four main areas: cultural, economic, construction activities and public service. so that the purpose of research is evaluating of effective index on the functional rural Forums whit development process of villages in the city of Hamedan.in this case, field study has been done with a sample of 61 villages and consequently 61 rural Forums as the sample, using the Delphi questionnaire and (AHP) for study of rural Forums performance in the process of rural developing management. Results indicate that most successful function and role in rural Forums related to central part and then SHARA part, so that most important is dedicated to indicators of construction and least important is economic indicators. Also in proficiency and skill rural Forums, first place have dedicated to services indicators and economic indicators have lowest rank. Show that rural Forums they have become successful about services indicators such as cleaning streets and passages or security etc. while Forums underperforming about economic indicators such as creation of productive employment, production activities and create local markets or rural markets weekly and etc. considering this situation, should take place support policies about comprehensive development of Hamedan villages, of course whit special attention to specific and effective role of rural forms.Finally, using (AHP) and compares their performance in the central part of the city of Hamadan and Purchase functions became clear that the role and function of rural areas in the central part of the Purchase been successful.
