This Article introduces the new approaches and new schools of policy making and development planning and the role of ICT by concerning on the new role of ICT on development. By emphasizing on the effect factors on emerging “Knowledge Society” as a base for development of communication, this article study the development plans in Iran.

This article’s aim is to present a model for content analysis of cultural policies. By cultural policies, we refer to policies which are written and approved by the government. These policies are a basic for cultural management.This model should take the rationality of the cultural policies into consideration. In order to achieve this model, first of all we carried out a survey of the literature of the subject. During this, we conducted a survey of the effecting parameters on formation of the cultural policies, for example, definition of the culture, scope of the culture, social parameters of the culture, patterns of cultural policy making and different parts of cultural politics.All that we mentioned above plus responsible organization for fulfilling the policies and the field of cultural policy making finally form eight independent variables for content analysis of cultural policies. For each variable, the correspondence categories was chosen and exhibited during the study of the literature of the subject.

Access to real knowledge of women's situation in Iran requires precise study of cultural policies under which they have lived during last three decades. Due to Barker (2004) Cultural policy is concerned with regulation and management of culture and in particular with the administrations of those institutions which produce and govern the form and content of cultural products. These cultural policies not only effect on people trough TV production, but also arrange their actions in public sphere. The fact is that surveillance of Islamic ideology which is practiced in everyday life can be best manifest in such policy.Due to this, the paper analyses the main texts of cultural policy: Supreme council of Cultural Revolution, Islamic Republic of Iran Broadcasting and National Organization of Youth. Historical perspectives and cultural attractions play an important role in cultural tourist absorption rate. This Study will provide these perspectives role & facilities for cultural tourist absorption to Iran. As an explanatory Claim in This Study, although there are lots of beautiful natural and historical places in Iran, the facility providing and the amount of tourist absorption is not satisfiable and in comparison with other countries Iran’s tourism industry is poor. The main question of this study is how we can explain the rate of tourist absorption in Iran. Tourist absorption are the theories which are used in this study. Research method is Survey and data gathering scale is Questionnaire. Research statistical Society is included cultural Tourists who are entered in Isfahan with 300 cases as sample size. Analyses are descriptive and explanatory. Findings Indicate Iran historical perspectives are the main motivation for Cultural Tourist absorption to Iran, also regression coefficient of destination attractions Variable with Cultural Tourist absorption rate is equal to 0.37. Finally, there are not any significant differences between Males and Females Attitudes about tourism destination attractions.

Religious tourism is one of the oldest forms of cultural relationships among nations and ethnics. This kind of tourism is one of the most successful tourisms in this era. As a historical view point, Religious tourism is as old as history of religious. In this study the authors emphasize on the definition of pilgrimage and religious tourism at first and then after concerning on the statistics of these concepts, carry out a survey on tourists and pilgrimages of Jamkaran. By applying the model of SWOT and use 80 questionnaire authors analyse the opportunities and treatments of pilgrimage tourism of Iran.

The main Aim of this Article is showing An Examination on the Amount of Familiarity and interesting of high school students about folk culture of Mazandaran. Our Population is 7286 students and Sample size is 365 students and 10 experts of cultural issues in Mazandaran. The research is held by qualitative and quantitative method and is applied Questionnaire and interview. Results shown the interesting and familiarity is decreasing despite of a significant difference between boys and girls. Some factors like that Globalization, weakness of family status, and disability of schools for carrying out their duties are the chief influential factors in this issue.

This paper investigates the relationship between new environmental paradigm (NEP) and energy consumption as an environmental responsible behavior. To conduct the research, a survey method was used and questionnaire was applied to collect data. People in the Northern regions (i.e., Golestan, Mazandaran and Geelan provinces) compose population of the study. Stratified sampling method was used to select the sample of the study and the questionnaires were distributed among 715 samples. The respondents were males and females and selected from rural as well urban residents. The results of the survey show that half of the sample accepted new environmental paradigm and majority of them applied desired pattern of energy consumption. Furthermore, the results indicated that the new environmental paradigm affects on pattern of energy consumption both in rural and urban areas. The overall results suggested that the new environmental paradigm can predict pattern of household energy consumption in rural as we as urban areas of the northern regions.

Culture is the core content of social relationships and an indicative of life style of social units. The subjective and objective aspects of culture can be counted as facilitating sources of the style of emotion, thought and action (cultural capital). Studying the capital and its impact on the various aspects of human life and social actors is increasing from day to day. Among academic branches, the context of education has rather been witnessed the studies. The rate of comprehensive and independent surveys measured the concept is rare. There is a more rarity of such surveys in Iran. Studying the theory of cultural capital and reviewing the style of conceptualization and operationalization of available and existing surveys, this article has struggled to investigate and draw a model of measuring cultural capital.
