The aim of this study is to provide a strategy for human resource management in the Special Economic Zone (S.E.Z) of Imam Khomeini Port (BIK) using the EFQM approach and five empowerment measures. Statistical population of this study includes all staff in S.E.Z of BIK in the period from 2011 to 2012. The sampling method of this study is stratified random sampling. This study is a descriptive and survey research that its findings can be used practically. Findings of this study confirm that in S.E.Z of BIK, there is a significant relationship between five empowerment measures (leadership, policies and strategies, employees, business partners, and processes) and one sample t-test with the fixed value of 3.5. Finally, some strategies are provided to develop BIK include bilateral development, synergistic cooperation, creative and innovative thinking, justice in appreciation system, and policy formulation and strategy development based on the expectations and requirements of the personnel, institutes, organizations, and other stakeholders.
