The aim of this study was to develop a model for system family state relationship to organize a formal education compatible to Islamic parading. For this historical method we have chosen four references: documents, reports, theories, and texts. The documents are from international law and Islamic law, the theories are social and philosophical ones, reports are comparative studies, and texts are sacred. Based on results of conceptual and theorem analysis, the formal education systems is based on one of the three theories: theory of governmental duty, theory of familial duty, and theory of common duty.However, based on Islamic approach, education is public and a general duty. Not only the most important role of the family is educational, but also government has educational duty. Family has the most educational responsibility while government has the right to organize and manage formal education. Also highly educated citizens, rich ones, academic and religious experts have to participate in educational activities. The model of interaction between family and government in education is a triangle that involves participation and super visional role for family, government and civil organization.
