Abstract: 

Background: Organizational knowledge is developed through the interaction between tacit knowledge and explicit knowledge, and therefore one of the main challenges of knowledge management is to make more and more of the tacit knowledge to explicit knowledge. Purpose: In this research, the repertory gridmethod is introduced as a structured way for acquiring tacit knowledge in the process of organizational knowledge management. Accordingly, an empirical sample of the application of this method to explain the key factors of the success of supply chain quality management has been outlined so that researchers can use this method. Methods: In order to explain the quality management principles of the supply chain based on the repertory gridapproach, which is a valid and useful method for achieving personal structures of individuals, an interview was conducted with 20 industry Zinc experts on the province of Zanjan, which totaled 225 structures in this area. Findings: By conducting content analysis, these structures were reduced to 31 factors, which can be considered as the focal point of supply chain members’ coordination in the field of quality management. Conclusion: The key factors obtained in this study, in addition to the results obtained from the research carried out in this field, are also of a comprehensive nature to the past findings. Therefore, the efficiency and capability of the repertory gridmethod for acquiring tacit knowledge in the KM process are highlighted.

Abstract: 

Background: Assessing the implementation of policies with the network governance approach is the result of interactions in which informed citizens and social organizations contribute to the transfer of information related to social goals to make good decisions to government agencies. Therefore, the presentation of the model in this regard is very important for legislators and administrators in the field of case studies. Purpose: The purpose of this study was to provide a model for assessing organizational models with a network governance approach. Methods: This is a descriptive-survey study. The data gathering tool was a questionnaire and based on administrative, judicial and political evaluation for the four factors of network design, network formation, network management and network participation, 52 questions were presented. Data were analyzed by SPSS and LISREL software through exploratory factor analysis and path analysis. Results: In terms of ranking, the highest priority was the political sub-criterion (0. 215) from the network participation dimension, and the sub-administrative level of network participation with (0. 26) was ranked second in the second sub-category of network design (0. 029) has it. Conclusion: Several policies have been adopted in the field of social security, which assesses these approved policies that many of the policies in this area are incompletely implemented or not implemented at all, which causes problems There has been a lot of social security coverage and widespread dissatisfaction with the level of insurers as one of the social security partners. The results showed that the policy evaluation indicators, in addition to the judicial approach in the network formation index, were verified in the network governance, and could be a suitable measure for measuring network governance indicators defined for evaluation. Social Security Organizational Policies are introduced.

Abstract: 

Background: Implementation of policies is the manifestation of words and slogans into action. Various challenges, obstacles and limitations exists which could obstruct the implementation of policies. Purpose: The aim this study is identification and prioritization of the obstacles in implementation of public policies in Iranian governmental organizations via multi-criteria decision-making models. Method: The present research is applied in terms of purpose, and with respect to the nature of the data, descriptive and survey. Initially, by means of a comprehensive literature review and evaluation of previous published results, obstacles for implementation of public policies were identified and extracted. Moreover, Shannon’ s entropy technique was utilized to screen the identified obstacles. Moreover, via distributing the questionnaire, the pairwise comparisons between the factors was performed and the weights were calculated. In addition, based on the weights, and by means of TOPSIS, VIKOR and SAW methods, prioritization of obstacles for implementation of the public policy was established. Because the results from the aforementioned methods yielded inconsistencies in some cases, the Copeland's pairwise aggregation method was utilized for reaching a consensus on ranking. Validity of questionnaires was confirmed by experts. Results: Among the obstacles, for implementation of the public policies examined in this study multiplicity of goals, ambiguity in setting the goals, and unrealistic policies gained the highest score and were ranked first.

Abstract: 

Background: Organizational health is an indicator of working in healthy conditions and maximizing the health and well-being of employees. In addition, due to the lack of a comprehensive Iranian-Islamic model for organizational health in our country, this study can address the development of indigenous knowledge in this field. Purpose: The present study was a model for validation and evaluation of organizational health in vocational training organization of Fars province. Method: This research has been developed using a sequential exploratory hybrid method and its validation with multiple sources approach consists of three sides; a) the collection of theoretical foundations related to the research variables and the underlying principles; b) research conducted in the field of organizational health; c) Scrolling the views of the key informants was carried out. In the quantitative stage, validity and reliability of the developed model were verified using the statistical methods of confirmatory factor analysis and Cronbach's alpha. Results: A model including leadership dimensions, coherence, effectiveness, and accountability to the environment as well as components related to each dimension was developed and evaluated for organizational health assessment. Conclusion: The proposed model can be utilized as a reliable conceptual model to provide a basis for evaluation, design, and enactmentfor development and strengthening of organizational health.

Abstract: 

The present study is qualitative and uses grounded theory aiming to provide a model for implementing anti-corruption policies in Iran's administrative system. Or this purpose, 14 experts are interviewed. The result of these interviews is a set of basic themes that are gathered through the open coding process and categories are extracted from them; then, in the axial coding step, the link between these categories as: causative conditions, axial phenomenon, underlying factors, interventional conditions, strategies and consequences of coping with administrative corruption is determined in the form of axial coding paradigm. Further, in the selected coding stage, the theorems are presented. The results show that the causal conditions affecting the implementation of anti-corruption policies are divided into twelve cases. Identified interventions are divided into ten general categories. The identified underlying factors are: social, economic, political, and administrative. The strategies are proposed. Finally, the identified consequences are: respect for the client and increasing public satisfaction with government services, improving administrative health and reducing corruption, protecting and safeguarding people's rights, increasing accountability and public confidence, reducing public service costs and improving their quality, meritocracy, accountability and promotion of the satisfaction of government agents.

Abstract: 

Background – considering that the effective sharing of knowledge is an important way to improve the operational efficiency of the supply chain, studying of influencing factors on knowledge sharing in supply chain is necessary but very little investigations have been done about it. Purpose – This research aims to identify the factors affecting knowledge sharing in the supply chain. Methodology – The research methodology is exploratory mixed. The statistical population of the research comprises all the managers of Khorasan Electricity Supply Chain (461 people). 215 of them have been selected as samples, using Stratified Random Sampling. The collected data were analyzed using Microsoft Excel, SPSS, Statistica10, Z Test and Student-T Test. Findings – Based on the results, a conceptual model has been developed on the basis of 8 elements and related theories. The results of the model test showed that organizational attitude toward KS factor has the highest average in Khorasan Electricity Supply Chain and inter-organizational trust factor the lowest average. Conclusion – The study will contribute to improve understanding on the key factors affecting knowledge sharing in supply chain.

Abstract: 

Background: Organizational silence is a phenomenon in which employees of the organization for various reasons refuse to comment. Managers ought to resolve the main obstacles which result in organizational silence. Disregarding this issue can lead to stagnation and even death of the organization. Purpose: Identification of obstacles caused by organizational silence in policies for paying medical expenses. Methodology: The research methodology with respect to its purpose is applied research, and in terms of data collection, the study is exploratory data collection. Data collection method consists of literature review and field study in which the paired questionnaire tool was utilized. The statistical population of this research consists of all personnel of the Social Security Organization of Alborz Province, which were selected via random sampling to 137 individuals according to Morgan table. Results: Individual barriers with a coefficient weight of 0. 418 is ranked first in obstacles caused by organizational silence. Organizational barriers with weight coefficient of 0. 330 ranked the second. Socio-cultural barriers with a coefficient of 0. 174 were ranked the third. Lastly, management barriers with a weight coefficient of 0. 078 ranked fourth with respect to policies for paying medical expenses in the social security organization of Alborz province. Conclusion: In the organizational environment where silence has turned into a norm, staff dissatisfaction is amplified. Conversely, organizations that have the ability to hear the truth are identified as a good and successful organization.
