Abstract: 

As the prominent pioneers of social change, elites of every society have an essential role in achieving goals and realizing national policies. By creating supportive capacities and formulating appropriate policies to manage talents, the governance system's future can be made more efficient to achieve public interest. This study's fundamental purpose is to identify strategic approaches in elite field planning, and the central question in this research can be posed as "What are the strategic approaches to determine the key issues in the elite field planning to streamline the governance system? " In this research, to identify the approaches, first documentary studies have been adopted, and in the strategic analysis, Bryson's strategic planning model has been employed. Four strategies for elite policymaking have been proposed: Internal-Agent-Based, External-Agent-Based, Internal-Structure-Based, External-Structure-Based. In the final part, the AHP decision-making model is used to prioritize the proposed approaches, and Internal-Agent-Based and Internal-Structure-Based have been identified as having the highest priority in elite policymaking.

Abstract: 

The 20-year vision document of Horizon 1404, approved by the Expediency Discernment Council, became the basis of the fiveyear development plans for the fourth year onwards from 2005 to 1404. Simultaneously with the implementation of development plans, how to achieve the goals of the vision document in line with the five-year development plans were questioned. According to the vision document's nature, this question can be considered in various economic, cultural, social, and political dimensions. Therefore, according to this article's purpose, the effectiveness of political development in five-year development plans following the 20-year vision document of Horizon 1404 was studied. The five-year plan documents from the fourth plan onward were used to achieve the result, and the method was the descriptive and library studies. The study's result was that the political development approach in the fourth, fifth, and sixth fiveyear development plans fluctuated dramatically. In the final summary, this approach has not had the desired effect.

Abstract: 

Population aging is one of the most important events of the current era in human societies, especially for developing countries. According to many demographic forecasts, Iran will face this issue severely in the next two decades. This study investigates the effects of population aging on Iran's national security over the next two decades. The research method is descriptive-analytical, and the data are analyzed using available sources and statistics. The primary approach of this research is quantitative; thus, demographic data are the basis of analysis. Based on this study's findings, the process of population aging impact on Iran's national security in the next two decades will be affected by the outcome of four categories of legitimizing factors, including economic issues, welfare and development issues, and family issues. Therefore, aging can jeopardize national security by influencing these variables. As a result of the emergence of the issue of population aging in Iran, there will be numerous and far-reaching consequences in the economic, social, cultural, and political spheres of the Iranian government and society. It is feared that the whole social and governing system will be in crisis, and all development programs that are disrupted due to this crisis will lead to delegitimization, disruption of political stability and national security of the country. Therefore, it is suggested that effective action be taken on the necessary policies to strengthen these areas.

Abstract: 

National interests are the core component of foreign and domestic policy decision-making for any country. One of the strategies to achieve national interests is to cooperate within regional organizations' framework or be active while looking at other countries' interests with priority given to a country's periphery. The Central Asian region, as one of the regions of interest to regional and supra-regional powers, is currently the arena of SCO-centered competition between China and Russia, as well as the presence and tendency of NATO, centered around the U. S. to compete with Russia and China. As a country with several geopolitical regions, Iran can not be successful in its regional and international strategies without considering these regions and not being a member of the regional organizations affiliated with these regions. The present study was collected by the qualitative method and the nature of the descriptive-analytical method approach and a survey method (interview) with ten experts in the security and Central Asia field who were selected and appropriately saturated by purposeful and available sampling method. This article investigates the geopolitical impact of the Islamic Republic of Iran's national interests on the competition between NATO and the SCO in Central Asia. The main question is: To what extent do the geopolitical conflict and the rivalry between Shanghai Cooperation and NATO in Central Asia affect Iran's national interests? Accordingly, the research findings show Central Asia has a geopolitical connection with Iran. Therefore, the rivalry between NATO and Shanghai Cooperation has affected Iran's national interests. It has required Iran to adopt an appropriate strategy to review and redefine the security environment to protect its national interests.

Abstract: 

The production and expansion of power in the military arena, focusing on the missile development strategy in the post-war period, was on Iran's defense and security policymakers' agenda. The question that arises is the advantages and benefits of missile weapons. Among the various aspects of military power, missiles were chosen as the center of gravity of power development by Iran? Hence, the purpose of the present study; explain the strategic features and deterrent power of missile weapons with a focus on the Islamic Republic of Iran. The research method is analytical-descriptive, and the sources of information collection are library methods. The hypothesis is that missiles with eight strategic features are ultimately the best option for a country like Iran with its geopolitical features, as this leads to the production and development of military power to achieve deterrence balancing against its enemies and rivals. The importance of this issue is more since Iran is basically in a highly insecure region. The results of the study show that arms and missile systems with the characteristics of lack of adequate defense, the ability to carry weapons of mass destruction, assist the revolutionary process in the attitude to military affairs, increase international prestige, stabilize and strengthen the strategic depth component, technical advantages, vulnerability of major powers and advancing space programs are the best means to create deterrence and balance against competitors on the part of Iran.

Abstract: 

Considering that the culture that governs the Islamic Republic of Iran's society and organizations is Islamic culture and management in any organization and society depends on its culture, we need to establish the duties and systems of Islamic management in the country's organizations. Islamic culture is more prominent in the country's defense organizations tied to the culture of jihad and martyrdom, so the country's defense organizations and institutions need Islamic systems in various sectors, one of which is the field of control. Numerous studies have been conducted on Islamic control models, one of the most recent of which is the Alavite strategic control model, but the importance and performance of these models' components in a defense organization have not been assessed. The present study's question is each of Alavi's strategic control components placed in which quadrant of the significanceperformance matrix; furthermore, what are the strategic recommendations corresponding to the organization's performance-importance matrix? The Alavi strategic control model components were analyzed using the significance-performance analysis method in the studied defense organization. Of the 128 components of this model, 28 were in the focus quarter, 36 were in the excellent work continuity quarter, 29 were in the low priority quarter, and 35 Items were in the quarter of resource waste. According to the four quadrants of the importance-performance matrix, the defense organization managers were suggested to focus on the first quarter components and increase the performance. The performance in the second and third quarters' components does not need any remarkable change, and the performance in The components of the fourth quarter requires to be reduced.
