Developmental policies of the UN with an aim to reach constant development and human development protect people against the elements which endanger the human’s values and wellbeing. Meanwhile, specialized organizations affiliated to the UN and some subsets of this organization play an important role in execution of developmental policies of the UN in underdevelopment countries. In this research we study the role of these organizations in improving the level of human development in two countries of Iran and South Africa.In this paper, we focus on evaluation of the level of human development, according to the annual report of the UN on human development and the indexes which the UN determined for this evaluation. These indexes include: rate of per capita production, life expectancy and educational and health status. Life standards of citizens are considered good tools for studying the development and welfare status according to the developmental policies of the UN in Iran and South Africa.

The emergence of colored revolutions in the Middle East countries was an unexpected event in the early years of the third era. The Yemeni Pink Revolution followed the initial stages of the Tunisian Yasmin Revolution and occurred simultaneously with the Egyptian Lotus Revolution and other mass protests in the Middle East in early 2011. Protests in Yemen were initially escalated to calls for Yemeni President Ali Abdullah Saleh to resign. For much of the year in 2011, demonstrators have been camped in a sprawling tent city near the university, in Sanaa, flying pinki banners and singing protest songs on a stage. But unity among the antigovernment forces- focusing solely on the goal of deposing Saleh- has splintered. But during recent years, Saleh’s state used all possible instruments against protesters and with support of foreign countries has faced with crises such as war against Al-hosi shiites. Entering the field of military conflict with Shiite militant groups in nearly seven years, six full-scale war with the warriors Alhosy have to deal with the uprising in the territories of southern Yemen and the dangers of intense activities of Wahhabism led to the growing of people's dissatisfaction with the political system in this country which created variables for challenging.Saudi Arabia trying to expand Wahhabi tradition in her country in order to repress the Shiites and deal with the Shiites in Bahrain, Saudi influence in fear lest they be. Saudi bombing in the Shiite areas in Yemen and doing a proxy war and interventionist policies on behalf the Arab Muslim countries such as Bahrain led military presence as "island shields" to calm the Bahraini Shiites to be. On the other hand, the economic objectives of America and Saudi Arabia, the Persian Gulf Cooperation Council countries and the joint is aligned so that they are trying to suppress the revolution in Bahrain. The aim of this paper is to identify how the maturing of the revolution in this country, but Saudi cooperation with the help of American has tried to suppress it.

Frances tested various political systems after the French revolution. One of the major challenges was the political struggle between the parliament and the government over the past two centuries and their authorities. Among several causes of the conflict between Iran and the international order, the most important factor is Iran's nuclear activities. Since Iran's nuclear program has affected all the economic, political, social and cultural realms of the society to address this issue is considered to be a remarkable effort.In this paper, we try to present a solution to the conflict between Iran and the U.S. to provide for an inter-subjective understanding so that the present conflict between Iran and the international order would be transformed into interaction. This article draws on a constructivist approach with an emphasis on identity as the constitutive element of relations among countries especially from the view point of values and norms.Although the failure of nuclear talks between Iran and the international institutions is influenced by several variables, it is the “self” perception of the “other” as well as a rigid and inflexible identity that renders any session to solve the dilemma into failure. In fact, through a comprehensive statement of the values and norms governing the nuclear program of the Islamic Republic of Iran, it is expected that the present conflict situation may convert into interaction.

Regional planning approaches include the actions which aim to eliminate the economical, social differences between the regions. In Turkey, there are serious developmental differences in terms of population, income level, economical and social activities between the regions. To eliminate these differences, the regional planning policies and development plans are made. The main goals are to eliminate the regions, to satisfy the efficient use of the resources and to control the population movements.In the European Union, even though all member states apply their own national regional policies, there is a common regional policy to provide the economical and social development and to remove the regional instabilities. To realize these policies, the European Union benefits from certain instruments like financial aids and structural funds. Turkey, in the accession period has a responsibility of implementing regional policies. The accession partnership documents and progress reports prepared by the Union and national program and preliminary national development plan prepared by Turkey are very important in terms of showing the priorities of the Union and the responsibilities of Turkey. This paper attempts to analyze Turkish regional development policies in adaptive process with the European Union.

Presence the great powers in Central Asia in the era of Soviet Union due to the domination of the Soviet Union on the large part of this area and the reluctance of major powers (especially in America) for the conflict with the Soviet Union and the recognition sphere of influence of the powers of each other's, inconspicuous and these areas (except areas under Persian rule) under the sole influence of the Soviet Union. Hence, there was relative stability in the region. But after the collapse of the Soviet Union, the geopolitical, geostrategic important in the Central Asia was caused dynamisms in the area. So that not only Creates the regional powers competition, even was followed foreign powers competition at the regional level and bipartisan them in the support of smaller regional powers. Also Iran and Turkey on the specific location of the area selected policies in this region that is the basis of their foreign policy in this region. This paper intends to investigate the factors influencing its foreign policy toward the region, evaluates dual functions of these variables in order to the convergence and divergence of these two countries in this area.
