strategic decision making focuses on national and international security. Good decisions need accurate knowledge of realities, capabilities, analysis of probable options and also accurate estimate of costs and benefits of every action, regarding domestic and international strategic environment. These environments influence each other, and their interaction depends on numerous factors.Interaction of Iran's strategic environment and international system, in the course of time, has been shaped by agents, threats, capabilities, vulnerabilities, rules, discourses, agendas and Issues, and structural factors.This article by explaining these factors in both environments, analyze three forms of strategic interaction between Iran and international system: strategic coordination (harmony), strategic conflict and combination of conflict and harmony.

This research discusses future development of East regions based on national perspective and province development foundational theory. The theoretical frame of this research is normative paradigm in upper range document advocate approach. First select 14 main factors and 54 situations for 14 factors were added that cover province development foundation theory dimensions. researchers have proposed numerous theories in dispute resolution, but there is no specific theory or model of Territorial dispute resolution.This article based on analyzing different aspects of territorial dispute resolutions, and by using analytical method, tries to propose a model of territorial dispute resolution based on this hypothesis that territorial disputes have regional roots. The opposed model, argues that, since territorial disputes have regional roots, resolution methods and tactics should also be based on regional capabilities. Perception of countries about disputed, the method of resolution, and mutual benefits of peaceful resolution, are among prerequisites of regional disputes resolution.

despite a good background and different school of thoughts in security studies and in spite of original and pure ideas in Islamic literature, unfortunately three decades after Islamic revolution there is a little research on security theorization based on Imam Khomeini's thoughts.This article tries to search Imam Khomeini's thoughts, using definitions and conceptualization of security in Islam. Imam's theory of security unlike other theories and schools is an integrated complex which is contrary to linear positivist approach.This theory conceptualizes security as a fluid and sometimes hard and resistant package. the main problem of this article is to analyze findings and difficulties of Barry Buza's researches in security studies. The question of article is: what is the role of Buzan in development of security studies and what are his theories paradoxes and ambiguities?Author assumes some ambiguities and paradoxes in Buzan thoughts and his hypothesis is that, Buzan has developed security studies by proposing the need to pass from strategic studies to security studies, emphasizing on social/political aspects of security, and specially discussing mysterious nature of security in international system. Meanwhile Buzan's arguments and conclusions about societal security, source of security, regional level of analysis, and securitization/de securitization weakens validity and generalizations of his findings. Methodology of this research is text based hermeneutics. According to this method, we first explain the theory and then criticize it.

what are the most influential and constructive factors in shaping strategic culture of I.R.I? What are the criteria of strategic culture under the influence of these factors?It seems that the most influential factors on strategic culture are Shiite Islam, economic factors, historical memory, geopolitical situation, 8years of war experience, and perception of international realities. Meanwhile, xenophobia, resistance and stability, strategic distrust, strategic uncertainty, pragmatism, self reliance, and deterrence are among criteria of I.R.I strategic culture.This article tries to analyze and identify affirmative and constructive contexts and principles of Iran strategic culture.Certainly, analysis of strategic culture will be helpful in understanding military doctrine and defense style of I.R.I.

this article uses the concept of "risky geopolitics" to explain security threats and their consequences, emanating from foreign environment of Islamic republic of Iran. Author argues that securitization of Iran's peripheral environment after Islamic revolution, is effect of geopolitical changes.According to the argument, factors like peak oil production, emergence of Shiite geopolitics, terrorism in Middle East, continuation of arab-israeli conflict and nuclear Middle East, are causes of securitization and geopolitical threat against Iranian national security. Authors claim that these factors have close relations and are interconnected in Iran environment. nuclear tests of India and Pakistan in 1998 as a key transformation in the east of Iran had made new strategic consideration in this region. This transformation, beside continuous conflict between India and Pakistan, and changes in U.S. relations with both countries under the shadow of military nuclear tests, had caused the need of studying impacts of India and Pakistan nuclear program on Iran's national security. The main question of this article is: how can we analyze the consequences of India and Pakistan nuclear tests on Iran's national security? In response to this question, authors argue that the nuke tests had three consequences: 1. Iran's eastern security environment has been more internationalized, 2. this region has been more insecure, and 3. It has intensified international pressures on Iran's nuke program.
