Abstract

By assigning a part of state ownership and participating private sector at assignable sections, the Iran’ s railway is going to reduce its costs’ burden. In this study, by inspiring from the strategies’ prioritizing models and 20-year landscape document the scholars have tried to measure the 44th institute of the constitution and the 5-year development plan of privatization’ s strategies under the influence of Policy. The research mythology is survey and analytical method in which for accepting or rejecting the variables, binomial and Friedman statistical tests and strategies’ prioritizing model within the public expedient (rail transportation industry) are used. In the opportunity and capacity which are based on Iran’ s position, the private sector participation is so high for developing the Rail transport industry and in the railway, such as any organizational profound transformation, it is required to adopt strategic decisions. The countries’ economic situation is the first main factor which is determining the using scope of the Privatization Strategies. The second main factor is performing the basic rules which are a guarantee to proper the implementation of chosen strategies, exactly and fundamentally because for implementing any Policy, respectable and direct treatment of law is essential. Supplying Edalat-stock and the operation reporting from process of choosing and Privatization Strategies within the public expedient are essential, so the relevant authorities should provide people with clear reports and information, also, they generally should pay more attention to capital market.
