Abstract

One of the main challenges in urban issues today, the issue of dealing with the massive changes the metropolis. Evaluation of urban changes in the system of cities around the world suggest that the changes in the city, from the mid-twentieth century, the intensity and the fast and changes gradually giving way to sudden changes, unpredictable and irreversible data. areas around the cities including the metropolitan areas of management are problematic. In the eyes of some scholars of urban development outside urban boundaries has become a global phenomenon. In developing countries has been growing faster. areas around the cities are areas where the presence of multiple actors with different powers, it is impressive. Level Tehran metropolitan and rural and urban development in the area around the cities it is not controlled in the absence of land speculation. And at different levels, there is no systematic tools and mechanisms for guidance. Causes degeneration of ecological and environmental Tehran metropolitan area is; the aim of the present study construction management with an emphasis on physical cohesion-social areas.
