Abstract: 

شهر سائوپائولو، ابزار قانونی به نام عملیات شهری دارد، که به یک توسعه دهنده اجازه می دهد تا بالاتر از حد قانونی در طرح جامع در ازای خرید اوراق قرضه شهری، بسازد. بنابراین این درامد به بهبود زیرساخت در منطقه یو اختصاص داده می شود. در این مقاله پروژه نوسازی شهری میدان بتاتا شرح داده شده که بهره برداری بخشی از عملیات شهری فاریا لیما است و هدف اصلی ان نونماکردن منطقه بسیار تنزل یافته است که قبلا توسط ترمینال اتوبوس اشفته و ناامن و خیابان بازار شلوغ اما غیرقانونی اشغال شده است. اهداف اصلی طرح، ایجاد مناطقی با فضای باز بزرگ است، تا مرکز فعالیت را با یکپارچه سازی حمل ونقل تقویت، و سرمایه گذاری خصوصی را در ساختمان های مسکونی و تجاری تشویق کند. به علت ساخت ایستگاه مترو جدید و نیاز به جابه جا کردن ترمینال موجود، منطقه پروژه در یک ترمینال اتوبوس جدید در مجاورت مترو و ایستگاه قطار رفت و امد به نام ایستگاه پینهیرس قرار گرفت. پیشنهادات اصلی برای هر منطقه عبارتند از: 1- میدان بتاتا: مناطق فضای عمومی جدید و بهسازی خیابان؛ 2- ترمینال پینهیرس: ترمینال اتوبوس برای اتوبوسهای مربوط به شهرداری و مادرشهر، به انضمام ایستگاه قطار و مترو، پارکینگ زیرزمینی و 3- منطقه اتصال: افزایش ظرفیت خیابان محلی، نوسازی پیاده رو و محوطه سازی.

Abstract: 

بافت های فرسوده و ناکارآمد شهری، مناطقی از شهر است که در طی سالیان گذشته عناصر تشکیل دهنده آن اعم از تأسیسات زیر بنائی، ابنیه، خیابان ها و دسترسی ها، دچار فرسودگی و ناکارآمدی شده و ساکنان آن نیز از مشکلات متعدد اقتصادی، اجتماعی، فرهنگی و کالبدی رنج می برند. در همین راستا و به منظور بهره برداری از تمامی ظرفیت های شهری، پروژه های نوسازی بافت های فرسوده شهری تعریف شده که هدف از اجرای آن ها رشد پایدار شهر و توسعه محدوده مورد نظر و در نهایت احیاء ابعاد فیزیکی، محیطی، فرهنگی، صنعتی و اقتصادی آن می باشد. همانند دیگر پروژه ها و طرح های اجرایی، پروژه-های نوسازی شهری نیز با ریسک های زیادی مواجه هستند. وجود ریسک در پروژه های نوسازی شهری موجب اخلال در فرایند های تجزیه و تحلیل امکان-سنجی پروژه، طراحی و برنامه ریزی، ساخت و ساز و اجرا و در نهایت استفاده و بهره برداری عمومی از پروژه ها شده، لذا مدیریت ریسک این دسته از پروژه ها لازم و ضروری به نظر می رسد. با بررسی گزارش طرح های اجرا شده، دریافتیم که این راهکارها کارایی و تأثیر لازم را نداشته و علت آن هم پایین بودن سطح مشارکت مردم و ساکنان بافت های فرسوده و سرمایه گذاران در فرایند تأمین مالی و در مراحل مختلف پروژه می-باشد. پایین بودن سطح مشارکت نیز به نوبه خود ناشی از بی اعتمادی نسبت به مسئولان، دستوری بودن سیستم برنامه ریزی، عدم پذیرش و قبول توانایی مردم برای مشارکت در مراحل مختلف کار توسط مسئولان و برنامه ریزان و در نهایت عدم فرهنگ سازی در زمینه نهادینه کردن مشارکت است. در این پژوهش، ابتدا انواع ریسک های اقتصادی پروژه های نوسازی شهری و راهکارهای مدیریت ریسک آن ها معرفی شده و سپس به تجزیه و تحلیل راهکار های موجود جهت مدیریت این ریسک ها پرداختیم. همچنین در این پژوهش سعی شده که راهکار های جدید و کارایی به منظور مدیریت ریسک، ریسک های اقتصادی این دسته از پروژه ها ارائه شود.

Abstract: 

Urban programs and projects are the latest chain in urban development plans. Integrated and systematic management of urban programs and projects sets, while improving the efficiency of urban resources also results in the effectiveness and efficiency of urban development plans. Studying on policy, planning, implementation and monitoring urban programs and projects and presenting an appropriate pattern is the requirements of urban management. Project portfolio management is a new approach based on the knowledge of project management that emphasizes for the better efficiency of programs and projects in project-based organizations. The main components of project portfolio management include a process framework, decision criteria, methods and models of choosing the project portfolio that deciding on definition of project portfolio management framework (process model) and categorizing effective indexes and sub-indexes in selecting portfolios are its main and influential stages. This study in terms of objective, is an applied research, and in terms of data collection is a descriptive-scrolling one. According to the article findings a framework (process model) for integrated management of urban projects is consisted of a three – section: Strategic recognition, Urban project portfolio management and Essential and complementary infrastructure for project portfolio management. In order to select urban projects portfolio, decision criteria separately were recognized and classified into eight groups which include technical, financial, social, economic, environmental, risk, organizational and competitiveness.

Abstract: 

Investigating the requirements adopted from effective criteria and indices for national laws and regulations is needed for urban projects execution and these projects are followed by the least standard deviation. Project success and all staffs satisfaction are in fact the most important issues in urban projects as well as all kinds of projects. The most important factor is documentation of project existance reasons, goals, roles and responsibilities, stakeholders duties and authorities in the early stages of the project which is called project charter. In this article, which has used explorative method, after reviewing the project charter literature, various templates in 42 different projects in the world are investigated. Then we design the preparation step by step and derive the needed criteria and the result of the research is a suitable pattern for project charter preparation. Regarded that most of the projects in Iran have not included a project charter, the researchers of the paper have investigated the current effective factors used to prepare four big project charters by reviewing their documents and comparing them to designed model.

HighlightsThe decline of social capital due to monopolization, the inability of urban management to advance urban projects, and citizen dissatisfaction are among the consequences of obstacles to communicative action.Strengthening the sense of belonging, promoting communicative action, enhancing institutional cooperation, fostering consultation-based expertise, encouraging pluralism, and achieving institutional synergy are identified as the most effective outcome conditions in urban project management.In certain administrations, communicative activism fosters a sense of belonging and enhances the social capital of managers and staff.Communicative activism mitigates challenges in managing and implementing urban projects by fostering synergy and pluralism rooted in shared understanding.IntroductionUrban management today faces a wide array of physical, economic, social, and environmental challenges. Despite the development of various planning policies to address these issues, implementation often falters due to inter-departmental and inter-organizational functional problems. One effective approach to overcoming these challenges is achieving integrated thinking in the planning and execution of urban projects. Such integration stems from continuous communication and interaction among urban managers and experts within a transparent and pragmatic network—ultimately leading to action-oriented planning.This research is grounded in the assumption that the primary challenge facing urban management lies not only in the formulation of plans but also in weak inter-organizational communication. Focusing on the case of Zanjan, the study investigates how communicative action impacts the preparation and implementation of urban management plans.The central research questions are as follows:What are the main internal and inter-organizational challenges in the preparation and implementation of urban projects?How do urban management entities perceive one another’s actions, and what role can communicative action play in improving project outcomes?Theoretical FrameworkOne approach to achieving integrated planning is through communicative action, a concept rooted in the philosophy of Jürgen Habermas. Communicative action is a form of social behavior oriented toward mutual understanding. In this paradigm, a distinct form of rationality—relational rationality—is introduced, merging knowledge and values and framing spatial planning as a social construct.Here, communication becomes the primary source of truth discovery, and human wisdom is seen as emerging through interpersonal interactions rather than as a product of political governance or isolated reasoning. Communication, in this context, is central to governance and policy development.MethodologyThis study employs a qualitative, phenomenological research design using an inductive interpretive method based on grounded theory. Due to the cyclical and evolving nature of the grounded theory process, theoretical sampling was used throughout data collection, with semi-structured interviews as the main tool. Sampling continued until theoretical saturation was achieved, resulting in a final sample of 45 mid-level managers and experts from 10 executive institutions with consistent inter-organizational interaction in Zanjan (e.g., Roads and Urban Development, Municipality, City Council, Governorate, Water, Electricity, Gas, Telecommunications, Engineering Organization).Data collection included questionnaires and semi-structured interviews. Given limitations in recording due to participants' reluctance, efforts were made to establish trust and maintain participant anonymity. Data were analyzed through open coding, followed by axial coding and selective coding to identify core categories and concepts. A paradigmatic model was developed to explain causal, contextual, intervening, strategic, and consequential conditions. For validity assurance, a technical audit was conducted, and procedures were confirmed by two experts familiar with qualitative data analysis.Results and DiscussionThe analysis revealed that managers at both middle and high levels, depending on their organizational roles, often operate within rigid administrative structures and prioritize institutional interests over collaborative engagement. This tendency, driven by fear of losing authority or being reprimanded, reflects a limited form of instrumental action as described by Habermas. Consequently, urban development becomes shaped by individualistic and monopolistic thinking, resulting in citizen dissatisfaction.In contrast, successful instances of communicative action—such as those leading to the development of Sabzeh Maidan Complex, the pedestrianization of key streets, the reopening of Zainabiyeh Street, completion of the sewer network, expedited reviews of zoning change requests, active implementation of national housing programs, and reforms in the electrical grid—highlight the benefits of enhanced inter-agency cooperation.ConclusionThe findings indicate that the absence of communicative action leads to negative outcomes such as individualism, diminished specialization, weakened work commitment, reduced trust, declining social and organizational capital, short-term decision-making, and citizen dissatisfaction. Conversely, implementing communicative action in some administrative units has fostered a greater sense of belonging, strengthened social capital among staff, and reduced project implementation challenges through enhanced synergy and pluralism based on shared understanding.

Abstract: 

نگرشی گذرا بر وضعیت محیط زیست جهان در دو دهه گذشته نشان می دهد که علیرغم حساسیتهای اخیر در زمینه محیط زیست نه تنها اثرات مخرب انسانی کاهش نیافته بلکه مسایل حاد و دشواری مانند آلودگی شدید جو، نازک شدن لایه ازن، بروز پدیده گلخانه ای و گرم شدن کره زمین و اثرات متعدد ناشی از این پدیده ها مطرح شده است.کلان شهر تهران نیز به عنوان پایتخت جمهوری اسلامی ایران در حدود 10 میلیون نفر را در خود جای داده که این امر خود منجر به گسترش و شدت فشارهای وارده بر محیط زیست و در نتیجه بروز انواع آلودگی های زیست محیطی، تخریب منابع و کاهش فضاهای طبیعی و در پی آن افزایش نیاز شهروندان تهرانی به محیط زیستی سالم و در نتیجه افزایش انتظارات آنان از مدیران و برنامه ریزان شهری در کلان شهر تهران شده است. به این ترتیب نقش مدیران و برنامه ریزان شهری شهر تهران تنها تعیین کاربری های اراضی و برنامه ریزی فضایی نخواهد بود، بلکه یکی از اصلی ترین و مهم ترین وظایفی که بر عهده آنان می باشد، برنامه ریزی شهری در جهت توسعه پایدار کلان شهر تهران می باشد.لذا مطالعه و برنامه ریزی در جهت شناسایی، حذف یا کاهش آلودگی های زیست محیطی که گریبانگیر مردم و به عبارتی کلان شهر تهران می باشد و همچنین توجه به مسایل و ملاحظات زیست محیطی در برنامه ریزی ها، فعالیت ها و اقدامات توسعه در کلان شهر تهران، می تواند گامی موثر در جهت بهبود وضعیت محیط زیست و در نتیجه ارتقا سطح کیفیت زندگی مردم باشد. از این رو:توجه به مطالعات زیست محیطی و به طور مشخص انجام مطالعات ارزیابی اثرات زیست محیطی در مرحله امکان سنجی، مکان یابی و قبل از اجرای پروژه های عمرانی در شهر تهران به عنوان یکی از موثرترین روشهای مدیریتی در کاهش اثرات زیست محیطی و ابزاری در راه رسیدن به توسعه پایدار شهری به شمار می رود.در این مقاله سعی شده است که ضمن بررسی نیازها و ضرورتهای ارزیابی زیست محیطی پروژه های شهری، برخی از اثرات سوء زیست محیطی در کاهش کیفیت زندگی شهری این گونه پروژه ها مورد تجزیه و تحلیل قرار گیرد و ارزیابی اثرات زیست محیطی به عنوان یکی از مهمترین ابزار دستیابی به توسعه پایدار شهری مورد بررسی قرار گیرد و راهکار اجرایی شدن مطالعات ارزیابی زیست محیطی برای پروژه های شهری توسط شهرداری تهران ارایه گردد.

Abstract: 

Claims have become inherent features in projects and in particular urban projects that have a negative impact on the time and cost of project implementation. To solve this problem, it is possible to prevent the occurrence of a claim in a project by identifying the root causes of the claim (source) and reducing its impact on the direct causes of the claim (cause). In this regard, in a two-stage study, first claims of DBF contracts in Tehran metro projects were collected, and the source and cause of the claims were separated and distributed through the questionnaire among the experts, and the most important of each one was identified. In the second stage, using the Delphi method, the relationship between the source and the cause of the claims (the effect of the origins on each cause) was identified and distributed through the questionnaire among experts and based on that the most important source of each cause of the claim was identified. The research findings indicate that the look at the sources should be due to the importance of its impact on any cause of the claim, and a separate look at the source of the claim will not show the importance of each source and with this look it’ s better to know their significance so that better strategies can be put in place to prevent them. The results of the research show that managerial changes in the employer (Tehran municipality) and inappropriate selection of the project delivery system are one of the most important sources of claims in urban projects.

Abstract: 

Nowadays in the design and implementation of urban projects emphasis to gaining of intersectoral coordination and community participation. But attracting community participation seems difficult without approaching the people and officials opinions. The main object of this research is the examination of existence or lack of significant difference between people and officials opinions about urban projects prioritization. For this purpose, people’s viewpoints were collected through 424 coincidental samples and it has been compared with viewpoints of 46 related officials with “Healthy Cities Projects” in Rey city (As one of the projects that is a consideration at the international level) in field of activities prioritization. The statistical analysis was performed using two multivariate ANOVA and nonparametric test of Friedman and U-Mann-Whitney test in SPSS environment. The results indicate that in case of activities levels on “Healthy Cities Projects”, there is a significant difference between people's and officials viewpoints. But, in field of prioritization investigating vulnerable groups’ there isn’t a significant difference between viewpoints of people’s and officials. And in the field of urban issues to prioritize investigation also it requires additional discussion. In the end of article the solutions were proposed to better carry out the project.
