Abstract: 

INTRODUCTION: NOWADAYS SERVICE QUALITY AND CUSTOMER SATISFACTION HAS BECOME ONE OF THE MOST POPULAR MANAGERIAL DIMENSIONS AND CUSTOMER CENTRALIZATION CHANGED TO BE THE FIRST STRATEGY IN SERVICE ORGANIZATIONS. QUALITY MEASUREMENT AND MANAGEMENT HAS CHANGED TO BE ONE OF THE MOST IMPORTANT TOPICS IN HEALTH CARE TODAY. THIS STUDY AIMS TO ANALYZE SERVICE QUALITY THROUGH IMPORTANCE-PERFORMANCE ANALYSIS TOOL IN SELECTED HOSPITALS.METHODS: THIS IS A DESCRIPTIVE, CROSS-SECTIONALSTUDY PERFORMED IN YAFTABAD HOSPITALS DURING A SPECIFIC PERIOD. Abstract: 

The Sustainable Development Goals (SDGs) are considered as a part of 2030 agenda for sustainable development which UN member states adopted at the UN sustainable development summit in September 2015. The SDGs as a development framework include 17 major objectives in social, economic and environmental areas of sustainable development which are considered as an important idea and can finally help the world to achieve a sustainable development. While the relative issues of 2030 agenda for sustainable development have been addressed so much, the paper has been limited to only a few prominent initiatives focus on (major issues of ) surveying the relationship between SDGs and their priorities. In this paper, soft OR method, Interpretive Structural Modeling and Importance Performance Analysis (ISA-IPA) have been used to provide a model for making policy on SDGs in Iran. In order to identify the relationship as well as the importance of SDGs, 10 interviews were conducted with experts of sustainable development. Then, a new framework for the classification as well as prioritization of SDGs were provided based on Importance Performance Analysis (IPA) which has been reported about Iran reported for achieving SDGs. Results indicate that Iranian prioritized goals differ greatly from what has been originally perceived and addressed under the SDGs. The following goals including, “ clean water and sanitation” , “ industry, innovation and infrastructure” , “ peace, justice and strong institutions” and “ partnership for the implementation of goals” have been identified as the highest priorities which should be more taken into consideration by policy makers to adopt major policies (of our country). Furthermore it should be stated that ISM-IPA approach as an innovative method of policy making has been used in this paper to illustrate capabilities of modelling as well as prioritization of the SDGs.

Abstract: 

Abstract The education system can fulfill its tasks when, in addition to quantity, it is also in good condition in terms of quality. On the other hand, due to national and global competition between universities and the fast growth of the number of them, these institutions are forced to increase their quality of services in order to become priority for the students and society. One of the important services of universities for students is their accommodation services in dormitories. Therefore, dormitory is an important part of universities as a second home and will replace the family for a group of students. A high quality and satisfaction of students from these services can help the academic progress, physical and mental health of students. In this paper, the quality of dormitory services of Ardakan University has been evaluated using the SERVQUAL model and analyzed by IPA. To achieve this goal, the data was collected using questionnaire from 145 students in Ardakan University by sequential sampling. Examining students' expectations and perceptions of the services and the gap between them has shown a negative gap in all aspects of service quality; the biggest gap for tangibles and the least one for assurance. Analysis of different aspects and questions in this research using IPA matrix showed the strengths, weaknesses and improvement priorities. The results of this study can be used in the evaluation and diagnosis of dormitory services of other universities, as well as Iran Tourism hotels. Extended abstract Introduction Higher education is responsible for the social, cultural, economic and educational growth and development of the society and it should be of good quality in addition to quantity (Yasbolagi et al, 2015). On the other hand, competitions in the field of higher education have increased the pressure on universities and educational institutions to improve their capabilities and service quality. The customer and his satisfaction are key elements in different definitions of quality that contribute to the success and excellence of organizations and increase their profitability (Madanian & Shekarchizade, 2019). In universities, students are one of the important groups of customers whose satisfaction can be a determining factor for evaluating the institution's performance (Yazdani & Hajian, 2018). Evaluating the quality of university services from the perspective of students, as one of the basic requirements of modern management, can help in planning for the long-term success and survival of universities. Some of the university services for students include information technology services, library, welfare services, administrative services, education and dormitory services (Haji Mohammad & Khoshghalb, 2020). The service quality model (SERQUAL) is one of the most widely used models for evaluating service quality, which was first introduced by Parasuraman et al. in 1985. This model defines service quality in five: tangibles, reliability, accountability, assurance and empathy. In the studies with the Seroqual tool, the evaluation of the gap between the expectations and perceptions of customers has been used for quality analysis. Another method that is suggested for the analysis of different dimensions of quality is the use of the importance-performance matrix (IPA), which makes suggestions and priorities based on the importance of each issue. For example, this method was used in Stig University of Portugal to evaluate the quality of educational services, and suggestions for improvement were defined (Silva & Fernandes, 2011). In a university in Indonesia, the student satisfaction index and the IPA matrix have been used to evaluate the quality of laboratory services in key performance indicators. The satisfaction index of students in this study is 72%. The IPA analysis has shown priorities for improving these services in matters such as equipment adequacy, their calibration, laboratory safety and staff behavior (Sidik et al, 2019). Considering the importance of university dormitory services and the gap observed in research on the subject, in this article a model for evaluating the quality of dormitory services with the help of serqual techniques and importance-performance analysis is presented. The purpose of this research was to evaluate the quality of dormitory services in the university, which Ardakan University was selected as a case study. In this regard, the main question of the research is the quality of university dormitory services, which will be investigated based on the SERVQUAL model. Theoretical Framework In higher education, various studies have investigated the quality of educational services in different universities, which have often shown a negative gap in most dimensions of these services. Among the most recent of these studies, we can cite the evaluation of the satisfaction of university pharmacy students in Saudi Arabia (Sibai et al, 2021), students of dental and nursing colleges in Saudi Arabia and Egypt (Rabaa & Hala, 2022) and postgraduate students of medical sciences in Kermanshah (Toghroli et al, 2021). ). But in the university, in addition to educational services, other services are also provided. In a research to investigate students' satisfaction with the academic role of Babolsar city, it was shown that accommodation services and welfare services had the greatest effect, and sports services and employment facilities had the least effect on student satisfaction (Shamai & Mahmoodi, 2011). In our country, in the girls' dormitories of the Urmia University of Medical Sciences, researchers showed that the dormitory services are acceptable and satisfactory from the students' point of view, using SERQUAL questionnaires. However, a significant difference has been observed between the average satisfactions of students in different dormitories (Nabilou & Khani, 2015). In another qualitative research that was conducted among girls living in the dormitories of ten Iranian Universities, students were dissatisfied with the facilities of the rooms, the condition of the buildings, cultural and welfare facilities (Serajzadeh & Habibpour, 2019). In the dormitories of Mohaghegh Ardabili University, architectural and construction factors have been investigated and problems have been identified (Daliri & Hatami, (2022). In another study, the relationship between drug use and the quality of sleep and life in the dormitories of Allameh Tabatabai University was investigated (Kushkestani, 2020). Another method used in studies to analyze different dimensions of quality is the use of the importance-performance matrix, which makes suggestions and priorities based on the importance of each issue. For example, this method was used in Stig University in Portugal to evaluate the quality of educational services (Silva & Fernandes, 2011); in a university in Indonesia to evaluate the quality of laboratory services (Sidik et al, 2019); in a university in China to evaluate the quality of English language teaching services (Wenyu, 2021); and in another university in Beijing to evaluate the quality of classroom teaching (Wang et al, 2022)). Research methodology The purpose of this applicable research, which was carried out with a survey-analytical method, is to evaluate the condition of the dormitories of Ardakan University. The statistical population of the present study is 1000 students living in the university dormitories, including 400 boys and 600 girls in four separate buildings. Cochran's formula was used to determine the sample size, and the number 88 was acquired at the 10% confidence level. To carry out this study, the standard questionnaire of Serqual model was adapted for dormitory services. This initial questionnaire was reviewed in several stages with the help of experts and university dormitory service officials, and the final questionnaire was prepared with 31 items in 5 dimensions. In order to ensure the validity of the questionnaires, the opinions of at least 5 experts and relevant officials were used and the corrections were made according to their opinion. In order to measure reliability, a preliminary study was conducted with a random sample of 13 students, and Cronbach's alpha was 0.774 for expectations and 0.848 for perceptions. Since the coefficients are higher than 0.7, the questionnaire has the necessary reliability. Research Findings First, hypotheses were proposed based on the research questions, and then SPSS 19 software was used for inferential statistical analysis. The results of the statistical tests showed that students' expectations of different aspects of dormitory services are higher than average and their perception of these dimensions is lower than average. Students were most satisfied with the quality of services in terms of guarantee, accountability, empathy, confidence and tangibles respectively. Also, in all dimensions of service quality, a significant gap was observed between expectations and perceptions. The students' satisfaction with the dormitory services was different among different dormitories, and based on the average, the best services were provided in the Derakhshan, Farhang, and Payam Noor dormitories, respectively. The variables of age, year of entering the university and duration of residence did not affect the satisfaction of students. In gap analysis models, researchers believe that the lower the service quality, the higher the receivers' expectations. In other words, the presence of defects and gaps in one dimension has an aggravating effect and causes quality loss in other dimensions (Yazdani & Hajian, 2018). Therefore, prioritizing improvement measures and allocating funds to dimensions with the largest negative gaps can be effective in reducing other negative gaps as well. The biggest negative gap of this research was in the tangible dimension; despite the university's investment in building and equipping new dormitories, this dimension still failed to attract students' satisfaction, and it is also recognized as a weakness in the IPA matrix. Also, this matrix has correctly classified the allocation of funds for "updating the dormitory infrastructure" in the resource waste group. The priority of other problems identified in this dimension is mentioned in the previous paragraph. The second negative gap in the confidence dimension indicates the failure to fulfill the promises made to the students. But since this dimension is located in the fourth area of ​​the IPA matrix, it has little priority for improvement. The review of the items also showed that only the item "quickly fixing the created problems" as a weakness has a higher priority for improvement. Based on these results, there is currently no priority for improvement in the other three dimensions. Conclusion The results of this research, like (Putri & Anffraini, 2018) and (Serajzadeh & Habibpour, 2019), show a significant gap between the expectations and perceptions of students about the quality of dormitory services. In other articles that have evaluated the quality of hostel services, the quality gap has not been measured. Compared to the work of Putri & Anffraini (2018), this research has also identified the priority of improvement in each of the dimensions with the help of IPA matrix. Naturally, the improvement priorities in the two universities are different from each other; but in both cases, improvement of tangibles and physical facilities has been among priorities. Similarly, in the study of the opinions of female students living in the dormitories of ten Iranian Universities, the physical epuipments and facilities of the rooms were also among the dissatisfaction cases (Serajzadeh & Habibpour, 2019). Also, the results of this research, like the work of Nabilou & Khani (2015) conducted in Urmia University, show a significant difference between the qualities of different dormitories of a university. Conducting a similar study periodically can show the effectiveness of the various measures taken. Future researchers can use other methods to prioritize improvement measures in dormitories. Another suggestion is to examine ways to save money and reduce the costs of dormitories in order to fund the cost measures for improvement in the dormitories. Considering the service gap related to the behavior and attitudes of employees, it is suggested that future researchers identify and prioritize the educational needs of dormitory employees.

Abstract: 

Purpose: One of the most important national and international scientific goals of our country is the scientific authority of the Islamic Republic of Iran. In order to achieve scientific authority, it is necessary to use the strategies presented by the Supreme Leader based on the spatial, temporal and situational characteristics. This research seeks to prioritize these strategies to accelerate the achievement of the scientific authority of Islamic Iran.Method: The present research method is combinatory (quantitative and qualitative), so that in the first step, the method of data- based theory is used to extract the strategies for achieving scientific authority from the perspective of the Supreme Leader. The extraction of the content has been done by drawing upon statements made by the Supreme Leader during the years 1368 to 1393. In the second step, based on the quantitative method of IPA, these strategies were prioritized based on the views of the experts in the field of science in the country.Findings: In the first part, based on the stage of extraction of concepts from leadership statements, fourteen fundamental strategies (main concepts in open coding) have been identified for achieving scientific authority; further, based on quantitative analyzes, these strategies were divided into four categories. Each category, based on two dimensions of importance and performance, represented the degree of priority of that strategy in line with the needs of the country. Results: Finally, after extracting major concepts based on quantitative analyzes, it became clear that the priority should be given to the strategies of "university and university unity", "software movement and science production", "transformation of education" and "development in the education system and theose of systematic management of the scientific field "and" attracting and supporting elites "should continue with the current level of attention. The third- group strategies include the Islamization of science, scientific exchange, scientific diplomacy. Transforming the seminaries, establishing the Islamic university, scientific discourse, free thinking. Finally, learning from the West but not to be content to remain a student, and establishing knowledge-based companies and commercialization of science and technology constitute the fourthe- group strategies.

Abstract: 

Nowadays, organizational survival and success in the intricate and competitive business world entails effective strategic management that allows effective designing and planning of objectives and strategic implementation of the plans to achieve goals. Despite the vitality of strategic management, however, recent research findings underscore the absence of systematic procedures for organizational strategic implementation. Organizational strategy map is a common and functional strategic management element that helps to clarify strategies and reinforce effective implementation of strategic objectives by illustrating key factors defining success and the interaction among them. Hence, this study aimed to develop a strategy map and analyze the performance of Iran-Khodro Company in Mazandaran to help it successfully execute strategies and allocate resources to accomplish its mission. To this end, having reviewed the existing literature and specified the company's strategic goals, we weighed them and explored their causal relationship using FDANP. Further, a number of guidelines were offered based on the IPA analysis to help the management allocate resources and accomplish their goals. The findings can guide the company's managerial decisions in prioritizing ongoing reform projects and optimal allocation of resources.

Abstract: 

This research aimed to explain the regeneration indicators of worn-out structures of Urmia city. While examining the priority and determining the weight of the indicators in regeneration, the importance and performance of these indicators and the way of pursuing them by the relevant institutions are examined and finally the priority of the indicators are determined. A descriptive-analytical method was used to explain the regeneration of the city's worn-out structures. For this, 24 indicators, obtained from reviewing the literature, theoretical foundations, and field studies, were used. The priority of the indicators in regeneration, and the weight of each were determined. At the end, to see the compatibility value, the best-worst model was used, then the importance/performance method was used to check the way of implementing regeneration indicators. The sample is consisted of 20 people, selected by the snowball sampling method. The results showed that the regeneration indices of worn-out structures are consistent with the appropriate value of 0. 039, among which the particIPAtion indicator has the best and the population density indicator has the worst preference. Also, the results obtained from the IPA model showed a great contradiction between the importance and functions of regeneration indicators, so that most effort, capital, cost and time for regeneration have been placed on indicators with low priority, while in important indicators, the level of performance is very low. The results showed as well that for the regeneration of worn-out structures in Urmia city, the programs should focus on indicators “individual-group particIPAtion”, “improvement of historical attractions”, and “improvement of employment and income”.

Abstract: 

Research studies show that considering the production potentials of high-tech industries, the export of this group of products is not proportional to the economic capacities of Iran. . This is while, one of the export objectives of the country in upstream documents is to export high-tech goods and get rid of exporting raw materials. Accordingly, this paper aims at identifying the barriers to the development of high-tech industries and assessing their performance, and then, determining their priority in Iran. In this paper the opinions of experts the area of high-tech industries were used to identify the barriers and their importance. Using theme analysis, six main factors (barriers) and twenty important sub-factors in this area were then identified and classified. After that, in order to assess the effect of barriers on the export development, the proper indicators were determined for each sub-factor based on the research literature, and these indicators were formulated in the form of a two-dimensional questionnaire composed of the importance and performance of each of them and were provided to 260 knowledge-based export companies. The collected data were analyzed using MAXQDA and SMART PLS software in the qualitative and quantitative sections, respectively. Finally, the gap between the status quo and the desired status and the barriers to the export development in the high-tech industries were analyzed using the importance-performance matrix, and some solutions were suggested to improve the export development status in Iran.

Abstract: 

This research tries to analyze the agility of heavy transportation of a defense organization using the Performance Importance Analysis (IPA) method. Today, according to the speed of environmental changes, organizations must respond to various changes and demands with high responsiveness. In this regard, the role of transportation in defense organizations is very important and practical. Also, the agility of heavy transportation of defense organizations can increase the level of success of the organization and reduce the waste of its resources. In this research, first the concepts of agile transportation and then the criteria of agility of heavy transportation are explained. In the following, the agility of heavy transportation of a defense organization has been analyzed using the Performance Importance Analysis (IPA) method. In this research, field research was used with a questionnaire tool, and the statistical population of the research includes senior managers of logistics and transport and mobility experts of the studied defense organization. The results of the Performance Importance Analysis (IPA) method provide insight to managers to identify the organization's strengths and weaknesses and finally propose implementation solutions.

Abstract: 

The corpus is a collection of spoken and / or written texts that can be used for linguistic analysis. More precisely, it can be said that these texts are purposefully labeled and categorized based on specific rules and allow the user to do various studies. Corpus linguistics is a branch of applied linguistics that examines and compares different aspects of linguistic data, and, of course, corpora are integral tools of this branch of linguistics. Due to the increasing role and importance of corpus linguistics in development of various sciences in recent decades, the produce and development of various linguistic corpora has been one of the priorities of scientists and researchers in different languages during these years. After the creation of speech processing systems since about two decades ago, the use of context-dependent methods has become particularly prominent in an effort to increase the accuracy of these systems and some special studies conduct in linguistics, . One of the best ways to achieve this, is to use corpora that, have special labels in addition to segmentation at the phoneme level, to indicate the differentiation of various allophones. These allophnescan only be achieved by obtaining the necessary phonological rules. In linguistics, this process can be called allophonic labeling of corpus. About 10 years after the introduction of allophonic corpora in the world, no allophonic labeling has been performed for any of Persian language corpora yet. The small Farsdat corpus is the main spoken corpus in Persian. Hence, the need to equip this corpus with allophonic labels to increase the accuracy, to improve the performance of speech processing systems, and to produce specific study, research programs, and tools in linguistic is obvious. In order to elucidate the method proposed in the present study for allophonic labeling of phonemic corpuses, and in parallel for equipping the Persian language with at least one allophonic corpus, the steps of the task are precisely performed on the small Farsdat phonemic corpus. The corpus is one of Persian-language corpora in the last two decades that consists of 6080 sentences spoken by 304 Persian speakers. The speakers of this corpus have indeed one of the most widely spoken dialects in Persian and all of sentences in this corpus, are segmented in to different levels. The segmentation of sentences in word and phoneme levels results in their efficiency in various speech processing systems, such as speech recognition systems, broad transcription systems, and text-to-speech systems. Moreover, the small Farsdat corpus has the potential to be used in the systems. The suggested solution to prepare an allophonic corpus is to implement a program using the rule-based method and applying it on the phonemic corpus to add allophonic labels on it. The basis of the rule-based method in this research is access to rules for converting phonemes into allophones. After compiling these rules from the resources available in each language and preparing the appropriate settings (for implementation), the program is implemented. Finally by applying this program to the phonemic corpus, an allophonic corpus is prepared. As noted, special phonological rules are required to convert phonemes into allophones in Persian and to add allophonic labels to the small Farsdat corpus. The purpose of this research is not to study phonemes based on acoustic and laboaratory approaches in order to obtain Persian allophones; but rather to formulate and synchronize phonemes identified in various studies and then to adapt them to the International Phonetic Alphabet System. This ultimately leads to provide a standard set of allophones as far as possible and to achieve the phonological rules necessary for converting phonemes into allophones in Persian (based on existing studies. Although one of the limitations of this study is its incompleteness regarding the extraction of different allophones in Persian, the implemented program has the capability to be updated. if any studies are carried out in the field of allophones to supplement the existing theoretical resources in the future, it has the possibility to be to modified or to be enhanced regarding the performance. The present study may also highlight the need for more recent linguistic experiments and the use of more accurate tools and facilities to identify Persian phonemes. This can increase the motivation of phonetics and phonology researchers to take more practical steps in this field as well. After providing the necessary preparations in the phonemic corpus (such as the syllable segmentation) and implementing the above rules, the allophonic labels can be added to the phonemic corpus by implementing this program on it.

Abstract: 

The Lifestyle of the Appointed Agents reforms the public lifestyle in the Islamic Civilization. But, it can be an opportunity for effectiveness in the community when it is in accordance with a desirable lifestyle. This article evaluates the gap between the present situation and the desirable situation of the lifestyle of the Appointed Agents in the Islamic Republic of Iran by using Importance-Performance Analysis (IPA). The question is what damages and impairs the lifestyle of the Appointed Agents in the Islamic Republic of Iran? The answer is that Appointed Agents in the Islamic Republic of Iran have faced damages and defects in behavior and moral dimensions and have had fewer problems in ideological dimension.The findings suggest that although parameters such as the rejection of despotism, law abidance, consultation, fulfilment of promises, simplicity and contentment (in behavior dimension); the establishment of the Right and the elimination of the Wrong, sincerity in action, God-centrism in life, virtue and piety, chastity and modesty, being open to criticism and charity (in moral dimension); and also commitment and devotion (in ideological dimension) are very important to achieve a desirable lifestyle, the present situation of these parameters is not favorable.
