One of the most important concerns of mankind has been the provision of welfare to the community and POVERTY ALLEVIATION. But for reasons such as the choke and cruel oppressions of the wealthy people rulers and the injustice and ambition of their wealth, it never materialized. With the advent of Islam, this concern became more serious. Many verses and narratives also support this claim. The current research, carried out with a library tool and a descriptive-analytical approach, seeks to answer is this question that Imam Ali (AS) in Nahj al-Balagha to fight POVERTY, What groups have addressed and tailored to each group, what educational strategies have they offered to overcome POVERTY? The results show that the statements and actions of Imam Ali (AS) in this field are often oversees a public scouting and training method that seeks to educate the individuals and institutionalize a culture of altruism and social responsibility to tackle POVERTY which will be made possible by the efforts of the poor, the responsibility and assistance of the rich and the justice of the rulers within the framework of divisive criteria, humanitarianism and the hereafter will be possible. However, the groups addressed by the Imam (AS) in carrying out this task are all human beings; but they are, in particular, "the poor", the "affluent strata of society, " and they target "government leaders" set specific tasks for each.

The basic financial-administrative document of the government, referred to as the budget, has now found an important and high-ranking position in light of new studies and evolving relationships of governance and regulation. Fewer institutions and public services can be found in the budget without appropriate representation and established rules and figures. In this context, the budget can play a key role in realizing the government's goals. Among these noble aims is POVERTY ALLEVIATION, which involves addressing the causes and factors of production, as well as the promotion of POVERTY, with the government's involvement. Pesharavi's writing sought to identify the potential capabilities and capacities for preparing and adjusting the POVERTY ALLEVIATION budget by employing a meta-analysis method and utilizing library resources within an interdisciplinary framework. This approach facilitates explanation and analysis. Over the period 1979-2021, despite the implementation of six development plan and POVERTY reduction policies, allocation of more resources, POVERTY remains an important challenge in the Iranian economy. Therefore, like other countries, we need a coherent strategy to alleviate POVERTY. To this end, we examined all PRSP for the developing countries and compared PRSP policies with POVERTY reduction policies in Iran by an analytical-comparative method. Moreover, POVERTY reduction policies for low-income, low-middle-income, and high-middle-income PRSP countries were classified based on macroeconomic, governance and public expenditure management, and structural-sectoral policies for POVERTY. Accordingly, we suggested a pakage of POVERTY ALLEVIATION policies for Iran’ s economy.

Investment as one of the important factors that has a positive impact on economic growth is expected to alleviate POVERTY in the long run. This paper studies the role of agricultural investment on economic growth and rural POVERTY in the rural areas of Iran. To estimate the model, we use the seemingly unrelated regression equations "SURE" and the time series date for the period 1971-2003 The results show that although agricultural investment has a positive effect on economic growth of this sector, the gains from the growth have not had a positive impact on POVERTY ALLEVIATION. It seems Iran agri-economic growth is not at the level that could affect the rural POVERTY and the benefit resulted from current growth rate does not trickle-down to the rural poor.

The objective of this study is to analyze impact of various types of government expenditures on POVERTY reduction in Iran. Estimation is based on time series data 1981-2012, using a system of equations including variables affecting POVERTY. The system equations include POVERTY, labor productivity, employment, wage, access to facilities (Electricity, pipe water, and telephone), educational attainment, and life expectancy that according to simultaneity and diagonality of variance –covariance matrix of residual tests has been estimated with “three stage least square” method. Different types of public spending may have differential effects on POVERTY reduction. Therefore, government expenditures are disaggregated into different types: social affairs (education, health, social security, housing, rural community development and urban community development) and economic affairs (including roads, telecommunications, water, roads, and electricity). Marginal effects of public spending on POVERTY are calculated. The results reveal that public investments on health, education, social security, and economic infrastructure (including roads and telecommunications), still have positive and significant marginal impacts on POVERTY reduction and totally spending on social sectors is more likely to benefit the poor than are other types of expenditure.
