THE PURPOSE OF THIS STUDY WAS TO INVESTIGATE THE FACTORS INFLUENCING THE IMPROVEMENT OF HUMAN RESOURCE EMPOWERMENT IN LITERACY MOVEMENT ORGANIZATION FOR THIS PURPOSE, AMONG THE 110 PERSONNEL OF THE CENTRAL ORGANIZATION(DIRECTOR 35 AND BA 75) BY USE OF THE STRATIFIED SAMPLING AND MORGAN, S TABLE WERE SELECTED 86 PEOPLE(28 DIRECTORS AND 58 EMPLOYEES).THE AIM OF THE PRESENT STUDY, IS PRACTICAL AND ITS IMPLEMENTATION IS DESCRIPTIVE .DATA COLLECTION ARE TWO TYPES OF QUESTIONNAIRE, THE FIRST INCLUDES 32 QUESTIONS FOR MANAGERS AND THE SECOND 40 QUESTIONS FOR EMPLOYEES. EACH SET OF QUESTIONS TO THE NEXT REVIEW OF EMPOWERING EMPLOYEES TO VARY ANY OF THE RESEARCH HYPOTHESES ARE ADDRESSED. THE RELIABILITY IS ESTIMATED THE USING OF INTERNAL CONSISTENCY RELIABILITY AND THE FACE VALIDITY WAS CONFIRMED USING TEACHERS COMMENTS. SPSS SOFTWARE HAS BEEN USED FOR DATA ANALYZING. “T” TEST MODEL OF SINGLE-SAMPLE WAS EXAMINED TO DATA ANALYSIS AND ANSWER THE QUESTIONS AND TO COMPARE THE TWO AVERAGES. THE RESULTS SHOWED THE SPECIFIED VARIABLES TO EMPOWER SUCH AS THE MOTIVATION, TRAINING, TEAMWORK, ORGANIZATIONAL CULTURE, ORGANIZATIONAL STRUCTURE, JOB SATISFACTION, DELEGATION AND PARTICIPATION, SIGNIFICANTLY AFFECT ON EMPOWERMENT OF HUMAN RESOURCES IN LITERACY MOVEMENT ORGANIZATION. AND IT CAUSES THE EMPLOYEES PARTICIPATION INDECISION-MAKING, DEEP ATTENTION TO TEAMWORK, FAVORABLE ATTITUDES, CONFIDENCE AND ENCOURAGE THEM TO WORK AND STRENGTHEN THE COMMITMENT OF HUMAN RESOURCES.
