Abstract: 

In this research, the pollution of heavy metals- like copper, lead, cadmium- in southern coast of Caspian Sea (Around Noshahr and Abbas Abad) has been investigated. In this study, environmental factors (Grading scale, organic matter, temperature, salinity, electrical conductivity, pH, dissolved oxygen and density of heavy metals has been assessed. Sampling from seabed sediment using 0.1m2 grab van vein in spring, from 20 station (along 5 transects, each one containing 4 stations), in the depth of 5, 10, 15, 20 metre has been performed. Geographical coordinates by GPS has been recorded. Environmental factors including depth, temperature, dissolved oxygen, salinity, electrical conductivity and pH has been measured using CTD and heavy metals density by atomic absorption. The average temperature of seabed water was 22.19c0, dissolved oxygen was 10.41mg/lit, salinity was 7.05 ppt, electrical conductivity was 18.59 mz/cm, and acidity was 8.41. The average density of cupper in sediment which has been studied was 3.82, cadmium was 1.81, and lead was 14.49mg/kg. Density of heavy metals has been less than intrnational standard levels. The percentage of total organic matter in sampling station has been different and its average was 9.20 percent. Caspian seabed texture in this study is mostly included soft sediment (clay and silt).

Abstract: 

There are some definite Information, goods and money flows in world and third millennium commerce management depends on facilitation, control, and organization of these flows. Based on the philosophy of utilizing information systems and mechanization of maritime, port, customs and financial affairs; commercial ports all around the world have designed and implemented several systems. But because of continuity of goods, information and also finance flows, the necessity of port systems integration has been the main concern of ports and world top ports have taken some steps toward consolidation of port community stakeholders via establishing comprehensive systems as well as developing interface standard systems. Due to the development of electronic commerce and benefits of electronic business systems, port community organizations have to prepare information systems for their executive and managerial affairs. Also, because of the importance of facilitation of information and communication flows, system integration has been the only choice ahead; and therefore, Iranian ports should also move toward establishing Port Community System (PCS) which acts as a connector between different port community systems in an integrated form. Since port community system is an inter-organizational system in the field of electronic commerce and it is very necessary to consider message transfer international standards in such a system, Critical Success Factors (CSF) in implementation of such systems have been defined and prioritized in four aspects.1. Studying international frameworks and standards (in the field of electronic commerce and business) in implementation of PCS and Single Window2. Studying foreign ports which have implemented PCS and/ or Single Window (Best Practice)3. Studying the implementation of Enterprise Total Systems4. Interviewing with experts of stakeholders organizationsFinally, after the implementing and assessing the effects of independent variables (Critical Success Factors) on realization of them and finally prioritizing critical factors based on their degree of effectiveness and importance, the success and effectiveness of PSC (as dependant variable) has been discussed.

Abstract: 

This paper tries to identify performance evaluation problems in governmental organizations and to provide solutions and suggestions to improve organizational performance. This paper first tries to provide readers with a definition of performance management and then defines the relationship between performance management and strategic planning and finally represents Agonis conceptual model which includes factors like strategic consistency, completeness and practicality, meaningfully and significancy, validity and reliability, ability to detect effective and ineffective performances, plausibility and fairness, clarity and transparency, morality, and improvability. It should be noted that this paper is a field and library study and sampling is done using questionnaires distributed among statistical population. Data analysis and statistical test are done using descriptive and analytical methods like Chi-Square test. Finally, some suggestions are presented to improve the organizational performance.

Abstract: 

After several maritime casualties, causing severe death toll and similar incidents, the International Maritime Organization (IMO) decided to introduce and establish a new system called Global Maritime Distress & Safety System (GMDSS) in 1979, in line with its responsibilities and in cooperation with member States and other global organizations, and the system became mandatory in 1999 for commercial vessels with 300 GT or more engaged in international voyages. Various emergency alarm instruments are included in the GMDSS, one of which is the Emergency Position-Indicating Radio Beacon (EPIRB). The EPIRB is usually activated automatically in case the vessel sinks at sea. According to a SARSAT report, some 30, 713 people have been rescued during 8, 387 SAR operations between the years 1982 and 2010. However, false alerts released by EPIRBs have led to extensive waste of time and expenses for SAR units and services in many cases. This paper analyzes the root causes for these false alerts and reports on the tests made on 50 EPIRBs on ships entering the port of Shahid Rajaee.
