This paper tries to provide a genetic algorithm for the integrated scheduling model of container handling system in a maritime terminal. It would be considered as a hybrid flow shop scheduling model which involves standard model limitations as well as unrelated parallel machine limitations, precedence relationships, sequence dependent setup time, blocking, and machine eligibility limitations. Since this scheduling model is NP-hard, we focus on the near-optimal solutions and propose a genetic model as a metaheuristic method for solving this model. In addition to calculating the main results of allocation, timing and sequencing of operation, and estimated completion time (make span), this model calculates machine blocking time between various steps as well as the congestion rate in the routes. As this genetic algorithm is a randomized algorithm and its performance depends on the functional parameters, a full factorial experimental design is implemented using the technique of analysis of variance (ANOVA) to calibrate it. Results show that some of the parameters and functions can lead to better solutions. Finally, the performance of this algorithm in Shahid Rajaee Port is analyzed in a case study.

This Study investigates the effective factors in transferring (outsourcing) Astara Port to the private sector using the "Build, Operate, Transfer (BOT)" contract. According to some studies, there are three factors that affect transferring (outsourcing) which are economic, institutional-organizational, and managerial-executive variables. This study evaluates the effects of each of three variables on the transferring of Astara Port to the private sector. This study is descriptive-analytical and cross-sectional one. Statistical population of this study consists of the staff personnel of Ports and Maritime Organization (PMO) in Tehran as well as the personnel of Ports and Maritime Administration of Guilan Province (Port of Anzali) who are involved in the outsourcing of newly established Port of Astara. From the study population of 365 individuals, 189 subjects were selected as sample and questionnaires were used to collect data. Scores obtained from Kolmogorov-Smirnov test was used for the normality test and showed that normal distribution assumption is satisfied. In this study, some other parametric statistical techniques like simple and hierarchical linear regression correlation test with Pearson correlation coefficients and stepwise method were also used to test hypotheses and perform other necessary statistical tests.The results showed that the relationship between economic, institutional-organizational, and managerial-executive variables in outsourcing the Port of Astara is significant at a confidence level of 95%. Finally, Pearson Correlation test showed that managerial-executive, institutional-organizational, and economic independent variables have the most to least importance in obtaining the dependent variable of outsourcing.

Emergencies and Disasters can happen all over the world and affect human health, life, and supportive infrastructures.Environmental health problems caused by the crisis and disasters are associated with the effects of these problems on social, biological, and physical environment which considered as a threat to human health, safety, and survival. This paper deals with the management of such problems from the point of view of people who are in charge of environmental health issues before, during, and after a disaster or emergency.

Generally, many organizational decision-makers focus on improving output through the production of better goods and services rather the increasing of efficiency through the increased organizational effectiveness. In other words, organizational effectiveness - a factor that many organizations don't consider it - can be a decisive factor in achieving better performance. This suggests that organizations should periodically assess their performance to gain a clearer understanding of it. This paper examines strategies for change in Ports and Marine Administration of Khuzestan Province via organizational assessment. The results of this study can be used to improve organizational effectiveness and future performance. Improving the performance through the organizational effectiveness can improve the organizational performance and it will lead to the direct access of the ports to business opportunities and higher earnings. To achieve the optimal organizational position, sustainable development of all organizations should be considered.

Given the problems and disadvantages of fiberglass vessels during and after the construction and during the operation at sea, this paper first examines the problems in manufacturing process and suggests appropriate solutions and strategies for solving them. Then, issues like repairmen and inspection are assessed. Advantages of fiberglass vessels over others are also presented.
