Abstract: 

Background and Objective: One of the most important requirements to provide the objectives of Islamic Republic of Iran’s 2025 vision and to realize consumption pattern modification is enhancing organizational efficiency in all levels. With respect to the complexity of police departments' tasks and their various duties, the way of considering and evaluating the performance by commanders is associated with some problems. This has led to using methods such as visit checklists or visiting departments periodically or unexpectedly. Therefore, departments are appraised, and the achieved scores by every department is compared; however, the issue is criticized due to periodic but not continuous appraisals.Materials and Methods: The research has used mathematical models and ways of envelope data analysis (DEA) to examine and determine the relative efficiency of the eleven police departments in Kerman city. With respect to various inputs and outputs of police departments and taking into consideration the relative low number of available departments to be examined, some of the inputs and outputs are chosen and utilized based on priority. Experts referred to were selected according to accessed sampling which included 8 active commanders or those who expect to be retired shortly, and 4 experts and shift superintendents working for commandership and control centers for years.Findings: Police departments No.12 and 21 considered the most efficient departments among all. In conclusion, the above-mentioned technique is recommended to be used as a part of Police Information System software, after its completion.

Abstract: 

Background and Objective: Due to the necessity of creating healthy competition, enhancing dynamism and scientific esprit, identifying superior talents, expanding and reinforcing training and research incentive among students, promoting spiritual conditions, encouraging them to be loyal toward human elevated principles and values, and encouraging them to perform cultural and social activities; selecting superior police cadets in IRI Police University (IRIPU), as the sole police training centre, is of high importance. So far, we have witnessed approval of guidelines and various methods for selecting superior police cadets in IRI Police University. However, due to the rather distinct nature of selecting supreme police cadet, there have been some questions unanswered for those involved in the process.Materials and Methods: The method used in the research for selecting supreme police cadet, is introducing a model for selecting supreme police cadet through Analytical Hierarchy Process (AHP). In line with this, four major priorities notified by the esteemed police commander to IRIPU in training police cadets including religious training, discipline, physical fitness and training have been the basis for selecting supreme police cadets. Determining their indices, the three graduate police cadets ranking the first, middle and last are prioritized, once more, based on their average scores and the determined criteria.Results: The achieved results, led to a completely different prioritization among police cadets, and indicated that although taking into consideration all the criteria for selecting superior police cadet are of importance, the university existing criteria for this purpose are not in line with its priorities.

Abstract: 

Background and objective: The present research deals with the role of traffic police social interactions in obeying traffic regulations by drivers in line with police's community-oriented major plans and the impact of the public interaction in obeying traffic police regulations. The present research has benefited from sociological and psychological theories, and is based on the principle that the more interaction between police and drivers, the more interaction between drivers and police, the more traffic regulations are obeyed.Materials and Methods: The research is of applied type and the method used in it is survey. The research theories are also developed and formulated in the light of theoretical and experimental principles including five theories: social interactions, communicating with the public, force tool, considering the public’s desires, and using reward and punishment system. Data was gathered from 50 traffic police staff selected through cluster random sampling in Shahrak-e-Azmayesh (Driving Test Complex), and 250 drivers were selected through simple random sampling in five zones in north, south, east, south and central part of Tehran.Findings: The findings indicate that the more social interaction police have, the more loyal the public toward traffic regulations are. In other words, there is direct relationship between not using aggressive attitude toward the public and people's obeying traffic regulations. Moreover, persuasion and punishment system among traffic police staff can enhance level of their proper interaction with the public.

Abstract: 

Background and objective: While enjoying proper physical educational facilities and benefiting from specialist professors and spending a fortune, IRI Police University (IRIPU) makes efforts to train specialist and committed police forces. However, in case students feel sleepy, all the efforts and budget is wasted. The present research aims at examining the issue and offering scientific and experimental solutions to prevent sleepiness in class.Materials and Methods: Seven theories were developed through examining scientific theories. The data of this survey was gathered through three self-made questionnaires for three sample respondents including 352 police cadets of IRIPU, 206 instructors and 69 Field Training Officers (FTOs).Findings: Students have said that in some classes they feel sleepy (50%), 28% have said they feel so sleepy, while 22% have said that they feel a little sleepy. However, 14.5% of the instructors believe that students are so sleepy in class.Conclusion and Recommendations: While considering theories in this regard, it came out that warm, dim, and quiet classes contribute to the students’ sleepiness. In case students get involved in the teaching learning process, they don' t feel sleepy. Theoretical classes cause more sleepiness compared with practical classes. In general, six out of seven theories were confirmed, and the impact of esprit level was rejected by all the three groups. Among the recommendations of the research for reducing sleepiness level is using rapturous color to paint the classes, increasing students' sleeping time, reducing students' physical activities before classes, using interactive teaching methods, and holding both theoretical and practical classes everyday.

Abstract: 

Background and objective: One of the widespread crimes, which severely endanger public security, and damages public security, people's mental relaxation and mental health, is home burglary. The essentiality and importance of establishing order and security requires police personnel to, first, prevent crime and then arrest the burglars. Police success depends on various factors whose recognition can strongly affect the achieving a proper result. The present research has dealt with some factors which were more paid attention to in various researches, and in home burglary detection: cognition level about burglars' burglary scene management by detectives, recognition of jurisdiction mission’s characteristics and having access to databanks by detectives.Materials and Methods: The present research was conducted among 60 personnel of Tehran Investigation Police through in 2008.The research, in terms of objective is applied and in terms of type and method is descriptive- analytical. Self-made questionnaire was used for collecting data. (α=0.79) Findings: Knowing about burglars' techniques, managing burglary scene by detectives, recognition of jurisdiction mission’s characteristics, and having access to databank by detectives have been effective and contributed to home burglary detection.

Abstract: 

Background and Objective: Discipline is the esprit, basis and foundation of obedience, optimal work, behaviorist capability and visible sign of respect observed based on sustainable agreements between organization and personnel. The agreements may have either generated from requests and desires of the contract parties or in the light of regulations, habits and customs after discussion about them or even without any discussion which can be either written or oral. Anyway, the agreements require some sort of discipline. Discipline in armed forces of every country, including police, is always considered to be one of the concerns of high level commanders and managers.Materials and Methods: The present research reviews and measures the impact of organizational culture on institutionalization of discipline among IRI Police University (IRIPU) cadets.The data was gathered through a questionnaire from 352 senior boy and girl police cadets at associate diploma or bachelor degree levels in IRIPU, and 81 Field Training Officers (FTOs) ranging from detachment to brigade level in 2008. In addition, 19 experts working for IRI police training centers and 24 training experts working for Imam Ali University were evaluated through interview. The developed questionnaires, while measuring the impact of the above-mentioned factors, dealt with the status of discipline in IRIPU. The achieved data is analyzed through one-tailed and two-tailed t Test and variance.Findings: The achieved results indicate that organizational culture is so effective from cadets and commanders' viewpoints in institutionalizing discipline among students. Supreme leader's view and views of scholars such as Robins, Shine, Weiner, Stanley Davis, Schulz, Queen and McCrery are used to crosscheck the research findings. Finally, some recommendations are introduced to bring them to practice.

Abstract: 

The present research aims at surveying the existing status, determining the desirable status for establishment of scientific interaction of Police Staff and Command College of IRI Police University (IRIPU) with scientific and research centers and determining the process for the required interaction. The philosophy behind this interaction is offering optimal solutions to promote and improve interactive scientific and research activities of Police Staff and Command College and IRIPU. This applied was conducted through descriptive-survey method. Throughout the research, effort has been made to offer various styles for collaboration and communication; and scientific interaction, especially among organizations and evaluating the existing circumstances in Police Staff and Command College through distributing questionnaire and using expertise comments of training and research divisions' experts and managers in Police Staff and Command College, IRIPU and IRI Police. Therefore, various scientific interactive ways with universities, and research and evaluation scientific centers, and optimal solutions to promote and improve scientific interaction of Police Staff and Command College with scientific and research centers in the determined areas can be introduced. The pivotal approach introduced in this research suggests establishing desirable atmosphere through proper culture-making to promote level of interaction, especially in scientific, educational and research issues, and using various managerial theories and interactive mechanism to move toward organizational and individual growth and elevation. In this way Police Staff and Command College of IRIPU can be guided toward remaining as a learner organization.
