Abstract: 

طی سال های اخیر، پیاده سازی سیستم های اطلاعاتی یکپارچه در سازمان های دولتی ایران، افزایش چشمگیری داشته است. این مهم در سازمان های مادر و چندشعبه ای نمود بارزتری دارد. با توجه به اینکه هزینه، مدت و کیفیت پیاده سازی این سیستم ها، تاثیرات شگرفی بر اثربخشی و مدیریت سازمان های دولتی دارد، شناسایی، طبقه بندی و تحلیل عوامل و شاخص های اثرگذار بر استفاده کارآمد از این سیستم ها، اهمیت بیشتری یافته است. در این تحقیق، پنج عامل موثر شامل اثرگذاری کارکنان دولت، اثرگذاری سیستم و شاخص های فنی و زیرساخت فناوری اطلاعات، شاخص های کارکردی و فرایندهای سازمان های دولتی، شاخص های مدیریتی و حاکمیتی دستگاه های دولتی، اثرگذاری قوانین و الزامات ساختار دولتی و در نهایت، استفاده کارآمد دستگاه های دولتی از سیستم های اطلاعاتی یکپارچه، توسط پرسشنامه سنجیده شد، سپس با استفاده از الگوریتم طبقه بندی، تفکیک شاخص های اثرگذار صورت پذیرفت و در نهایت نتایج داده کاوی، اعتبارسنجی و تحلیل شدند. نتیجه نهایی نشان دهنده اثرگذاری فراوان عامل میزان تعهد و اشتیاق کارکنان و سطوح مدیریتی دستگاه دولتی و پس از آن، زیرساخت های فنی و فرایندی بر استفاده کارآمد از سیستم های اطلاعاتی یکپارچه است.

Abstract: 

The profound effect of Mgovernment on the future of businesses and communities has been proven in numerous studies. The aim of the present study is provide a model for user requirements and validate the proposed model is based on a literature review of research. The findings suggest that effective and efficient transactions including time, security, privacy, reliability and cost of the most important and necessary to achieve the government's successful mobile services. Followed by quality of service, including warranty or guarantee, accountability and reliability; interaction between government and citizens, including content, accuracy and transparency in financial transactions, interoperability of different levels, and citizen perceived value including perceived usefulness and perceived ease of use of services; and finally agency (functionalism) including accessibility, efficacy, and user interface of mobile app are mobile government user’s requirements in Iran.

Abstract: 

With the changes that globalization created in political, economic, cultural and social areas, undoubtedly it influences the public administration in any country. The aim of this study is to examine the effects of globalization on public administration in Iran from the viewpoints of public administration experts. In terms of purpose, this study is an applied research; in terms of approach, a deductive study; in terms of time horizon, a cross-sectional survey. A survey is administered to 92 academic members in public administration in Tehran universities. According to Morgan’s Table, 75 experts selected and questionnaires were distributed among them. Findings indicate that, cultural/Technical dimensions of globalization has been accomplished, but its economic and political/social dimensions has not been fulfilled yet in Iran. Meanwhile, the result is indicative of dominance of tradition public administration paradigm in Iran. Finally, the political/social and cultural/technical dimensions have changed the theoretical basis and administrative stakeholders of public administration and economic dimension has an effect on accountability and administrative discretion, and the rest of the public administration components has not affected yet.

Abstract: 

The puppose of this research is identification of the impact of Organizational Culture Factors and Organizational Structure Factors on Whistle-Blowing. We used mixed method. At first stage, we used qualitative method; so, we used Delphi Technic and finally, by reaching consensus comments, we found 21 items with 0/441 Coefficient of agreement. Then, in the second stage, we use quantitative approach; in this way, based on finding in Delphi Technic, we produced a questionaire and appraised validity of that by CVI and CVR measures. They were confirmed. Thereupon, for appraising reliability, we used Cronbach's alpha. This amount was 0/802. Therefore, we distributed the questionaire in target population, 274 number of them were completed by nurses and doctors and administrative personnel in Alzahra Hospital in Isfahan. Finally, we used Structural Equation Modeling for desinging model. Finding showed overall fitness of model is good and the impact of both factors: structural factor and cultural factor are meaningfull.

Abstract: 

In recent years, the implementation of integrated information systems in the Iranian public sector has significantly increased. This is of more importance in holdings and multi-branch organizations. Considering the fact that the cost, time-span and quality of implementation of these systems, has a dramatic impact on public sector effectiveness, therefore, identification and classification of factors and indicators of efficient utilization of systems will be of significance. In this research, five factors namely, public sector employee’s impact, infrastructure, technical, and system impact, functional and process-oriented impact, managerial and governance impact, legislative and structural impact, and finally, the overall impact of mentioned five factors on efficient utilization of integrated information systems were assessed using a questionnaire. Then, using the classification algorithms, categories of indicators were differentiated. Afterwards, results were validated. Finally, the results illustrated that the commitment and enthusiasm of public sector employees as well as technical infrastructure and processes are the most influential factors on the efficient utilization of integrated information systems.

Abstract: 

E-Governance is related to the use of approprairte technology for increasing public relation that promotes democratic declaration of oponion and human independence, supporting of economical development & delivering services failry & efficiently. In order to achieve the aim in the IT age, public institutions constrained to have digital portals. These portals should be privacy respected, devilver information & service user friendly and providing some capabilities for citizens’ participation. Minsity websites are portals that citizens have most realtion with them. In this paper, we studied 18 portals of Iranian ministry in order to explore the level of maturity of e-govrence in each of them. For these aim, the study used United Nations check list. The results of mean scores show that the portals are in less mature level and need more attentions. At the end some recommendations are provided, in order to improve the quality and quantity of the portals.

Abstract: 

Education system and all the employees are responsible to educate all the students who will have social responsibilities in the society in future. Education (system) is one the mail sources to develop social and business aspects. This organ needs to have strong leaders to be competitive advantage. this study, as a matter of goal or purpose, is an applied research and the way of collecting the data is descriptive and in the form of correlation; and clearly based on the structural equation model (SEM).in this research, firstly the theoretical model and the theories between the variables were developed and for surveying the research theories the structural equation was used. The employees of department of Education in Zanjan province are the statistical population (198 persons). Therefore, for this research, 139 persons are picked based on the Morgan table using random sampling. A questionnaire was used to collect the data and using LISREL18 software was analyzed. Researches show that authentic leadership with (0.370) depth, and trust on psychological capital with (0.440) depth has positive and expressive effects. Likewise, authentic leadership on psychological contract breach with (-0.350) depth, trust on psychological contract breach with (-0.420) depth, psychological contract breach on psychological capital with (-0.330), and authentic leadership on psychological capital with (-0.60) depth have negative effects.

Abstract: 

Improving individual performance is one of the most influential requirements of sustainable productivity and Competitiveness of organizations. This research is investigate the influence of spiritual intelligence on the individual performance in accordance with creativity, innovation and mental health as mediators. The research method used is Quantitative, applied and descriptive. The population of interest consist of researchers of a strategic research center among which 150 persons have been selected through Random sampling. A combined and standard questionnaire is used as data collection tool. Structural Equation Modeling with partial least squares method through Warp PLS software has been used data analyzing. According to research findings spiritual intelligence has significant influence on Innovation, creativity and performance. In addition, among studied mediating variable only creativity had significant influence on individual performance. Accordingly, enhancing spiritual intelligence may lead to improving the studied antecedents of individual performance.
