This paper is based on a research to evaluate the Iranian Intellectual Property System (TIPS) and its role in technology development at national level. First, the major functions of IIPS and its transactions with the Iranian National Innovation System (NIS) are examined. Then, IIPS is benchmarked against the IP systems in Japan, South Korea and China. Finally, a set of policy recommendations is suggested for the effectively improvement of IIPS and national Technology Policymaking in Iran.

Along with formation of incubators and science and technology parks, by direct support of ministry of Science, Research and Technology, ministry of Industries and Mines, ministry of Industrial Development and Renovation, Governors and etc., decided to develop the incubators; this resulted in establishment of more than 40 incubators, with technical fields of activity, in Iran. One of the outstanding subjects regarding these incubators, with more than five years of activity, is that there has not yet been any studies and researches on incubators performance measurement, therefore this makes the judgment on effectiveness of performances quite complicated and difficult. In this paper, we have tried to provide a method which is adaptable with the features of these incubators for management and evaluation of them.The model used in this article is the "Balanced Scorecard" (BSC). By considering and focusing on different aspects of this model which are: "Finance", "Tenants(customers)", "Processes for service delivering in incubators" and "Growth and Development", first the effective indices for performance measurement were specified, then by means of TOPSIS method, a method for incubators -as non-profit governmental organizations measurement was introduced.

In the present information age, methodologies that help structure, combine and interpret information are getting more and more importance as decision support tools. Techniques like Technology Forecasting, Technology Assessment and Technology Foresight are used in order to generate knowledge about current technological developments and derive possible future trajectories. The present report regards these three techniques within the perspective of Strategic Intelligence, which focuses on their role as instruments supporting decision-making processes. The general introduction on the field of Strategic Intelligence in chapter one reveals the general role of Strategic Intelligence in technology-related decision-making processes. Then summarize the main contents of the three individual reports on Technology Forecast, Technology Assessment and Technology Foresight. By focusing on the decision-maker, each report provides an overview of the characteristics and current state of the art, shows their main strengths, and identifies overlaps and synergies. Finally, presents a concluding critique of Strategic Intelligence and reveals how these three techniques could be used for obtaining a complete picture of possible technological developments.

A Prospective business owner as well as those already in business needs to develop a written plan.Written plans provide a management tool for determining specific strengths and weakness of an idea, documenting reasonable objectives and identifying resources to attain them. A written plan will also provide the basis for developing a more detailed business operating plan. Even though the risk of going into business cannot be eliminated, a good plan will help reduce the risk.

According to patent laws, an invention to be granted as patent needs various factors such as novelty, non obviousness and industrial applicability. Meanwhile, in nanotechnology we have faced with very small dimensions. Although dimensions so decreasing in Nanotechnology, it dose not mean that new invention will be occurred by falling the scales. Since Nanotechnology is a novel filed of science and technology, its Patent granting process there are some new problems. In this paper discussed about patents and ways of avoiding its difficulties in nanotechnology.
