The information-based society is being shaped and developed in all countries with different proportions. In several literatures electronic cities, virtual organizzations and electronic citizens are common and understandable terms for people. Security beside development, to phenomenons of the third millennium, have always been among the people’s concerns. By cooperating with security agencies, engineers and IT experts are introducing new ideas and devices in the realm of hardwares and software's day after day for security purposes. Among these devices Biometrics is known as the best one and it is called the safety technology for the next century.With the development of IT applications like E-commerce their relevant issues like: credit cards, digital money and signature and wiring money demand special security systems. Among the existing tools and technologies in Biometric family, some are directly used by citizens and the C.I.D Police can have access to them in order to provide more security. In this article, the biometrics characteristics and their applications in security systems as well as a practical software and hardware project relating to fingerprinting are discussed.

With the increasing trend of crime rate and limitations of formal criminal justice system in controlling crime, development of new scientific strategies for enhancing effectiveness of criminal justice programs and policies has been unavoidable. The main question which should be addressed by the criminal justice management is that what is the role of scientific findings and knowledge management in shaping and leading of criminal justice interventions?Reaching to an effective and efficient criminal justice system requires deep and comprehensive understanding of criminal justice challenges; basic knowledge about theoretical and philosophical aspects of criminal justice in the cultural and social content of Iran, enhancing skills of the criminal justice practitioners and authorities in planning indigenized model of criminal justice interventions; and also producing knowledge and information for evaluating results and process of criminal justice interventions. Poor planning and faulty problem analysis are the primary reasons that stop many criminal justice intervention fail to live up to their promise.

From the traditional approach perspective of criminal psychology, serial killers have always been illustrated as abnormal people who have uniquely psychological features which decreased them down to the cannibal monsters of the society. Similarly, the waning of serial killers’ status was affected by misconceptions- inspired from the approaches of traditional criminal psychology- which found their ways to the public believes. In this article, the authors try to inspect the image depicted serial killers through pondering on their evidences and psychological features and characteristics related to their personalities. Serial killers’ feeling of innocence under the excuse of deterioration cleansing in society, defining their victims as leeches of society and in fact, justifying their committed crimes, their erudition in procuring the victims’ trust by establishing social transactions, having no sympathy with their victims whose members they cut and eat in such a way that feeling of compassion reaches the lowest level, all are the characteristics which at first, seem to be the reflection of disorders related to their personalities of psychotic killer. Manifestations of such characteristics can be seen more or less in others who committed no crime in all their lives and this issue casts grave doubt on traditional way of thinking about serial killer.

In implementing penal justice within a civic society, it is necessary to safeguard and protect citizens’ rights because implementation of penal justice is itself aimed to protect citizens’ rights and take preventive actions against those having antisocial or criminal behaviors. Explaining the citizens’ rights and its place in Iran’s criminal policy should be discussed and investigated with facts and evidences. Considering the above, this article tries to explain the place of citizens’ rights in Iran’s criminal policy.

Today, simplified travel across the world caused criminals to flee to other count tries after committing a crime in order to escape from punishment. Since the sovereignty of the governments are limited to their own territory, positive mutual collaboration among countries, particularly neighboring countries, could affect the compliance with countries’ requests in the global system and the establishment of a Equitable Penalty System. As a result of this cooperation, criminals couldn’t sense safe and security in the world.This article under title “Interpol Performance Review on Extradition & Its Improvement Solutions” is a descriptive study and efforts to survey Interpol performance on extradition and its effective factors. The central issues of this paper are to determine problems and barriers to criminals’ extradition, provide solutions, and develop extradition.According to the research bases on Interpol performance about criminals’ extradition some indexes and characteristics were determined, and research hypotheses (5 hypotheses) have been put forward concerning the effective factors. To gather data, a questionnaire was set, including: 1111 closed questions and one open question, also, a data collecting form which derived from some extradition cases in IP Tehran was applied. A statistical universe sample (consists of 60 experts) completed the forms. Data analysis which accomplished through statistical software SPSS & MINITAB showed that there is a connection between determined indexes and criminals’ extradition from other countries. To carry out a survey into hypotheses One Sample T-Test, Sign Test, and Friedman ANOVA were applied. Statistical analysis and tests confirmed all of five hypotheses and showed a meaningful relationship between mentioned factors and the success of criminals’ extradition.

Although there are several differences between the human hair and fibers, they are both examined due to their similar appearance and their common usage. Hairs have proteins in their structure whereas fibers can have cellular or other kinds of structures like polymers as well. In addition, when hairs begin their periodical Anagen and Telogen growth, they posses special microscopically properties. Hair and fiber evidences are not the only indicators of tussle between suspect and victim, however they have paramount importance in reconstructing the crime scene and proving fight and locating it. This article focuses on the examination of hairs and fibers in forensic analysis and its recent advancements.

Criminal Intelligence is a combination of data regarding all types of crimes, detected criminals and criminal syndicates and prime suspects which is gathered, combined, analyzed and reported. Criminal Intelligence is more useful and applicable when dealing with organized crimes and it can be obtained using surveillance, informants, interrogation and developed research within the city by police forces. The main goal of this work is an introduction to criminal intelligence and suggestions for its development in the future. In this article, the concepts, processes, criminal products, resources, criminal examinations and the ways of linking the above issues to information technology have been discussed.
