Background: Today, the Rightsizing the structure of the government and the administrative system is one of the most controversial issues related to the administration of state affairs. The administrative system plays an essential role in the development of any society such that It is impossible to achieve development without an appropriate administrative system Purpose: The main purpose of this research is the challenges and procedures for Rightsizing the structure of the government in implementing the program of reforming the administrative system. Method: This study in terms of collecting the data is a descriptive-survey research, and in terms of purposes is an applied research. The statistical population of the research has been scientific and executive experts in the academic environment and government agencies. Researcher-made questionnaires were used to collect data and the data analysis was performed using SPSS and Excel software. findings In this research, by review the literature of research and interviewing experts, 66 indicators were identified and extracted. After judgment of the experts, 29 factors were confirmed by the use of the Fuzzy Delphi test and were organized in 5 main indicators. The results of the research indicated that based on independent t-test, the status quo of the organization form structure is not suitable and has a significant difference with a favorable situation. Conclusion Regarding the identified challenges, managers' attempts to Rightsizing eliminate them can be a major step in adjusting the structure of the government. Finally, according to the findings of the research, suggestions were made to improve the government form structure for government executives.

Background: One of the most issues today most of countries, such as Iran, facing them is unsuccessful implementation of public policies. Although different acts are conducted to implement these policies, but also there aren’ t desirable outputs and outcomes. Objective: This paper is prepared in order to determine the dimensions of the implementation of Air Pollution Control Policies in Iran. Methods: In order to explore these dimensions, initially by deep studying of theoretic literature and famous models of policy implementation, indicators and components were determined and then, because of exploratory nature of research questions, after interviewing with experts and 2 independent study, other indicators and components were exploited by means of “ thematic analysis” method. Finding: Data analysis in coding process was resulted in appearance of 85 base themes, 19 organizer themes and 6 inclusive themes. Conclusion: The dimensions of implementation of air pollution control policies in Iran includes: “ policy making” , “ Planning and resources mobility” , “ management and implementation network” , “ supervision and evaluating” “ Stakeholders and target groups” , and “ context” .

Background: auditing in public sector is a part of the process of control and accountability. That’ s why, auditing in public sector organizations and studying its effectiveness are essential. Objective: The objective of this research is investigating the usefulness and effectiveness of conducting independent auditing in public sector organizations. Method: The municipalities of Fars province were selected as representatives of the public sector organizations and the statistical population of the study. Data was gathered from 102 municipalities of Fars province using a 44-item questionnaire. “ one-sample t-test” and “ median test” , were used for statistical analyses. Findings: The results of the data analyses of subsidiary hypotheses indicated that conducting independent auditing in municipalities is effective in identifying and deterring of noncompliance with law, regulation and internal circular. Also, conducting independent auditing partly assures probable error and fraud detection and correction and improves internal controls. However, conducting independent auditing in municipalities does not result in accurate and complete assessing and also relevance of estimates. Furthermore, economic, efficiency and program audits are not conducted effectively. The results of main hypotheses also reveal that conducting financial auditing is relatively effective, but conduct of performance auditing is not effective. Conclusion: According to the findings, public sector organizations managers should pay more attention of the audit.

Background: The purpose of this research is to provide an effective knowledge management model with an IT approach with a scenario script in a military organization. Methods: The research method of this study is based on objective, applied and survey type descriptive information collection method. A questionnaire was used to collect information. Initial data were collected from the experts in the field of knowledge management using semi-open and Delphi interviews and analyzed using MicMac software. Findings: Finally, the results of using the cross-impact analysis method indicated that six key factors among the six identified factors in the interview phase had the greatest impact on the future of the knowledge-based military organization These factors were used as the underlying factors in scenario. Initially, three scenarios were presented. The first scenario was related to the goal scenario, the second scenario for knowledge and the third scenario of human resources. The first scenario was the best with optimal planning. Subsequently, each of the key components was ranked. Conclusion: The results of the research revealed six main factors of planning, specialized knowledge, strategy determination, up-to-date information, and team work and experts as components of the effective knowledge management model with a strategic approach in the military organization.

Background: While many universities in different countries strive to attract international students, only certain universities in the field are successful. Iranian universities have not had much success in this field, despite the emphasis on foreign students' programs in the Islamic Republic of Iran. Objective: To develop a suitable policy model to attract international students in Iran so that state and non-state policymakers and policy makers can benefit from higher education. Methods: In light of these considerations, this article examines the effects of government structure, brand and academic status on the attraction of international students. For this purpose, referring to the statistics and information of 23 countries that are more or less in the geographical area of the Islamic Republic of Iran, which have some features in common with our country and rank their universities (of course in terms of country statistics) and Using the partial least squares method, a generalized model of recruitment factors for international students is designed. Findings: Findings indicate that universities in countries with specific brand structure have a greater chance of attracting international students. Of course, the impact of those universities on education and research cannot be taken into account. Conclusion: The model obtained from the research findings indicates that the effect of government structure and national brand along with the ability of universities to attract foreign students is confirmed.

Objective: The purpose of this study was to examine and analyze the factors affecting the policy implementation policy in the judiciary Methods: Based on the literature on the implementation and policy implementation in the judiciary, the factors influencing the implementation of the policy based on the Nakamura and Smallwood approach, the research model was determined. To collect data, interviews were conducted with 28 experts working in the field of Policy, implementing and Evaluation judiciary policies. Sampling was done purposefully and data analysis was performed using qualitative approaches and interpretive analysis method for data analysis. Results: According to the results, all editors, administrators and evaluators are effective in implementing policies, and administrators have the most important role, and there is a deep and interdependent relationship between administrators and policy makers in the judiciary, the factors involved in this relationship are clearly Goals, the nature of the tasks, and the amount of control that they apply to each other.

Aim: The purpose of this paper is to provide a comprehensive framework for evaluation And audit of the research system, while also providing effective, coherent and responsive processes to achieve goals. Has been strict, which can continuously improve the existing conditions. Method: This study has been carried out with a conceptual approach that extracts the indicators related to the evaluation from the research system and is presented in the form of a series of studies carried out. Results: The results of the study of theoretical vacuum in the field of evaluation of the research system in native manner have been considered and trying to improve the quality of evaluation of the research system in the university, followed by a desirable response to the environment that leads to a significant survival of the university in its environment.
