One of the problem in urban planning and Management in west Azarbaijan province is rapid Growth of urbanization and population and informal settlement in the recent 30 years.4milion will increase before 1405 and it means more problems at province Government.The purpose of this research is prediction of expand of informal settlement in 1405 and to show the strategies of urban management.The part of problems at informal settlement is: The lack of housing places; Environment pollution; Decrease of feeling security and Growth of unemployment and social problems.So it is necessary to strategic planning for urban development.

This research is about the study and pathology of the Islamic city council and municipality’s relations. The purpose is recognition of current inconveniences of The Islamic city council and municipality’s relations and causal studying and analyzing of these inconveniences At the end, managerial strategies for decreasing of these inconvenience for the purpose of promotion of proficiency level of councils and municipality is presented. The main approach of this research is realization of the idea of united management of city and authority restriction of state.

In this research, primarily, the concept and process of Risk Management is represented, then evaluation of semi_quantitive of earthquake dangers are determined by methodology of Risk Management.Findings of this case study (Tehran, 13th municipality) are revealed in frame of Radar Model. In conclusion, the circumstances of Risk Management danger is also brought out.

The aims of this research were studying landscape and environment beautification plans in urban parks for citizens, studying existing abnormalities and irregularities in parks, resulted from non appropriate design of park spaces, providing appropriate conditions in Park 8 Shahrivar for users, providing suitable criteria to qualitatively improve Semnan parks. Statistic society of this research, based on census of 2006, is included all citizens of Semnan amounted to 126780 persons and the studied sample is 170 persons of this society.This research has 2 hypotheses in mind: the hypothesis 1” landscape and environment beautification plans in urban parks can attract and increase users’ numbers” confirmed by calculating percent abundance and Pierson test calculation and considerable different between questions.Hypothesis 2 “access to beautiful and green environment can increase citizens’ life qualitatively and increase the society output” confirmed by calculating percentage abundance and Pierson test calculation and considerable different between questions.

local associations are social groups in micro level that are formed for reach to common goals based to voluntary cooperation of urban given confine residents. These associations are voluntary associations that have preformed pivotal role in politic, economic, cultural and social fields.Development based of local associations is process that lead to formation and organization of local communities, in order to reach to some goals like social welfare problem solving and reduction of social pathos.Some of the concerns of urban management consist of chanauges like urban pathos and social disorder and lack of social health.Local associations with natural functions can perform great role in reduction and prevention of social pathos.Successful experiment of Tehran municipality in beneficiary with potency of local associations has showed these associations can affect social pathos reduction and prevention in sector and formal and public institutions particular urban management should use these potent ions and support these associations for development and improvement of local associations.

Introduction and Objectives: The purpose of this research is to determine the level of organizational intelligence (O.I) of Urban Management students of the IAU, Tehran; s Science & Research.Material and methods: This is an Applicable research by and Descriptive (correlation) by performance. Data is collected by Field & Librarian methods. Instrument of data collection consists of Index, questionnaire forms (28factors) and Interview card if it is needed. After identification of research environment, according to the amounts of students (139people), Available Sampling Method was used.Results: Findings reveals these factors of (O.I); ” strategic perspective,, common destiny, application of knowledge, pressure of performance& morale” as the significant o contrary, ”unity and aggrement, tendency to change” are in disappointed level.

One of the most important things in overextended technological society which it is accompanied with technological revolution and informative variable world is e_Government. In fact, a kind of government in which Internet web because information to people and other governmental organizations is NOT deniable, Therefore, it makes capable all citizens, financial institutes, other governmental organizations and employees to access to Information and services via a local website.The principles of e-Government government and citizaens, financial expertises, governmental organizations and employees. However, e-Government in Iran demands e significant role in this goal.This research studies e_Government and then attepts to its effect on e-city and e-Citizen.
