The purpose of this study was to determine to what extends entrepreneurial support is provided by University of Applied Science among a stratified random sample of agricultural students (n=150) in Kermanshah Province. Results indicated that students preferred university support in the area of marketing, customer retention, and financial support in starting a small venture. Results also revealed that these supports are not provided by university officials. In addition, there was a significant difference between current level of support and optimum level of support provided by university officials. Finally, the proposed model fitted the data with acceptable fit indices. In other words, entrepreneurial support predicted entrepreneurial intention through attitude towards entrepreneurship, subjective norms, and self-efficacy. The result of this study has implication for university entrepreneurship centers. For example, developing creative ideas to university incubators, inviting successful entrepreneurs to the classroom, encouraging local investors, inviting successful entrepreneurs and local investors to classrooms, visiting successful entrepreneurship ventures, and training postlaunch phase of entrepreneurship is recommended.

Due to intense competition among of governmental services for increasing of final cost of production for Khuzestan Economic affairs and Finance (KEAF), this paper has been written. The aim of the research is to analysis the obstacles to achievement Work Processes defects in according of implementing of Total Quality Management methodology according to Process Design, Management and Processes Improvement, Public Communion and Customer Focus as four aspects of TQM, with using of KEAF typical pattern and strategies for acquiring competitive advantages based on Work Processes model (WPM), supported by ISO9001: 2000 as a TQ System. There is an appropriate opportunity to evaluating organization functional indexes as one of the greatest advantages of TQM implementing of objectives and evaluating of cause effect relations between different aspects of TQM in KEAF. The hypothesis of the two models (Total Quality Management and Work Processes) was proposed and the relevant components were compared. A questionnaire was developed to evaluate the implementation of TQM based on WPM that includes eight variables of two models. Statistical population of study is 73 senior staff of KEAF. Descriptive statistics (include of frequencies, means and deviations), Correlations analysis, t-test with two pared samples and one way analysis of variance are used for hypothesis testing. The results show a significant relation between two models.

One of the possible ways for cooperation between government, university and industry that seriously persuaded and used is establishment of science and technology parks and incubators. Likewise, in Iran, ministries and respective organizations have started widespread activities for accession of universities and academicians in this trilateral cooperation through development of science and technology parks and incubators.In this article, the importance of structure and activities of science and technology parks and incubators is reviewed. Then, their roles in transferring universities and institutes’ research findings to society’s manufacturing and services sectors for promoting university position in research contracts, increasing the spirit of objectivity and considering society’s needs are discussed.

Today, the rapid increase in the cost of higher education and its quality and reduced public support for universities and higher educational institutions around the world on the one hand and rapid technological advances and the needs of economic systems for scientific knowledge, on the other hand, academic system is converted into knowledge industry. Increased productivity at universities is dependent upon the amount of research and development done which in terms of theoretical principles is called institutional research. In recent decades, the most important Iran’s economic problem has been low investment in the creation of knowledge and promotion of productivity. It is desirable for Iran’s universities to become knowledge based. So IR is the most suitable approach to achieve this goal.While the unit of Institutional Research of the world's most prestigious universities is created to strengthen university-industry collaboration,, it has been neglected in Iran’s universities. This research attempts to explain the concept of IR and identify the methods which can be implemented through the study of theoretical principles and Delphi technique.

For years Iranian thinkers and managers try to improve the relation between universities and industries to use the scientific results of academics centers in national technology development. Some years ago after changing the name “Culture and advanced education ministry” to “ministry of Science, research and Technology” the ministry tried to have important roles on national technology and knowledge based development. Though much trying, there is needed to essential planning and organizing works to lead the ministry to have beneficial output for the goals of technology development which is in constitution. To reach to the goals which coming in the constitution it is needed some rectification and modification in organization structure, rules and process of execution. In other hand there are some science and technology organizations parallel to each other with more budget and low responsibility in the government. So grinding and dispersion of research possibilities is one of the barriers to technology development in Iran. This paper notices to the Change of academic regulation and systems as a necessity for improvement of industries relation and national technology development for country. Improvement of technological universities instruction systems is one of the other items emphasized in this paper for national technology development.

Nowadays, R&D is the one of the most important pillars of corporations.Oil industry is the Iran's largest industry an as a corporation no except of this rule.But various structures and different approaches exist for the position of R& D in corporations' structure.Three major structures have been used more in corporations for research and development, which are: Centralized R& D structure ·Decentralized R& D structure ·Hybrid R& D structure In this paper first, the stages of idea to market process will be described. Then the types of R&D structures in corporations will define and then their position in the Iran's oil industry investigated. Next according to the stages of idea to market process, duties and nature of activities in centralized and decentralized R&D sections in hybrid R& D structures will discuss. Finally some policies and recommendation for the improving the R& D in the Iran's oil industry is presented.

Achieving knowledge-based development is one of the long-term objectives which are pursued by 1404 Vision Document and National Development Plans of Government in Iran. This objective needs developing government–university–industry relationships and national (global) innovation system based on Triple Helix model.There have not been much effective government–university–industry interactions in our country so far. Fostering entrepreneurial culture is one of the essential elements in developing government–university–industry relationships and national innovation system. This article has been prepared as an attempt to introduce the reader to the role of theentrepreneurial culture in developing government–university–industry relationships and national innovation system in line with knowledge - based development.
