INTRODUCTION: Today, the concerns and discussions on environmental and land use changes have been considered seriously. In this situation, the constant land use has been a significant political and analytical issue. Land use is a sample of human effects on environment (Longly and Mesev, 200: 473). One of the reasons for land use change is tourism activity. So, the land use for tourism purposes is considered as a key subject (Ghadami, 2010: 35). Because of land restriction and the competition for it, in most of tourism applications, land uses are considered in local policy makings and world level. (Kytzia & et al., 2011: 130). Today, the increasing demands for tourists, second homes and villas, the improvement of stock market for lands and villas and also the weakness of agricultural lands in production process, rise in income and employment led to allocating agricultural and sterile lands to tourists. This caused depilation of natural resources and changing in agricultural lands to non-productive areas such as villas, residential regions, etc., (Ghadami, 2007: 57). During two last decades, the Northern towns especially Bandar Anzali and the surrounding villages have faced land changes as an increasing and serious issue.

INTRODUCTION: Health is defined as the state of physical, psychological, and social welfare, which include both absence of diseases and the best access to health standard without any religious, political, and socio-economic discrimination. In the Islamic Republic of Iran since 1980’s, there has been a rapid growth in number of programs concerning on rural environment. However, the evidence shows that health level in rural area is quite low. The challenge of rural health promotion is a big obstacle to sustainable rural development. The main purpose of this study was to measure the level of rural areas’ health level and factors effective in that. Understanding the nature and dimensions of health and its effective factors is extremely important for health promotion in rural areas and can play an important role in sustainable development of such areas. The study area is Shaft district villages in Guilan province. Direct observations, interview with local people and questionnaires have been the main tools of data collection. Collected data were analyzed using descriptive and inferential statistics (TOPSIS model & data reduction analysis).

INTRODUCTION: Iran, with a broad geographic diversity, is known as the land of four seasons. This geographical diversity has created a wide diversity of human, social, cultural, ethnic, and living environment. In terms of style and way of life three different communities; including urban, rural, and nomadic; have been lived together in Iran. Desert tourism and visiting attractions of desert areas, such as morphological forms, vegetation's and animals life, sports activities and to visit the other attractions, is a special kind of eco-tourism that is called desert tourism. Understanding desert potentials and capabilities of arid regions are the basic needs for social for social and economic development of the region. Eco tourism development has positives and negatives aspects, like all of kind of tourisms, and has different effects on the environment, economy and culture of the host society.Although the desert areas are high potential in fields such as manufacturing, mining, and tourism, but these areas have the ecological limits and low capacity. Again human interference and unsustainable exploitation of these regions can lead to the opposite conclusions.

INTRODUCTION: One of the initiatives of the Council of law was to define an enforcement official in each village called Dehyar who was set responsible for enforcement and implementation of the decisions made by the Islamic of Councils in villages. Dehyaris2 and evaluation of their performance are examined in three categories: social, economic and environmental-physical. Dehyars and evaluation of their performance in rural development have been among the most important issues in the field of rural management. A decade after Dehyars’ activity, evaluation and analysis of their performance in rural development is of great importance. The main objective of this research were to study and evaluate the performance of Dehyars in different economic, social and physical aspects of rural development and management in the villages of the central district of Birjand County from people’s perspective, and provide appropriate solutions to improve such conditions and also identify the most effective indices in evaluation of their performance. Furthermore, we try to evaluate the amount of improvement in social, economic and physical aspects resulted from Dehyars.

INTRODUCTION: Tourism in rural environments is constantly expanding as a result of urbanization, improved transportation and communication systems, increase in leisure time, etc. Besides, formation and expansion of second homes, is now going to be one of the most important phenomena of the twentieth and present century. The study area enjoying a unique, natural and ecological situation and proximity to Quchan County, hostsmany second home tourists of rural environments. The purpose of this study was to study the different effects of second home tourism development and its comparative analysis from the perspective of owners and residents in Shirindareh Dehestan (Quchan).

INTRODUCTION: Despite the traditional views that believed "information society" requires to pass through the various stages, especially transition from the industrial society, new perspectives argue that the emergence of new opportunities in the field of Information and Communication Technology has offered good options for all countries, especially for the less developed ones, and therefore the twentieth century industrial society quickly has been replaced with the information society of the twenty-first century. However, earlier authors like Toffler, had predicted "The Third Wave" of Technologies and advancing to new civilizations. In this regard, the effects of globalization can be studied in relation to new technologies of information and communication focusing on political, technological and cultural aspects. Today, the impact of ICT in all aspects of life, especially in rural communities at various levels has been fully recognized. This study seeks to investigate the factors affecting this process in rural areas and determine the importance of each of these factors.
