This study investigates the social and cultural impact of construction and development of Mehr aid place in district 13 of Tehran and its role in the lives of homeless people in Tehran. The research method is quantitative and qualitative composition; which in quantitative part, information gathered through the questionnaire from the residents of the surrounding area of aid place and the sample size is 100 people; also in qualitative part, 17 interviews with aid seekers and executive officials is done. According to the results of the study, impacts identified for the construction of Mehr aid place based on the ranking includes; preventing death and disease in the street with an average rank of 13.37, first priority; creating incentives for return to the community with an average rank of 12.15, second priority; absence of nightly street harassments for other citizens with an average rank of 11.94, third priority; reducing suicide attempts with an average rank of 11.04, fourth priority; improving the urban landscape with an average rank of 10.35, fifth priority; increasing life expectancy among the aid seekers with an average rank of 9.64, sixth priority; increasing social participations among aid seekers with an average rank of 9.09 seventh priority; increasing psychological and mental health of aid seekers, with an average rank of 7.96, eighth priority; and creating temporary employment for aid seekers with an average rank of 6.72, ninth priority.
