Experts, as immaterial reserves, always are noteworthy in developed countries and the importance of this issue, leads us to better utilization of these valuable resources as one of the indicators of communities’ development. This research, by extracting and studying the effective factors in knowledge transfer process which is created by Iranian graduates from universities of the developed countries, classified and measured the effectiveness of this factors. For this purpose, considered factors in knowledge transfer process at all levels of knowledge transfer were extracted and categorized by studying the results of previous research. These factors were extracted through literature review and then interviews with relevant experts. The resultant factors were analyzed through 115 completed questionnaires by confirmatory factor analysis method. As a result of this study, factors such as "the ability to understand the results of research and the acceptance of new ideas by the recipient of knowledge", "the need for employment of specialist manpower", "sanctions imposed by international institutions", "mutual respect" and "enactment of incentive laws" are the most important factors that affecting knowledge transfer process.

Today, the importance of vaccines becomes more important: by influencing the society's health system, the country's economy is being affected and regarding the bio-security issues, these become highlighted for defense affairs. Moreover, innovation capability in vaccine production is assumed as engine of biotechnology development which is propounded as one of the new emerging technologies which support countries technological development. This study is based on analysis of scientific documents with subject of innovation and challenges in vaccine production, followed by deep interview with experts, content analysis and multiple Delphi method which completed with statistical analysis to be used as policy recommendations. Not long ago, the most important challenge in this field was assumed as technical or budget issues but due to the changed paradigm of vaccine production, other challenges in commercialization have stepped in. The nine identified current challenges and provided enablers/blockers parameters for vaccine development can be used for policymaking in health issues and realization of goals set in domestic health system. Concentrating on integrated policy-making, enabler laws, and regard to geopolitical issues are some of the most important identified policy issues.

Industrial innovation and development in different stages of the product life cycle require different policy instruments. The weakness and lack of demand-side approaches in decision-making and policies for the development of science and technology indicates importance of the problem. In the first section of the article, by method of Meta Synthesis, were categorized demand-side policy instruments. This categorization was made into four categories: government purchasing, regulation, standardization and support for private sector. In the next section, the paper intends to place the demand-side instruments of the previous phase in stages of the product life cycle in knowledge-based companies. This step was carried out by descriptive-analytical method with sampling in three types of knowledge based companies in Hamedan province. The results of this stage showed that according to the type of knowledge-based company, effective demand-side instruments were different at each stage of the product life cycle. Demand-side policies are one of the most important issues for knowledge-based companies to commercialize products, and these policies need to combine and adapt to supply side policies.

Turbulent environment, increasing competition and diverse and changing needs of customers, highlighted innovation role to promote firms’ competitive advantage. The limitations of knowledge sources and the need to respond quickly to their changes have led them to collaboration. In recent years, researchers have also been studying how and how to collaborate effectively. This paper aims to measure the impact of innovation on knowledge-based companies by typology of types of partnership-based, structured-based collaboration. A questionnaire was distributed among 185 sample companies, and they were asked to specify the types of cooperation. The results show that scientific cooperation is the most important collaboration type in creating innovation and market collaboration has the least effect on creation of product innovation. Of course, in this section, cooperation with the consultant has had a significant effect on the creation of innovation; however, cooperation with customers, competitors and provider has not had a significant effect on the creation of innovation. In the second part, the results also show that upstream collaboration has a significant effect on innovation and downstream collaboration has the least impact on creativity innovation.

Iranian society is faced with the problem of lack of film value. Worth, a film rooted in indigenous culture, it provides a safeguard and strengthen. The problem with widespread foreign films, culture and indigenous identity are vulnerable to challenges. The purpose of this paper is to identify the causes of the lack of streaming video and provide ways to increase the value of Iran. The main question of this study is that because the value of Iran's film industry boom is not enough. To answer this question, the value of film production problems in Iran and is considered an innovation system approach to every problem, a solution is proposed. Then RahKarha problems presented to experts. Analysis of comments using the Delphi method, fuzzy Ishikawa shows that, firstly, the innovation system analysis model for the film industry and other cultural industries. Secondly, the current worth in the field of policymakers, funding and pre-sales, creation, production and distribution, human resources, support services and display and consumption is difficult. Third, the participants more aware of the role of government, financial resources and create FylmNamh are of great importance for business requirements, especially given the boom in this industry do not make contact. Fourth, industry worth of neglect of the role of technical sciences, social and religious prosperity suffering MyBrd industry. It seems boom worth in Iran would look to adopt a system of cooperation and trust with all actors and institutions that in one way or another involved in the process of addressing.

Regarding the cooperation with superior extra organizational resource suppliers required to the development of CoPS, the strategic outsourcing of the CoPS R&D projects is among the solutions to acquire the resources related to the equipment, knowledge, human resource, and finance. Following the literature review and the explorative interviews, in the present paper, using a Fuzzy Delphi method a survey of 35 experts was conducted in Iranian Organization of Aviation Industries. By studying this case, 21 related indices were derived. Given the reciprocal cause and effect among the indices, the DEMATEL technique was employed to demonstrate these relations. The results of the relations were used to prioritize the indices by ANP. The final prioritization urges that the indices “ cost reduction” , “ the organization competence in preserving the results and the IPR of the projects” , and “ the flexibility of the organization for outsourcing” are of the greatest importance respectively.
