The government agility is one of the most important challenges in the Islamic Republic of Iran. Many analysts claim that the only way for government agility is downsizing of government in the form of privatization. However, many experiences indicate that privatization may give power to certain groups instead of directing it to the people. Therefore, it leads to rising powerful and unresponsive groups and oligarchies. Today by using recent information technology developments, methods have made for transferring government duties to the people that give the power to its main owners, which means all the people instead of certain groups. Transparency and crowdsourcing in different fields are samples of people› s maximum participation in governance. This study aims to present new methods for increasing participation and power of people in government and finally optimizing government, this can be achieved by reviewing countries experiences and different samples of transparency, crowdsourcing, and open government.

The purpose of this research is to identify and prioritize the factors affecting the success of information technology projects using a hierarchical analysis technique in the National South Oil Company of Iran. The purpose of this study was applied and descriptive in terms of implementation. The statistical population of this study consists of two categories of employees and experts of National South Oil Company of Iran. Of the 152 staff selected to identify the factors by simple randomization and 10 experts were selected to prioritize the factors as snowballs. In this study, Delphi method, hierarchical analysis technique and SPSS software were used. Based on the Delphi technique, the questionnaire extracted from the article by Antlova et al. (2010) was distributed among experts in two stages. Based on the results of Delphi technique, 21 questions related to 5 factors and 16 sub-factors were identified. Then, hierarchical analysis method was used to rank the factors. Based on the results of information strategy, processes, business strategy, information technology and individuals ranked first to fifth, respectively.

Education and Learning is a right available to children and teenagers to have a good realization at their rights. By education children can go beyond the poverty culture and by acquiring skills could get the spiritual values, have a fortunate life. The purpose of this paper is identifying of this right of children and teenagers in the strategy of international documents and regulations of Iran. The current paper is using description-analytic method as well as digital-library sources. One of the fundamental human rights of policy makers, education and learning of children and teenagers, so that by exercising this right, they can re-enact socially and accept responsibilities, be effective citizens in the development of national and international societies. Educational rights of children and teenagers, in Convention against Discrimination in Education and World Conference on Education for All has been identified. But in the Feasibilities of Education & Supporting Law of Children and Teenagers and Act for the Protection of Children & Teenagers, is guaranteed by incomplete strategies.

The concept of opportunity can be considered as one of the most central and sometimes even the most central issues of entrepreneurship. At the same time, opportunity is one of the most controversial concepts in the entrepreneurship literature, as the assumptions underlying the function of identifying entrepreneurial opportunities and also the nature and characteristics of this phenomenon confront with different approaches and sometimes even paradoxical approaches. In this situation, different approaches and methods for exploiting them in entrepreneurial tasks are also desirable. While referring to the definitions and the central role of the concept of opportunity in the scientific literature of the Entrepreneurship, the present article has attempted to study the viewpoints of prominent researchers of economics and entrepreneurship fields. In the economic supply and demand approach, based on philosophical assumptions and the MeansEnds framework, models of allocation, discovery and creation are the three main patterns in the identification of entrepreneurial opportunities task. Furthermore, Schumpeterian and Kirznerian Opportunities are the two main and distinct perspectives on entrepreneurial opportunities that have developed two main streams of entrepreneurial opportunity studies and research. These two perspectives, in contrast to each other, can be examined from different dimensions of models, approaches, nature and requirements of the phases of entrepreneurial opportunities exploitation and value creation.

The concept of speed in today› s volatile market was formed after concepts such as lean manufacturing, mass production, and flexibility, in fact evolving from previous concepts, which were not responsive. In fact, this concept adds momentum to previous concepts. In todays competitive world, it is no longer the competition of the organization with the organization but the suppliers that compete with each other, merging these two concepts together creates the concept of speed in the supply of resources. This study investigates this issue and the impact of information management variable on optimal rate of resource supply. The present study is applied in terms of purpose and descriptive-correlational. The research instrument was a questionnaire with a reliability of 87%. The population and statistical sample were experts in supply chain, management information system and questionnaire tools were distributed among 25 managers of different departments of LISREL software. 5 Used to conduct route analysis with all validity dimensions. Finally, path analysis was used to examine the simultaneous impact of variables, which revealed that information management had no significant effect on the speed of supply. Pearson correlation test showed a significant and positive correlation between all variables.

The purpose of this study is to provide a framework for segmentation of life insurance customers using data mining techniques. The statistical population of the study consisted of customers of an insurance company in Isfahan, where the required data were collected from contracts of life insurance during the years 2008 to 2018. Data were collected on 353 life insurance policyholders in 14 variables (in terms of individual characteristics and selected insurance conditions). Customers were classified into 4 clusters using K-means clustering algorithm and Matlab software. The analysis of the results of the customer behavior of each cluster provided a basis for naming the clusters as progressives, conservatives, toilers, and vanguards. Also, to facilitate the process of examining the input variables in each cluster, only 7 variables (age, education, occupation, and premium payment, number of beneficiaries of death insurance, death rate increase and regular premium payment) are included in each cluster. In the Chi-square test, there were two significant differences at the 0. 001 level.
