Abstract: 

Science of public administration is classified to four quasi-paradigms based on a conventional Typology and the process of evolution: the spoil system, traditional public administration, new public administration and new public service. Nevertheless scholars in recent decade along with new public service quasi-paradigm, mentioned the other new quasi- paradigm called “citizen governance". In other words, “citizenship governance” is another model of government that reflects the values of quasi- paradigm of new public services. However, the concept of citizenship and citizenship participation in government in the two recent quasi-paradigms took strengths and detailed conceptual coherence, so that brought Definitions and different patterns of participation in last 50 years. It seems that the concept of “citizen participation” took its new concept in “quasi-paradigm new public services” and reached to Conceptual and theoretical maturity in the “quasi-paradigm citizen governance”. In this paper we review and analyze citizen participation in three dimensions. At first we focus on the basics of citizen participation in quasi-paradigms and its rationalities. Second we focus on available Definitions of citizen participation to know these definitions refer to what kind of concept networks. At last we focus on compering participation models, understanding the logic, and determining the criteria for typology of them.

Abstract: 

Identifying and investigating unusual behaviors in academic environments especially in universities are very important because the functions and the special role of these institutes in education, promotion and development of culture are inevitable. This study using 3C model aims to analyze unusual behaviors in university environments. Based on this model, the unusual behaviors are grouped in the three branches of content, co-structure and context behaviors. The fuzzy Delphi technique was used to test the results and to prioritize these behaviors descriptively. The results of this research show the content factors, Context factors and Co-structure factors respectively have the most influence on unusual behavior of academic environment.

Abstract: 

In the knowledge-based economy, intellectual capital is known as a strategic asset for the organization performance. Ethics is an important concept that its scope has been extended to all areas. So we can refer to the relationship between ethics and many concepts. Organizational performance and intellectual capital are among these concepts. Fewer studies have been done on the relationship between intellectual capital and ethics. Hence in this paper, the influence of ethics and intellectual capital on organizational performance has been studied. To measure intellectual capital, Bontis model including indicators of human, structural and relational capital, was used. Also Yokel model was used for organizational performance measurement. The conceptual model was designed based on literature. using Structural Equation Modeling (SEM) it was shown that there is a significant and positive relationship between ethics and organizational performance and a positive and significant relationship between ethics and intellectual capital, but there is no significant relationship between intellectual capital and organizational performance.

Abstract: 

Organizational studies show that organizational culture has leverage role in making dramatic developments in competitive, uncertain and changing environments. So Reviewing and analyzing of culture in all organizations, especially in the wide and long one like Payame Noor Universitry (PNU) with millions of people has growing importance. In this regard, the aim of this study is understanding the general status of organizational culture and determining taken attitude of managers considering five dimensions of this important organizational phenomenon. The population in this study was all of university managers in different organizational levels that were 1732 persons. Using simple random sampling, 119 managers were selected for study. Organizational Culture Assessment Questionnaire (OCAQ), Sashkin famous tool, was used to collect data and One-sample t-test was used to test research hypotheses. Ultimately except first hypothesis that showed weakness in change effective management, other next four hypotheses were approved. This result showed that University managers in general, have a positive attitude toward organizational culture, and believe other four dimensions, “goals and perfectionism", “coordinated teamwork", "Cultural Competency in coordination" and "customer oriented" are desirable and effective.

Abstract: 

Nowadays employees play key role in increasing efficiency and effectiveness of organizations through continuous improvement or Kaizen. Suggestion system is one of the most important kaizen activities in organizations and employee's tendency to submit a suggestion is the key factor of this system.Unfortunately, there is less research about the influencing factors on employee's tendency to submit a suggestion especially on psychological factors. This study using survey- descriptive method, questionnaire, and developing the theory of planned behavior investigates the influencing factors on employee's tendency in submitting a suggestion among 208 employees in Tabriz University. The results of this study showed that there is a significance relation between attitudes toward submitting suggestion, subjective norms and perceived behavioral control on the one hand and tendency to submit a suggestion on the other hand, but subjective norms and perceived behavioral control are more influential on employee's tendency to submit a suggestion.
