Abstract:

This article is written to identify the importance and necessity of meritocracy and pay attention to the role of human resources competencies in the field of information technology in healthcare sector. This research has been done with qualitative and quantitative approach and in this research has tried to use some internationally famous models on the competencies of human resources in the field of information technology, While scrutinizing the importance of meritocracy in the field of information technology in healthcare sector, Identify key indicators of competence of senior IT managers by interviewing experts. This study for the first time developed a competency model for senior managers of information technology in the Iranian health care sector. Previous models have either ignored this domain, or are not applicable to the health sector due to its generality and outdatedness and lack of attention to specific organizational cultures and many of the criteria of competence remain hidden. The research method in this article is mixed (qualitative and quantitative) and descriptive-exploratory. The research method is also used to identify key competencies of managers using open and semi-structured interviews. Thus, by interviewing 16 experts, 42 competency indices were identified for senior IT managers in the field of health care. Then the competencies were summarized and categorized using exploratory factor analysis. These 6 groups of competencies are: (managerial, individual, health and workplace, information technology, information technology in healthcare sector, legal and political). A review of the competencies of senior IT manager revealed that most of these indicators relate to the high management knowledge and ability in the field of information technology. It is also important for senior managers to have complete knowledge of the health care sector under their control in terms of costs, revenues, budgets, staff, middle and operational managers, policies, strategies and IT rules. A review of the competencies of senior IT managers in the health sector reveals that knowledge of information systems has been emphasized to the extent of concepts, theoretical knowledge and generalities. And it definitely doesn't require high technical proficiency. Technical control, installation and configuration of the systems is the responsibility of the lower level managers.

Abstract:

In the current economy and entrepreneurship situation in developing countries, experts maintain that establishing startup companies proves an efficient and promising approach. In spite of the fact, many startup companies are failed. However, there are key factors, which can help such companies follow the path to success. This research aims to identify the factors, which led to success of startup companies in Iran. Accordingly, one of the important roles of data mining is exploring the relationship between datasets, and getting the result of a series of association-based rules for identifying the strong relations between business activities. The data of this study is collected from a total of 165 Iranian startup companies. The feature's columns included 41 success factors of startup companies addressed in domestic and foreign studies. For the prediction phase, we use the help of support vector machine algorithm, decision tree and k-nearest neighboring to classification. The feature selection technique in order to come up with the most efficient success factor of startup companies is Cuckoo search. Finally, rules are extracted by means of Apriori Algorithms. The results indicate that factors such as, namely, entrepreneurship experience, working duration, skills, type of service or product, target market, Blue Ocean or Red Ocean strategy, flexibility, scalability, customer loyalty, presence or lack of presence in an accelerator, and first-stage of investor are the most important factors that have the greatest effects in a startup's success. Moreover, the extracted results reveal that flexibility, and scalability are considered as two key factors contributing to success of Iranian startup companies.

Abstract:

In this research, aim is to provide a model for planning the cultural activities of public libraries in Iran. In this applied research, data gathering tool was a questionnaire. In this study, 29 managers and experts of the public libraries participated. For factor analysis of the data, also the determination of the number of main factors was used from three indicators: a) the special value b) the ratio of variance explained by each factor; and c) the graph of special values. The results of Delphi technique showed that among of 25 sub-components related to the Proper of planning-cultural activities of public libraries, the cumulative Percentage frequency of fourteen sub-components was more than 70% from the point of view decision makers and experts in Delphi panel. The results of exploratory factor analysis summarized the planning components into four latent factors. These four factors, which explained %65 of the total variation, are: The first extracted factor is"defining goals and identifying the problem", the second factor is"Needs Assessment". The third factor is" Develop a plan and determine appropriate outcomes", the fourth factor is "Monitoring and evaluation". the ranking model was constructed with standardized coefficients, by using the confirmatory factor analysis. According to the results of Confirmatory factor analysis. The fitted model was fairly appropriate (suitable). Value: Using planning strategies, cultural activities can be well managed. Due to the lack of a model for planning the cultural activities of public libraries, this research is important. Applying this model will help planners and managers of public libraries to make decisions about cultural activities.

Abstract:

Word co-occurrence analysis is one of the text-mining methods that has various applications in the information management area. One of these applications, which has been less noticeable, is exploring the shared semantic territory between different theoretical views. The importance of this application is due to the formation of recent scientific trends of various research areas based on different theories and concepts. Accordingly, the current study attempts to reveal the applicability of word co-occurrence analysis in exploring the shared semantic territory between two theoretical views. To this end, the dynamic capabilities and ambidexterity views were chosen as the case of this study. Dynamic capabilities and ambidexterity have had a notable co-occurrence in recent strategic management studies to the extent that researchers considered them as two integrable views. Accordingly, this study aims at exploring the structure of shared semantic territory between dynamic capabilities and ambidexterity. To this end, all scientific documents related to both theories, indexed in the Web of Science or Scopus databases, and dated to 2018 were retrieved. Then, the authors analysed the corpus composed of titles, abstracts, and keywords of collected documents by using the word co-occurrence analysis. By doing so, they introduced 14 main conceptual categories in the shared territory of these two views: 1) dynamic capabilities and their components, 2) ambidexterity and its components, 3) performance, 4) innovation, 5) organizational capabilities and resources, 6) sustainable competitive advantage, 7) organizational knowledge and learning, 8) environmental and organizational change, 9) technology and information technology, 10) leadership, 11) entrepreneurship, 12) collaboration networks, 13) business model, and 14) operations and supply chain. Also, according to the word temporal analysis, research trends among the conceptual categories were revealed. Based on these trends, it is expected that further studies in the shared semantic territory between dynamic capabilities and ambidexterity will probably tend to subjects in the fields of business model, operations and supply chain, or entrepreneurship.

Abstract:

One key factor in the formation of organizational ERP systems is the requirement of integration at the organization's internal and external levels to survive in competitive markets. These systems have gained a lot of popularity not only by increasing the pace and accuracy of registering the organizational information but also by providing a quick reporting infrastructure. Registration, storing, and recovery of integrated and reliable information throughout the organization is another feature that has affected the penetration of ERP systems in organizations. However, the argument about the high cost of purchasing and implementing such systems between financial and IT departments have always been a challenge in the way of ERP expansion; Therefore, in such a case, it seems necessary to provide evidence of the efficiency or inefficiency of them in the form of an analytical model with a predictive approach and through quantitative indicators to resolve these contradictions. It should be considered that if a clear vision, accurate and quantitative information based on the performance indicators of the organization is given to the decision-makers, the disagreement in such issues will be meaningless. Now, the question is that what tool can provide such valuable information? Predictive models depict the probable future, given the current terms and variables, so that they can solve the issue around using the ERP systems. The present study has extracted the raw, reliable, and not manipulated quantitative data from the ERP system's database and has designed a quantitative predictive analytic model by them to provide clear and accurate answers to existing questions based on quantitative performance indicators. An approach that has not been seen before.

Abstract:

Although Information Systems and Information technology project play an important role in countries development, there are some problems in the path of these projects implementation especially in developing countries. Therefore, it seems that identifying the IS implementation risk factors in developing countries, can be useful for project achievement and have a good impact on development process. In this research, the subject of the study is the project of establishing an automation system in developing countries, which has a key role in import and export, economy, culture and society of these countries. In light of direct observation, projects documents review and first round of interviews, by using Dependency network diagram model, the system and its implementation project were modeled and their dependencies networks were created. In the second step, we interviewed the experts in seconds round by using these models to find the risk factors of implementation project. By interviewing the experts regarding their role in DND we want to study the risk factors concerned of dependencies related to one or several roles that respondent play in IS implementation project in this program. As result of this work, 54 risk factors were identified. According to the analysis and interpretation, about 65 percent of these factors are those that have been seen in developed countries.
