Queuing theory in a very simple Definition is a branch of mathematics for analysis and management of waiting lines. It is developed in the first years of twentieth century when telephone waiting Lines were studied. Servers are not necessarily human beings but in queuing systems that human Agents are servers, it is possible to consider the queuing system as a dynamic system. This is because in these systems, elements of system are interactive and they are interacting with each other. In this paper dynamics of a queuing system are presented by a Dynamic model using System Dynamics Approach. Afterwards, dynamics of a simple Queuing system is studied by investigating impacts of some elements on other ones.

Present research aimed to identify the needs of IRIPF employees as well as prioritizing their needs. To this aim, 3917 employees throughout the country filled out the need assessment questionnaire.Gathered data analyzed by qui square revealed that different ratio of employees fall into each one of the five need categories (p<0.001). The results also showed a reversed pyramid in which the needs of a higher percentage of employees fell into the higher need categories of self actualization, dignity, and social, whereas; the lower percentage of employees needs priority had to do with lower needs as safety, and physiological needs.

This article demonstrates a part of findings of a research that has been developed for designing a public policy making system, based on conception of Alavian truth-oriented justice.According to the first part of this research, a logical system is developed. The system introduces five logical principles and nineteen theorems. These principles and theorems are inferred from Nahjolballagha and were structured in a system that describes the dominant criteria of the truthoriented policy making system.Referring to the scholars and experts in related fields, the statements were edited and the final logical system was designed based on modified statements.Truth oriented justice doctrines, describe justice as a blend of liberty and equality that is resulted from monotheism and equality of humans in creation. This conception can be flexible due to the fourth principle, that emphasizes the balance of right and duty under different conditions. Also the fifth principle emphasizes the facilitation of Excellency.Therefore, the truth-oriented justice doctrines imply that all people take advantage of full security, relative welfare and awareness of what is going on in their society.A conceptual model of the truth-oriented policy making system based on the dominant criteria of final logical system was designed at three levels: at zero level, the relationships between nation and state, at first level, the relationships among nation and three braches of the state, and at second level, The relationships between nation and subsystems of state branches, were identified. The conceptual model of executive branch was extended into two more levels.At the third level, the relationship between nation and all subsystems of executive branch in political, economical, and cultural arenas, and at fourth level, the relationship between nation and the components of the subsystems were identified.

Financing strategy in corporations is one of the most important subject matters among accounting and finance scholars. Investment in companies to increase profitability is one of the important purposes of financing activities. Different methods for execution of financing activities include: Internal finance, external finance and combination of these two.The problem is that whether there is any relationship between investment and stock prices. Could any comparative prediction be made between the companies who choose internal finance to perform their investment activities and the companies who choose external finance?Is there any relationship between stock prices and investment in equity dependent firms?The answer to all aforementioned questions is positive. Companies' investment and the stock prices are interrelated by time series. There is also cross sectional relationship between companies' investment and the stock prices.Scholars have defined and ranked equity dependent and levered firms by means of the famous index "KZ".Compared with levered firms, equity dependent firms are more sensitive to non-fundamental constituents of the stock prices at the time of financing.Non-fundamental constituents of a stock price are specified by famous index called "Q" index. Equity dependent firms are also less sensitive to future returns of their stock at the time of financing.In this study, we have developed a simple model for situations under which the company's investment is sensitive to Q alterations that carries/contain accounting and stock prices information.The key to cross-sectional prediction of this model is that the stock prices have stronger effect relative to investment of equity-dependent firms. We have supported our prediction model by using and localizing "Kaplan & Zingales" equity dependency index (KZ) and found out that sensitivity of investment to stock prices is much more in the companies lying under 5th quintile of KZ index in comparison with the companies lying above 5thquintile of the index. Several prediction models were also developed and examined in this study.

In the university timetabling problem, necessity of considering variables corresponding to lessons, teachers, classes, days of the week and hours bring about a large scale mix integer linear programming problem. Usually the problem is so big that the exact mathematical programming solvers can not solve them in a small period of time. So variety of heuristic algorithms is proposed to solve such problems. In this paper we describe the problem and formulate it as a mix integer linear problem (MILP) then we decompose the problem into two smaller (MILP) that can be solved by exact solvers at the small period of time. Based on proposed model, we have made software for timetabling the lessons at the university. This software is used for scheduling the lessons in mathematics faculty of Iranian university of science and technology at second semester of 1382-1383. The result is presented and compared with the traditional timetabling.

Based on globalization movement, New Public Management has become a dominant approach in public sector reforms. Iranian public management uses New Public Management for achieving goals of serving the public. The objective of this strategy is to revolutionize the public sector. But what is the New Public Management? What are its major elements? What are the advantages and disadvantages of this strategy? The purpose of this paper is to answer these questions.
