The purpose of this research is to identify and prioritize the drivers of financial performance management development in Dana Insurance Company of Sistan and Baluchestan Province. Given that the present research is a survey and applied research, an analytical hierarchy process questionnaire was used to collect information. The statistical population of the present research includes those involved in financial affairs of Dana Insurance Company in Sistan and Baluchestan Province, which is 35 people, all of whom were selected by census method. Initially, the main factors affecting the financial performance of Dana Insurance Company were identified through the Delphi technique, which included relationship management, information management, logistics management, and quality management. In the second part, a paired comparison questionnaire was used to prioritize its factors and indicators, the validity of which was confirmed by experts, and the inconsistency rate was used to measure the reliability, accuracy, and precision of the experts' responses, and its reliability was confirmed based on the inconsistency rate values calculated to be less than 0.1. The research findings showed that among the four drivers of financial performance, the logistics management dimension with a weight of 0.363 has the highest importance among the dimensions, and the quality management, relationship management, and information management dimensions with weights of 0.320, 0.179, and 0.138, respectively, are in other priorities. In this regard, in order to enhance the financial strength of companies, managers and strategists should pay special attention to the drivers and catalysts for the development of financial performance management in organizations so that it can serve as a crutch for those implementing organizational strategies and has the ability to motivate employees and predict environmental changes.

The occurrence of three phenomena: the virtual space, the corona epidemic and Ukraine’s war have challenged many welfare and social security systems as well as the successful scientific and practical experiences of the world. On the other hand, the change in the organizational architecture of military complexes and the shift in war paradigms has moved and is moving towards will be more prominent day by day the role of elite, expert, professional, skilled and up-to-date human resources and using new and emerging technologies. It is obvious that attraction, retention and keeping quality human resources require the establishment of a more efficient welfare and social security system.In general, the concept of "security" and "social security" as a providing primary and basic need and also creating peace of mind and hope for the future were connected and concomitance which other. These concepts have a decisive role in the formation of government duties; that emerging technologies in the field of ICT based on smart tools and social networks have had a great impact on this field.In this article, first, the concept of social security and its role and importance in relation to military human resources will be explained, and then the trends of using ICT; the change of the war paradigm and emphasizing the role of healthy, skilled and social security quality human resources in war megatrends will be presented. Explaining the effects of war on the cycle of resources and expenses of organizations and social insurance funds; Providing a list of emerging technologies; Analysis of their use in war; Providing social security services; Presentation of platform, digital and intelligent social security model would be formed other parts of the article. At the end, the achievements and results of using emerging technologies in providing social security services would be explained.

Cognitive warfare is the product of the integration and convergence of emerging technologies that seek to change mental calculations. This warfare has various dimensions and levels, the analysis of each of which can help to understand it relatively. In this regard, the aim of this article is to explore the theoretical foundations of cognitive warfare in order to understand its various dimensions and layers. The research is of the metasynthesis type, which uses the seven-step method of Sandelowski and Barroso (2007) has used. In the first step, after identifying and determining the topic (cognitive warfare), the research questions were identified and then a systematic literature review was started. The sources found were examined in terms of title, abstract and text, and irrelevant articles and reports were removed. Initially, 78 sources were identified and then, in four stages and by removing irrelevant sources, 22 reliable sources were analyzed between 2022 and 2024, and the axes related to cognitive warfare and various research methods in this field were extracted in the form of statistical tables. Based on the findings, the theoretical foundations of cognitive warfare include: social sciences, behavioral sciences and psychological interventions, cognitive neuroscience, emerging technologies, information processing in decision-making, human-machine team building, cognitive warfare training, legal foundations, human sciences, politics/geopolitics/media, and the human realm (neuroscience). Also, based on the findings, the descriptive research method has been used in most of the articles. The results of the research show that cognitive warfare is an interdisciplinary phenomenon in which new technologies, including artificial intelligence, are widely used in this war.

The main objective of the present study was to identify the factors affecting the smuggling of sports goods in the country. This study is a qualitative research that was conducted using the Delphi-Fuzzy approach. The statistical sample of the study consisted of 20 industry experts, including officials and high-level people in the administrative structure who are somehow related to smuggling of goods, and academic experts, including professors of sports management and economics, who were selected purposefully. The initial components of the study were identified by studying theoretical foundations and previous research and were provided to the panel of experts in the form of a questionnaire with a five-point Likert scale in three rounds. The analysis of the research data was examined using the Delphi-Fuzzy method and the final factors identified were divided into five categories: economic factors (7 components), cultural-social (6 components), political-managerial (10 components), marketing (10 components), and environmental-geographic factors (2 components). Based on the research findings, the most important factors affecting the smuggling of sporting goods were the high customs tariff, taxes and duties in the economic factors, the unemployment and deprivation of border areas in the cultural-social factors, the inappropriate administrative system of customs and taxes and problems in the goods clearance process in the managerial-political factors, the lack of up-to-date technology used in domestic production in the marketing factors, and the wide geographical borders in the environmental factors. In general, it can be said that smuggling of goods is a multidimensional phenomenon that is affected by various factors, so all factors must be considered to combat it.

Providing a comprehensive picture of the state of start-ups in a country can greatly contribute to optimal planning in this field. So far, no comprehensive research has been done in this field, therefore, in this research, using the qualitative research method and based on the opinions of experts in the fields of technology and innovation, technological governance, start-up technology, and economics, the issue has been investigated. In this regard, the position of start-up science and technology in the upstream documents, including the orders of the Supreme Leader, the principles of the constitution, general policies and the document of the Iranian Islamic basic model, etc., was examined and explained. The purpose of this research is to identify and prioritize strategic issues and actual and potential capacities. In this regard, by using the qualitative method (theme analysis) and using interviews with 12 experts and library study, codes (298numbers) were identified. Strategic issues include: platform building, agility, interaction, institutionalization, human power, innovation, application, policy, infrastructure, coordination, trust building, education, accessibility, exclusivity, law-oriented, security-oriented, technology-oriented, patronage and financing. Then the actual and potential capacities in this field were identified and finally, by using the quantitative research method (Friedman's test), strategic issues were ranked in the order of innovation, agility, application, and infrastructure in terms of importance in the field of business. Politicization, interactionism, platform building, power building and institutionalization are ranked from 1 to 9.

In the contemporary era, cognitive warfare, as a complex and multifaceted threat employing psychological, media, and information technology tools, endeavors to manipulate the perceptions, beliefs, and behaviors of target individuals and societies. The Armed Forces of the Islamic Republic of Iran, as a fundamental pillar of national security, are particularly susceptible to such threats. This research aimed to develop a model of cognitive antifragility for the Armed Forces of the Islamic Republic of Iran in countering enemy cognitive warfare. Employing a qualitative and applied research design, the study utilized the grounded theory method (Glaserian approach) for the analysis of data derived from relevant scholarly texts and interviews. The validity and reliability of the research were ensured through expert opinions and triangulation. The findings culminated in the design of a comprehensive model for cognitive antifragility in the armed forces against enemy cognitive warfare, comprising five fundamental dimensions: ntelligent Leadership and Command, emphasizing the integration of cognitive, emotional, and ethical skills; Personnel, focusing on the development of cognitive (critical thinking, problem-solving), emotional (self-awareness, resilience), and informational/literacy competencies; Infrastructure, encompassing informational, educational, and human/social capital infrastructures; Regulations, including evaluation and reward systems, communication protocols, and threat prediction mechanisms; and Technology, comprising information, security, and educational technologies. This research underscores that the effective enhancement of cognitive antifragility within the armed forces necessitates a holistic and integrated consideration of these dimensions and their dynamic interactions. Ultimately, it is recommended that this model be continuously evaluated and updated to maintain efficacy against environmental changes and emerging threats.
