In 2010, the Faculty of Information Sciences and Knowledge Studies founded in the University of Tehran but unfortunately it was closed down after 5 years. This faculty was established as a result of an agreement between the National Library and Archives of Iran and University of Tehran. This catastrophe, i. e. the dissolution of the faculty, was due to several changes, including: the change of the director of the faculty, the change of the dean of the University of Tehran, and the change of the manager of the National library. Of course, the main problem relates to the faculty members who were rather inexperienced. Therefore, when the National Library did not fulfill its duty and did not support monetarily the University of Tehran, the latter could not afford the expenses for maintenance of the faculty. Ultimately, the faculty returned to its origin, that is, it became a group again, but this time it was put under the authority of the Faculty of Management, while it was previously affiliated with the Faculty of Psychology and Educational Sciences (also called the Faculty of Psychology and Education).

Purpose: To study, identify and evaluate the services risks of the public libraries affiliated with Iran Public Libraries Foundation and to provide a solution based on the modern portfolio theory. Method: This is an applied research in terms of purpose and a qualitative study in terms of the data collection method, which has been carried out by applying the cross-mix method. In order to achieve the purpose of research and identifying the dangers facing libraries, a systematic search was conducted through the databases of Science Direct, Emerald, Normex, Mag Iran, Civilica, Humanities Database and the University of Tehran Journal. In this study, Sandlowski and Barroso's (2007) sevenstep method was used. Then, the Shannon entropy quantitative method was used to determine the significance and priority of each of the concepts discovered. Furthermore, a Critical appraisal tool was used to determine the cross-validity. A description of how to use his tool is given in the quality control section. In the present study, all the relevant articles were studied and each of the risks the public library services face was identified and coded. To determine the reliability, the twocoder agreement method was utilized and the kappa coefficient was used to calculate the coefficient of agreement between the two coders. Findings: The extracted resources were finally evaluated and 52 risks were divided into nine categories: Library Existential Value, Collection, Information Technology, Human Resources Issues, Laws, Regulations, Management, Financial Issues, Evaluation and Access to Information. The results showed that the component "socio-economic changes" and, consequently, the ever-changing needs of customers and provision of their information needs will result in the library's inability to meet the maximum customer information needs. Furthermore, this component received more attention than other components. Originality/value: Libraries always face risks while delivering their services, and identifying and managing these risks will help solve many of the diffulties and problems facing public libraries. Therefore, the present study can have a significant impact on planning and defining the public libraries' policy in the future.

Purpose: Authenticity in cultural landscapes integrates our identity with land, aboriginals, symbols, values and also aboriginals’ believe system. Public libraries are assumed to play an important role in preserving this authenticity. The purpose of this study was to test this presumption on the bases of viewpoints of central and local managers at Iran Public Libraries Organization. Method: This is a qualitative directed-content analysis. The data were collected through semi-structured interviews with a sample consisting of senior and middle managers of Iran Public Libraries Organization bureaus in Tehran, Mazandaran and Bandar-Abbas provinces. The collected data were analyzed considering Andrews and Buggey's Authenticity in Aboriginal Cultural Landscapes theory. Results: Participants confirmed the authenticity in aboriginal cultural landscapes and also the public library role in safeguarding such authenticity. Of the grounded gatagories denoting the need of safeguarding authenticity in aboriginal cultural landscapes were the necessity of acknowledging aboriginal authors works, preserving historical cultural objects, holding local fairs and festivals, and recognizing crafters and donors of aboriginal artworks. Up to participants’ comments public libraries in Iran currently play no active and clear role in preserving indigenous cultural heritage. Treatment of the illness in the body of Iranian public librarires requires policymakers’ rapt attention. Originality/value: This research invites attention to the inevitable integration of identity and indigenous knowledge into the land, and material and cultural heritage. Despite the inactive and inattentive public libraries role, appreciating authenticity in aboriginal cultural landscapes clears a passage through understanding and forms protective shield against current and future events.

Purpose: To identify the success factors of content creation on Instagram based on the content characteristics, creator and effectiveness indicators. Method: The current research has been conducted by applying the thematic analysis method and the exploratory approach through analyzing the users' comments on content, examination of successful experiments, expert views and lived experience of content creators. The statistical population consists of all Instagram educational pages from which 30 pages were selected using the purposive sampling method based on the competitive benchmarking approach. The research instrument consisted in an analysis of the themes extracted from the Instagram pages, and these themes were then classified. The validity of the research was assessed and then confirmed by using the triangulation method. Findings: The results showed that according to the users' views, the success factors of content acceptance included: quality, informativeness, credibility, added value, expertise, and being motivational, entertaining, unique, relevant, realistic, up to date, innovative, applicable, sharable, and personalized. Content effectiveness indicators included: the number of followers, user feedbacks in posts, stories, the mean likes rate, comments, post saving, sharing, user engagement rate, view rate, and posting contents as private messages. Furthermore, the features of the successful content creator included: commitment, creativity, credibility, expertise, distinct identity, creativity, and avoidance of copying, being vulnerable, patience, having intelligent behaviors, a strong sense of cooperation and communication, familiarity with analytical tools and platform, and accepting changes and updating. Originality/value: Paying attention to all components affecting the success of content creation on the Instagram, including both those related to the created content and those related to user interaction with information, can be measure of success in providing and sharing information. In the current research, a new method of study into the educational content of Instagram was applied.

Purpose: To systematicly review the automatazation of the assignment of the submitted manuscripts to reviewers in order to identify the status of research studies in this field in terms of types of evidence of expertise, types of retrieval models used, and the research gaps, and finally some suggestions for has been offered for future research. Method: The current research followed the systematic review framework presented by Kitchenham & Charters (2007). To collect the research data, scientific databases were searched by using related keywords, and thus 50 records in English from 1992 to 2018 were retrieved. After applying the preliminary refinements to the entrance and exit criteria to the study and applying the experts’ reviews, 43 English research studies were selected for systematic review. Then, a checklist was designed and the required information was extracted from the studies. Findings: The systematic review showed that the studies on automatization of the assignment of the submitted manuscripts to reviewers typically used four sources as the evidence of the candidate's expertise, including: the candidates’ self-expression, the candidates’ documents, collaborative networks and scientific relations between the candidates and the hybrid resource. In addition, Boolean model, expanded Boolean model, Fuzzy model, Vector Space model, Probabilistic model, the Probabilistic Latent Semantic Indexing, the Latent Dirichlet allocation, and Author-Subject model were among the information retrieval models used in the expert reviewer finding systems. The lack of attention to the design of the expert finding system for reviewers in national journals and conferences, lack of attention to knowledge resources, and lack of attention to the users' views on the design of the existing systems were among the research gaps in this field. Originality/value: The use of hybrid resources in extracting the candidate's expert evidence, using knowledge resources, and paying attention to the users' perspectives in designing the expert finding system for reviewers can help to improve the performance of the existing systems. This research presents an overall picture of both the measures thus far taken and the measures should be taken in desiging the expert reviewer finding systems.

Purpose: To investigate the relationship between organizational trust and organizational citizenship behavior with an emphasis on the moderating role of manpower productivity in the public libraries of Hormozgan Province. Method: This is an applied research in terms of purpose and a descriptivecorrelational study in terms of the data collection method. The statistical population of the study consisted of the librarians of public libraries in Hormozgan, from whom 97 people were selected by using random sampling method. Data collection was performed based on three questionnaires on: organizational trust questionnaire (Dickinson, 2008), organizational citizenship behavior (Rawlins, 2009), and productivity of manpower (Hersey & Goldsmith, 1980). Reliability of these questionnaires was assessed through the Cronbach's alpha measure whose coefficients were 83. 5%, 78. 2% and 79. 5%, respectively; their content validity was confirmed by the expert opinion, and their construct validity was tested and confirmed by the confirmatory factor analysis method. Findings: The findings of the research showed that organizational trust leads to the emergence of organizational citizenship behavior in terms of conscientiousness, chivalry, civic virtue, altruism and respect. Furthermore, considering the productivity of manpower as a moderating variable, the intensity of the relationship between organizational trust and organizational citizenship behavior increases, in such a way that the performance output and ability of manpower carried more weights. Originality/value: In this study, for the first time, the moderating role of human resource productivity in the relationship between organizational trust and organizational citizenship behavior has been studied. The results of this research can be useful and valuable for the managers and policymakers of public libraries in order to improve the voluntary actions and organizational citizenship behaviors of librarians.

Purpose: To design a model of public library services to the elderly and to validate it among the librarians in Tehran City. Method: This is an applied research in terms of purpose using a mixed exploratory design. In the qualitative section of the current research, 19 experts and stakeholders in the field of elderly services were interviewed using a semi-structured in-depth interview technique. The data were analyzed using the qualitative content analysis method by the MAXQDA software and thus the components of the elderly service model were obtained. In the quantitative section, the research instrument (questionnaire) was developed and a sample of 114 librarians of Tehran was selected using the simple random sampling method. The face validity of the questionnaire was confirmed by four faculty members and the factor validity was assessed by the factor analysis. The reliability of the questionnaire was calculated by the Cronbach's alpha measure and was 0. 941. Findings: The proposed model for providing services to the elderly in public libraries has seven components which are as follows, respectively in terms of importance: "building and space", "equipment and tools of ancillary services", "materials and resources for the elderly", "internet services", "human resources", "and "planning and budget". Originality/value: This paper directs the attention of public library managers to this fact that based on the proposed model, they should identify the elderly's needs and thus provide different services and facilities for them to use public libraries. This will enable the proper and optimal use of their leisure time by elderly people and the advancement of libraries in offering services to visitors.
