Abstract

Background: The NATIONAL FOREST PROGRAMME (NFP) as a conceptual and political tool was proposed to achievement of sustainable forest management after approved in 19th session of United Nations General Assembly (UN-GASS) in June 1997. To preparation of an adaptive programme, concepts, necessities and priorities of each country will be attended. This programme consists of policies and strategies for forest management for all national and subnational levels. PRINCIPLES AND BASES of NFP are supportive for implementation of policies and strategies that will be achieved by INSTITUTIONALIZATION of them in the laws. In this research, INSTITUTIONALIZATION of PRINCIPLES AND BASES of NFP in POLICIES AND LAWS were assessed.Materials and methods: regards to this aim, national policies, development programmes and laws related to forest management were assessed according to Process Management method by using Context Analysis technique in qualitative research method. By this method, the legal elements of laws that define structures and processes related to NFP's PRINCIPLES AND BASES consist of participation, customary rights, capacity building, education, decentralization, financing, landuse planning, environmental impact assessment and valuation and accounting of forest products and services extract and assessed.Results: According to the results, structures and processes related to the NFP's PRINCIPLES AND BASES were defined and institutionalized in the country's laws.Participation as the main principle and aim of NFP were defined in national laws and according to this principle, other PRINCIPLES AND BASES of NFP were defined in the laws. Attention to the public vote in the administration and participation in the planning, decision making, implementation and control by structures in the form of production and economic cooperation, professional enterprises and rural councils were institutionalized in the laws. Based on defined structures and processes for participation, other PRINCIPLES AND BASES of NFP were defined in the laws.Conclusion: According to the legal structures and processes defined for NFP's PRINCIPLES AND BASES, there are legal protection for strategies related to NFP in the national POLICIES AND LAWS.
