EFFECTS OF VEHICLE SPEED INCREASES RESULTING FROM RURAL ROAD IMPROVEMENTS ON ECONOMIC COSTS AND BENEFITS

Abstract

 Road improvement projects in the form of road surface and geometric improvements have significant impacts on the costs and benefits related to the road users. Amongst the most critical factors relating to dissipation of such economic effects is the average SPEED of traveling vehicles. Increase in the vehicles average SPEED has a multi-dimensional effect which can actuate variable perspectives. In the most important sector of the noted economic effects are accommodated three traditional COST AND BENEFIT components; SAFETY impacts, TRAVEL TIME, and VEHICLE OPERATING COSTS changes.Following road resurfacing projects without any improvements on geometric features, some penalty measures can be observed because of the increases in traffic accident rates due to increased SPEEDs. On the other hand, the same SPEED increase can induce benefits related to a reduction of the TRAVEL TIME. Additionally, ride quality improvements and the resulted increase in vehicles average SPEED can lead to an alternative economic effect for road users which considers variations in the VEHICLE OPERATING COSTS. Therefore, SPEED increases followed by ROAD IMPROVEMENTS can create spectral system-wide impacts through several measures of economic penalties or advantages, namely costs or benefits. The economic effects discussed in this paper are: (1) TRAVEL TIME reduction as a benefit (TB); (2) Changes in VEHICLE OPERATING COSTS (VOCB); and (3) SAFETY reduction as a cost (SC).
