Abstract: 

Borda count is a well-known social choice method, and is frequently used for group decision making problems. However it does not consider the optimism/pessimism view of the director, which has a great effect on the group decisions. Therefore in the present study, we extend the Borda method by using the Ordered Weighted Averaging (OWA) operator to consider the risk attitudinal characteristics. The new approach, entitled Borda-OWA, solves the group decision making problem in an intelligent procedure. It is then applied on two real case studies of forest management and projects ranking. The outcomes show that the Borda-OWA operator makes more soft and sensitive results by using the director’s risk attitudes, guided by the fuzzy linguistic quantifiers. The new results are also examined by sensitivity analysis, which shows the importance of selecting the suitable quantifier. It is shown that the original Borda is a special case of the Borda-OWA approach, indicating only the neutral view of the director.Because of the uncertainty in selecting the quantifier, we define a new measure which considers both the expected value and the variance of the combined goodness measure for each alternative. By using this measure the Borda-OWA model will give more robust decisions to the stakeholders whose optimism degrees are different than that of the group director.

Abstract: 

Background: A complex decision-making process that has to be done by examining several regional circumstances, giving priority to places for determining the possibility of using water resources with pollution potential. Therefore, managing water resources calls for the choice of the best decision-making technique for the growth and possible evaluation of areas vulnerable to future pollution. The current study looked at priority depending on pollution potential in the Khorramabad aquifer's groundwater resources. Materials and Methods: Landsat 8 OLI sensor imagery was used to create a land use map for this study.   Moreover, ArcGIS 10. 3 and Envi 5. 3 tools were used at several phases of creating the Khorramabad basin landuse map and validating the accuracy of the forecasted maps.   Various Khorramabad well parameters were gathered and computed,depending on their relevance in generating pollution potential, they were input into the Borda and bargaining algorithms. They were then scored according to the parameters investigated. Results: The two algorithms, Borda and bargaining, used inside game theory helped to find the most efficient parameters in the wells as well as the most important pollution possible sources. The most efficient parameters were those of carbonate with a score of 179. 5, phosphate with a score of 135. 5, and sodium adsorption ratio (SAR) with a score of 130. 5, all of which were derived from the Borda scoring approach. The most successful parameters were carbonate, chloride, and sulfate by means of the bargaining algorithm. Conclusion: Finally, the prioritization of water resources was presented using both methods,in the Borda approach, the Sarab Yas, Aliabad, and Balilvand wells had top priority. Game theory has been applied as a multi-dimensional solution in numerous decision-making sectors and eventually delivers a complete and managerial approach.

Abstract: 

This papers aims at developing a new methodology for Waste Load Allocation (WLA) to the effluent dischargers in Zarjub river basin in Gilan Province, Iran. In waste load allocation problems, besides maintaining the river water quality, minimizing the effluent treatment costs should also be taken into account. The concept of Nash Bargaining Equilibrium and Borda scoring social choice Method are utilized for finding the best solution among a number of alternatives. Each alternative is a combination of treatment scenarios for the dischargers. These alternatives form a compromise set which are obtained using the Fallback Bargaining Procedure. The methodology introduced in this paper can be considered as a substitute for the methodology developed in Mahjouri and Bijani-Manzar (2013). To investigate the impact of each alternative on river water quality, the concentration of Dissolved Oxygen in a control point is determined using Transfer Coefficients which are derived from a water quality simulation model. A penalty function is used to calculate the amount of penalty cost assigned to the violations from the standards in the control point. In this research compromise sets were primarily selected among alternatives, using the Borda scoring social choice method. Then, all alternatives in the compromise set were investigated to find out whether they are Nash Equilibriums. If the number of Nash Equilibrium alternatives was more than unity, the Nash Bargaining Function was used for finding the best solution among them. The results of the two mentioned procedures were then compared to select the final alternative based on the allocated costs to the total dischargers and the amount of violation from the river water quality standards resulted from the selected alternative. In the final step, the Extended Trading Ratio System (ETRS) is utilized for exchanging the allocated amount of discharges to the dischargers which decreased the total allocated cost to dischargers. On the whole, the proposed methodology can find a final solution among a set of alternatives which in addition to maintaining the river water quality condition, can lessen the total treatment costs.

Abstract: 

Objective Long-term strategic planning is necessary if an organization intends to go beyond its customers’ expectations and remain competitive. A balanced scorecard is considered as a mere scorecard without a strategic plan. Therefore, it will only report the important measures not a clear understanding of leading the whole organization towards success. Strategic planning as the rationale behind balanced scorecards can clarify the strategies in an organization, but it cannot show an optimal path towards success in that organization. Balanced scorecard system has tried to obviate such problem through strategic orientations, yet it has never provided a specific approach to determine success in an organization. It is also noteworthy that strategic planning helps managers create a comprehensive image of the strategies, but it does not consider the effectiveness of the relationships and the classification of those relationships. Therefore, the present study aims at proposing a systematic approach in order to draw a strategic plan and to rank the practical objectives of such plans. Methodology Alpha company, producing tires and tubes, has been considered as the target company for this research. There are around 600 employees in this company among which around 30 are managers, directors, supervisors or executive managers. Documents, observation, interview and questionnaire are the data collection instrument used in the present study. In the first questionnaire, used in fuzzy cognitive approach, 30 experts will respond to some questions regarding the organization strategic objectives on a scale of 0 to 100. The second questionnaire used in statistical approach, the 30 experts will rate the extracted relationship from 0 to 50 to determine the relationship between the objectives. The third questionnaire, considers the previous data as the input for BORDA-OWA approach, 6 executive directors rate the objectives on a scale of 0 to 100 according to their expertise. Findings Based on the proposed methodology, 4 main steps were taken in this study. The extracted strategic objectives through fuzzy cognitive approach were categorized and the key relationships were discovered. The experts were asked to select the key relationships and to evaluate them. The proposed relationships were analyzed based on statistical tests and were all approved except for two relationships. Strategic map was drawn based on the confirmed relationships. Then, executive directors analyzed and ranked the strategic objectives of the plan. Because of the effects of the directors’ personal beliefs, these objectives were ranked differently by the executive directors. The results showed that improvement in the tire profitable income, improvement in tire and tube sale and development of foreign market were ranked highest by the directors. Regarding the effectiveness on strategic objectives, promoting bicycle and tire products, evolution and distinction in after-sale-services and promoting employees’ motivation were ranked the highest respectively. Regarding the effects by the strategic objectives, developing foreign market, increasing tire export rate, increasing product sale and developing national market and agricultural instruments were ranked the highest accordingly. Conclusion Based on the results of the study, some promotion projects such as “ formation of a market evaluator team” , “ formation of a research and development team” , “ optimizing production line” , “ reviewing the salary and payment system” and “ formation of suggestion centers” were proposed to the company managers. The main focus of the managers might be toward developing foreign market and increasing export rate, developing local market and agricultural instruments and improving product sales. In fact, the results indicate that developing local and foreign markets are the most important objectives and there is a strong need to “ market evaluation” and “ research and development” teams. The proposed methodology offers the managers a comprehensive and accurate idea in order to make decision on the executive priorities within their organization.

Abstract: 

Organizations are basically established to accomplish their goals and the degree of their success is substantially related to the performance of their employees and the values they hold. To avoid subjective assessments, along with considering ethical measures, a precise objective performance appraisal is necessary. Considering skill as an acquired ability which results in performing a job in minimum time and energy, this research concentrates on five particular skills. Organizing, leading, inter-personal, human, and evaluation skills are the five skills in question. Then, the influencing elements identified as the fifteen factors derived from these skills. The fifteen factors then were prioritized by AHP technique. Therefore, sequence priority of the five skills and their impact on performance was specified by linear assignment technique–known as Barda method. Later, the final weight or impact rate of each is identified by AHP method. Finally, leading skills were identified as the main factor influencing performance of employees.

Abstract: 

Mine and deposit are the one of the major part of economic fundamentals in any country. Sistan and Bloochestan located in the south-east of Iran has the noticeable and mineable deposited. Chromite's reserve is the considerable potential for development in this province.By attention to the reserve of Chromite in Sistan and Beloochestan province Manufacturing and running a mineral processing plant for Chromite is necessary. This research is carried out for Site selection of Mineral processing plant for Chromite in Sistan and Beloochestan province.The research method in this article is practical by looking to aims and surveying based on the data collection methods. The research were carried out by using of Groups AHP and SAW methods and BORDA combined method. By helping of fifteen members of university and industrial expert in mining technology, also by data collection of government offices, For selected the best selection eight criteria were investigated after nomination the suitable selection.Zahedan was selected by Groups AHP and SAW methods. It is using of the multiplied Borda method for the better judgment and multiplied these methods. Finally Zahedan was recognized as the best place for manufacturing and running a mineral processing plant for Chromite.

Abstract: 

Decision-making for medicines to be accepted in Iran’s public health insurance reimbursement list is a complex process and involves factors, which should be considered in applying a coverage for medicine costs. These processes and factors are not wholly assessed, while assessment of these factors is an essential need for getting a transparent and evidence based approach toward medicine reimbursement in Iran.This paper aims to show an evidence-based approach toward medicine selection criteria to inform the medical reimbursement decision makers in Iranian health insurance organizations. To explore an adaptable decision-making framework while incorporating a method called “Borda” in medicine reimbursement assessment, we used the help of an expert group including decision makers and clinical researchers who are also policy makers to appraise the five chief criteria that have three sub criteria (Precision, Interpretability, and Cost). Also software “Mathlab” 7, “SPSS” 17 and Excel 2007 were used in this study.“Borda” estimates the amount of perceived values from different criteria and creates a range from one to five while providing a comprehensive measurement of a large spectrum of criteria. Participants reported that the framework provided an efficient approach to systematic consideration in a pragmatic format consisting of many parts to guide decision-makings, including criteria and value (a model with the core of Borda) and evidences (medicine reimbursement based on criteria).The most important criterion for medicine acceptance in health insurance companies, in Iran, is the «life-threatening» factor and «evidence quality» is accounted as the fifth important factor. This pilot study showed the usefulness of incorporating Borda in medicine reimbursement decisions to support a transparent and systematic appraisal of health insurance companies› deeds. Further research is needed to advance Borda-based approaches that are effective on health insurance decision making.

Abstract: 

In this paper, firstly, the current methodologies of planning and production control will be studied in Pull and Hybrid Systems and then by using Multi Attribute Decision Making methods, the authors try to select the best way to plan and control the production line of L90 (Tondar) after ranking them. To do this, initially, from the point of view of the experts, the most important scales are identified and selected via Delphi Method, then the importance of these scales will be prioritized by group AHP Method and finally, Borda Group Decision making method pays attention to the methodologies available and determines the ranking of them.
