Abstract: 

The emergence of new general issues and their complexity, has created new areas of thought called good policymaking. In this study based on a mixed consecutive explorational research, and through the feasibility study of applications of good policy making in the executive branch and by using interviews with the cabinet ministers of 10th and 11th Iranian governments, the facilitating inter-organizational conditions and contextual national conditions in good policymaking were investigated. Inter-organizational conditions of executive branch were classified in three categories of “organizational capacity”, “extra role behaviors capacity” and” managerial capacity”. Also, contextual national conditions identified and named in five categories of “international situation”, “political”, “cultural”, “economic”, and “technological” conditions. The interviewees believed that the macro national conditions and micro conditions of government ministries can bring forecasting, outward looking, inclusiveness, evidence orientation, inseparability and innovation in the policy making process. In the quantitative phase, the structural-path and measurement models of the impact of micro and macro variables on good policy making tested through the software AMOS graph 18, which represents a fitness of model.

Abstract: 

Although public policy analysis is essential for public policy systems, the lack of public policy analysis is one of the most important problems of public policy making system in Iran. Thus, this research implemented to achieve a model for analyzing public policies, using multiple grounded theory method, to create theories and models compatible with the country`s conditions. For this purpose, public policy analysis model designed in Iran, based on deep interviews with 40 public policy makers. This model contains 3 main dimensions: “Formulation analysis”, “Implementation analysis” and “Evaluation analysis” that each of them shows the components and elements of public policy analysis.

Abstract: 

eader`s integrity is a critical factor for the success of the leadership and foundation of trust-building in the organization. The main objective of this study is to explore the nature and antecedents of leader`s integrity in public organizations. With applying theme analysis method for this purpose, deep interviews conducted. First, relying on existing literature, the nature of the phenomenon was specified. Then interview data were coded and the relationship between categories and themes were discovered as an "antecedents of Leader integrity". This model contains individual factors: managers' personality traits (self-esteem, commitment and responsibility, Machiavellianism), moral intelligence and managerial moderator factors (job characteristics and managerial skill and ability) and organizational moderator factors: (moral role models, expectations of management, transparency of policies, laws and practices and whistleblowers activities within the organization).

Abstract: 

Current study is a meta-analysis of the conducted knowledge management (KM) researches in Iran`s public organizations during the period of last 10 years. In this research, it is attempted to achieve a comprehensive picture of the studies in this field of research in the national level through investigation of the previous researches and based on that, to attract the attention of the researchers on the neglected fields and eventually help the development of this concept in the country. The statistical population of this study includes 87 scientific research papers which has been published during the period of 2006-2015. Among these studies, a sample of 69 papers were chosen as statistical sample and after thorough investigation of these articles, the findings showed that most of the researches were focused on organizational culture and organizational structure in knowledge management projects in the governmental organizations and the least studies focused on intellectual property and technical infrastructures. Finally, some suggestions were offered for correction for the study process in this field.

Abstract: 

Having the capacity of adaptability is one of the affecting factors of modern organizations success in response to changing customer demands and environment changes. The aim of this research is to investigate the relationship between self-efficiency and organizational capacity of adaptability. Statistical population of this research, conducted in 2015 in Ahwaz, includes all the faculty members of Shahid Chamran, Medical Science and Payam-e-Noor universities. Using stratified random sampling, 313 samples were selected from the population. The method of the research is canonical correlation. For collecting the data, the standard questionnaires “Susman and Streakman Adaptability Capacity” and “Riggs and Knight Self - efficacy” were used. For analyzing the data of the research, Canonical correlation method was used. The results showed that except the individual self-efficiency beliefs, all the components of self-efficiency are in relation with the organizational capacity and self-efficiency explains 37% of organizational adaptability changes.

Abstract: 

According to Article 55 of Islamic Republic of Iran`s constitution, preparing "the budget settlement report" by the Supreme Audit Court in order to enforce the monitoring and control of the financial activities of the government is essential.. Studies have shown that during the 105 years of legal budgeting in Iran, the executive branch has not been able to prepare the settlement of budget bill on time to offer to the supreme audit court the legislative branch. In this study, we are going to identify the codification problems of the budget settlement report. This study, using semi-structured interviews, contents analysis by specialists and experts in the field of accounting and budgeting in Iran. Many factors, respectively, related to the budget bill and the law of budgeting; executive issues, the concept of settlement funds; regulatory issues; governmental accounting problems; problems in the Court, challenges and behavioral and environmental concepts and issues are research and expertise.

Abstract: 

Keeping and retaining of professional staff in organizations and increase their performance have always been the concern of many organizations and companies in competitive situation. Achievement of these objectives, depends on many factors such as perceiving organization and supervisor supports by the staff. In this research, the effect of perceived organizational and supervisor support on organizational commitment and individual performance will be investigated. For this purpose, a sample gathered through statistical census of Itrac Company with 260 employees, were studies. The method of analysis of the collected data was correlation and regression (step by step) with SPSS software, the results showed that the perceived organizational and supervisor support have positive and significant impact on affective and normative dimensions of organizational commitments and has positive impact on both the task and contextual performance, and there’s not a meaningful positive relationship only between perceived organizational and supervisor support with continued commitment.
