Empowerment is nowadays considered as one of the useful tools to promote employees' quality and increase organizational effectiveness. To achieve success in today's ever-changing working environment, organizations need employees' knowledge, views, and creativity. Having defined Empowerment and its goals, the article examines employees' views on how to increase employees' working empowerment through in-service training. The research method is descriptive and its type is survey. The stratified sample includes 103 participants from the employees of the Islamic Azad University in Mazandaran. The data-collection device is a closed ended questionnaire using Likert scale, and one-way t-test and analysis of variance (ANOVA) are used to analyze the data. The results have shown that in-service training courses are really effective on employees' performance, job satisfaction, required preparation to do their duties, and on improving working skills. The findings also suggest that there is a significant difference between the effectiveness averages of the two groups of men and women, and also the results by one-way t-test show that a significant difference exists among the three groups having 5-10, 10-15 and above 15 years of service background.

The aim of this paper is to analyze the technology dimensions and identify the problems of technology transfer in diesel manufacturing industries in order to achieve possible solutions.The survey method is applied descriptive. Field and library studies have been used for data collection. The data have been analyzed through the use of SPSS software and by applying T-test and Kruskal-Wallis test.The results show that the hypotheses about hardware, info ware and human ware have been confirmed, but the variable of organ ware hasn't been confirmed. Moreover, a meaningful relationship hasn't been approved between experience, education and age variables with the replier's viewpoint.

The present article primarily provides an effective model for optimum performance of the Islamic councils of cities according to fuzzy theory. In this dissertation, the Islamic councils of cities have been supposed as an open organizational system which has four main activities as follows: intra-organizational, inter-organizational, extra organizational and individual activities.In fact, the proposed model is an optimized proportion of these activities which maximizes the satisfaction of council beneficiaries (clients as direct recipients of services and society as indirect receiver of services). (Of course the 4th activity has been assumed as the research limitation, so it has not been studied).In the proposed Model, at first a fuzzy system has been offered for acquiring the favorable satisfaction of council beneficiaries (outputs) on the basis of the types of activities and their combination (inputs); then different types of city Islamic councils' functions have been considered using different tools for gathering the information of Tabriz Islamic Council according to the available theoretical framework and conforming to diverse activities mentioned before have been estimated in the form of the rate of concentration upon activities and satisfaction of clients of the councils.At the end of the present dissertation, on the basis of the optimized model and the real function of the council, the gap between available and ideal situation has been figured out, and finally, suitable suggestions have been offered for the improvement of the existing conditions.

The aim of this article is to investigate the reasons for unapplication of value analysis and pure thinking in auto-part manufacturing companies in small industries and industrial towns in East Azerbaijan and to determine the intra-organizational and extraorganizational factors.The statistical population consists of managers and experts of 120 automobile parts companies in East-Azerbaijan industrial towns. They are familiar with primary management theories. By using the formula for the determination of sample volume, 45 persons were selected randomly as the statistical population sample. Then; the data were collected by the compiled questionnaires.The level of the mentioned theories application by each member was determined by the one-sample sign test. According to the test, the members of the statistical population who had applied these theories were omitted. The questionnaires were distributed and the data were collected and categorized and the effective factors were determined by parto graph.Finally, the extra-organizational and intra-organizational factors were calculated using the ratio and share estimate theory.

In this paper a fuzzy-based approach for selecting a suitable organizational structure is introduced. The model is developed according to contingency approach. To do so, five stages are considered. In the first stage, a fuzzy system whose inputs are contextual dimensions is presented. These dimensions are technology, strategy, Environmental uncertainty, and Organization size. This system's outputs are the types of organizational structure. In the second stage, inputs and outputs are fuzzified. To do so, the triangular function is applied. Inference rules (inference engine) are developed in the third stage. The fourth stage is defuzzification stage. In the fifth stage the model is tested.

In this research, besides introducing both methods QFD&VE, their different benefits and aspects have been investigated by studying the effect of cost as a main value engineering dimension and independent variable on QFD.The method of operation has been explained by a practical example and the required data have been collected by a questionnaire completed by the managers and specialists of the auto-part manufacturers of the province.This questionnaire's reliability (a=0.828) and validity were approved, and the hypothesis test was analyzed by t-test (comparison of pairs) in SPSS 15 software.The hypothesis test by SPSS15 software showed that all of the three hypotheses are accepted. So according to the gained numbers and meaningful difference between the states of (without using VE) and (by using VE) can conclude that the value engineering can be the cause of QFD method improvement.Finally, the advised method presented by a practical example and some suggestions for the planning of applying the above method were submitted.

Evaluating views and the conditions of central libraries was greatly helpful in attaining a coordinate management in the book and magazine purchase in some central libraries of Islamic Azad University to create an on-line purchase network.The enterprise is also indebted to the questionnaires that produced effective information in network efficiency and its acceptance.The survey suggests that 72.5% of the central libraries have between 1 to 5 people of manpower and the rest of them have more than 6 people of manpower. Lots of financial security is appropriated for annual purchase of resources.In addition, there exist computer equipment 100% and printers (88.7%).Of course, the availability of other equipment is not equal in all universities. The percentage of 73.8 exists between the managers’ degrees and their interest in establishing the liberty studies network, but the relation between the managers’ degrees and establishing the purchase network was not confirmed. It was also confirmed that the network had great impaction handling the book purchase and e-notes communications and finally in optimizing the library space .With respect to the space scarcity of 60% the management of book purchase is deemed necessary.In general, the minor factors connected to the network were detected and analyzed, and the major elements related to the research hypotheses e.g. equipment, manpower, budget, and the space were in coordination with our positive views. Therefore, the creation of a purchase network is effective in the management of resources, economic use of the equipment and its economy, the decrease of manpower, budget management, and the prevention of unnecessary purchase that increases the number of stock books.

The size and process of the stock price indices are among the most important factors affecting the decisions of the investors in the financial markets. In order to predict the market, different techniques have been used, the most common of which are regression methods and ARIMA models. However, these models have been unsuccessful in the practical prediction of some series.In the present research, in order to predict the total index of the stock, the Feed Forward Neural Network model with the law of back propagation was used in three networks with different input models, and the results of the model were compared to the result of multi –variable regression models and ARIMA models.The results indicated that the neural network method showed considerably fewer RMSE errors than RMSE errors in other methods, and that in Tehran stock market short – term prediction within a shorter interval is more suitable than long – term prediction within a longer interval.
