Abstract: 

Introduction: the current urban management is not only limited to items such as planning, services, management, culture, local, construction projects, and not. The orientation activities, and urban perspective of the city in order to achieve the quality of life of fits and urban sustainable development is necessary, all the way up it is essential The aim of this study was to assess the quality of life in the city, with an emphasis on the performance of urban management. research method: Research method type-analytical-survey-based questionnaire is the statistical population of the study includes the population of the city of Islamabad West, according to the census in 1390 the number 94699 people are in order to determine the number of samples benefiting from the Cochran formula, the number of 382 people for random sampling class have been selected. In order to analyze the data resulting from the operation field from the two methods, descriptive statistics and inferential statistics (methods, path analysis with the software Amos) have been used. Findings: The results indicate that financial resources have the greatest impact on the performance of urban management. Also, the coefficient of performance impact of urban management on the economic dimension 0. 36, on the social dimension of 0. 29, on the day of the formation, 0. 44, and on the day, environmental, 0. 51. The performance of urban management on their quality of life (dimensions, economic, social, physical and environmental) 0. 25 impact. And due to the amount of significant level of total assumptions (p) from the 05/0 less, and the amount of criticaln (cr), more of the acceptable range, i. e. 96/1. Conclusion: it can be claimed that all of the assumptions, research, confirming it and finally the most important component of affect urban management in increasing the quality of life in the city, the dimensions of the environment, physical and economic.

Abstract: 

Introduction and Objective: Natural hazards, due to their intense and short-period impact on urban communities and districts, have become a main concern for urban planners and managers in recent years. Therefore, social empowerment of the residents will play an effective role in reducing [natural hazards'] dangers Method: The method used in this survey is theme analysis and it has been done by taking semi-structured interviews using non-probability sampling (snowball) method Findings: The factors identified in this survey, each of them can have an effect on social sustainability and increase its level, are as follows: social security, raising [people’ s] awareness and knowledge through education, social belonging, social contribution, social capital, religious beliefs, social support. Conclusion: A city resilient and resilient to urban disasters that its inhabitants, based on their capacities and resources, participate in city decisions and plans in coherence with city executives and municipalities. It is a city whose risks have been identified, and the planning and appropriate measures for Protection and protection of people's lives and property, cultural heritage and social capital. It is a city that is able to organize its affairs in the foreground, during and after the crisis, to allocate the necessary resources and at all levels of citizen's awareness to reduce urban hazards. By strengthening communication between people and institutions, promoting popular participation in urban planning and urban planning and crisis management and urban management plans, training, creating and maintaining social security, social capital perceived by the public in promoting and increasing the amount of fluctuation The social value of the studied neighborhoods plays an important role.

Abstract: 

Introduction and aim of research: the aims of this paper are the assessment of Isfahan educational secondary district schools in resistance process (resilient and flexible) on probable disaster and having main managerial indicator in planning and management of disaster and Population Emergency Evacuation. Research method: research method in the paper is Field work and analysis. Classification, computing and charting in SPSS and by mathematical formula after the survey of statistical society and collecting data from field on five months. Finally, the analysis of data has been written and maps were prepared by Arc GIS. Results: Reviewed schools are not in suitable situation due to the fundamental indicators and therefore are very vulnerable in disaster event. In ten fundamental indicators, only population distribution and heating systems are appropriate and the eight indicators are not appropriate. Among the 121 schools, just 33 schools have management standards and 109 schools have nothing standards. Even management standards of 33 schools have not enough rates. In ten management indicators, the benefit rates of seven indicators are medium, inappropriate and critical. Conclusions: Results of research show that resilience of school in Isfahan educational secondary districts due to fundamental indicators is low. On the other hand, benefit rates of management indicators is also weak and this weakness has severely damaged them in potential disasters. Eventually, the situation of schools in statistical society is inappropriate, vulnerable and critical due to integrated indicator (two fundamental and management indicators).

Abstract: 

Introduction & Objective: For the successful management of the metropolitan area, you cannot use separate management and part-based guides. If any of the elements of city management, according to their area of authority for the city, will look at the city from a small perspective. The inconsistency of decisions in the large dimension will cause many problems that could be part of the current issues as a result of this disparity and the lack of integration of city management. This research has been carried out to investigate the solutions for implementing integrated urban management in Tehran municipality. Methodology: This research was based on the applied objective and based on descriptive-survey method. The statistical population consisted of the employees of the municipality staff and the data were collected by 932 questionnaires in a stratified sampling from the community and analyzed using SPSS software. Results: Knowledge and information, education and popular participation and citizens and public environmental management were effective in the implementation of integrated urban management in the municipality of Ray Town. Attitudes toward the implementation of integrated urban management solutions among male and female respondents, single and married, different levels of education and between different ages are the same and the situation as well as marital sex do not affect it. Conclusion: The results of this study showed that Tehran has to go a long way in reaching the integrated urban management indicators, and it requires coordination between all organizations involved in integrated urban management.

Abstract: 

Introduction and purpose of research: The performance and duties of the mayor may vary widely based on the different conditions. The procedure of electing mayor is a crucial factor in the performance of mayor. In general, there are two main procedures for electing a mayor: direct election of mayor and indirect election. In Iran mayor is appointed indirectly by the city council. This model has caused different problems in city management in Iran. A comprehensive analysis of the procedure of electing mayor in Iran, comparing it to this procedure in other countries could be useful to make a decision about what could be the most appropriate procedure in Iran. In this research, the performance of the mayor in different countries has been compared, by doing a comprehensive study of countries, including their governmental system, partisan system (in macro level), and the statutory position of mayor (in micro level). Research Methodology: This research is a fundamental one, which includes a descriptive method by using qualitative comparative method in analyzing the countries. Interpretive method was used to analyze the interview data. Findings: The power of networking of the mayor is one of the factors that improve the efficiency of urban management. According to studies, direct election of the mayor makes the mayors have better interaction with government levels, therefore, the direct election of the mayor can play an important role in improving the networking and efficiency of mayors. In Iran, the mechanisms for monitoring and balancing between the council and the mayor are not clearly defined, therefore, because directly elected mayor gives mayors more power, the clarity of the laws to supervise the mayor by the council is important and sensitive. Conclusion: According to the findings of this study it could be said that direct election of the mayor can increase the efficiency, responsibility, coordinating and power of the mayor. Moreover, if along with that other changes would happen, such as competence and duty of the local government, procedure of discharging and appointing of mayor and his/her cabinet, clarity of rules about checking and controlling of mayor by the council, elimination of unstable incomes from the budget of municipality, and elimination of distinct structure of managing city, could proliferate the performance of the urban management system and mayor.

Abstract: 

The goal of the concept of competitiveness is somewhat specific and is overcome to other competitors. Due to the contemporary phenomena of globalization and information and communication, the importance of paying attention to the issue of urban competitiveness is evident. Competitiveness has different components. The purpose of the present research is to focus on the spatial components of urban competitiveness in order to provide it to urban managers. After determining the hypotheses using the structural equation model, with the partial least squares approach, the fitting of the model is performed by Smart PLS software to realization the hypotheses. To analyze the collected data from 110 people as a statistical population, descriptive statistics and then inferential statistics are presented first. The whole research hypothesis is confirmed. Also, research theory is: Urban competitiveness can be enhanced with people's participation and information and communication technology.

Abstract: 

Introduction and Purpose: The citizens’ satisfaction with the services provided by Islamic City Councils and municipalities indicate the comprehensive development of urban affairs as well managers’ effectiveness and efficiency. Undoubtedly, in order to extract the citizens’ satisfaction, different aspects of the performance conducted by the Islamic City Council and Municipality need to be investigated and measured. The present study aims at investigating the citizens’ satisfaction with the performance of the Islamic Council and Municipality of Saghez in terms of different performance aspects at the end of the fourth period of the Islamic Council. Method: The method applied in the present study is a mixed one (survey and descriptive-analytical). The data collection tool was a questionnaire including 55 questions covering three aspects: a. the Islamic Council, urban services and public affairs; b. civil engineering and urban development sectors; c. cultural and social affairs. The statistical population of the present study includes all citizens older than 15 years old. Through applying Cochran’ s sample size formula, the sample size of the statistical population was measured to be 381 individuals. The viewpoints of 30 experts on civil engineering and urban development were used for determining the validity of the questionnaire. Moreover, given the Cronbach’ s alpha of 0. 972, the reliability of the research tool was confirmed as well. Findings: In comparison to the other two aspects, the citizens’ satisfaction with the performance of the Islamic Council and Municipality was appropriate in terms of the urban services. However, the citizens had the least satisfaction with the cultural services and affairs. Conclusion: The findings of the present study indicated that the citizens’ overall satisfaction with the performance of the Islamic Council (fourth period) and Municipality was at a lower average level. Furthermore, the citizens’ satisfaction was above average for 12 aspects of the performance aspects and their satisfaction was at a lower average level in terms of 38 aspects of the performance.
