Experience of many developing countries including our country shows that the shortcomings of public management focused on the development plan has been challenged (intellectual guidance, 1384). Many experts also because of the failure development projects, inattention to the involved states and ignoring local communities, projects and programs they know about (Kazemi, 1386). Therefore, participatory approaches and implementation plans with local communities to accept the role of subjectivity in the development plans, the responsibility to create change in the environment, away from the external elements and the implementation of the reform depended on the activity and have internal elements (intellectual guidance, 1384). The aim of this study two participatory development projects, among tribal and rural communities through the study: 1- intellectual foundations and goals2- participatory approaches used in the popular participation3- How to organize local associations4- having power to organizations in the management of its affairs5- Groups attitude and impact on programs and policies6- Analysis «SWOT» projects, achievements and lessons learned from them and7- Provide suggestions and solutions for application management model of participatory development planning in local communities.Research using descriptive research method and case studies with the underlying library and documents collected in the field survey and two case study separately with three groups under Anham goal is: 1- local communities (rural and tribal) 2- Department of State, and 3- non-governmental groups. In research interviews, field studies using a questionnaire designed to open, perform extraction and findings, conclude and is analyzed. Finally two fully Comparative Case Study has analyzed. Research studies therefore, provide suggestions and solutions summary of participatory management is the application process. The main headings of suggestions are: 1- Social Cohesion 2- Capacity building and empowerment 3- Changes in laws and regulations (management structure), 4- Changes in laws and regulations (financial administration) 5- roles and responsibilities, 6- Tips Key in the application of participatory management, and 7- is ethics.
