Experience of many developing countries including our country shows that the shortcomings of public management focused on the development plan has been challenged (intellectual guidance, 1384). Many experts also because of the failure development projects, inattention to the involved states and ignoring local communities, projects and programs they know about (Kazemi, 1386). Therefore, participatory approaches and implementation plans with local communities to accept the role of subjectivity in the development plans, the responsibility to create change in the environment, away from the external elements and the implementation of the reform depended on the activity and have internal elements (intellectual guidance, 1384). The aim of this study two participatory development projects, among tribal and rural communities through the study: 1- intellectual foundations and goals2- participatory approaches used in the popular participation3- How to organize local associations4- having power to organizations in the management of its affairs5- Groups attitude and impact on programs and policies6- Analysis «SWOT» projects, achievements and lessons learned from them and7- Provide suggestions and solutions for application management model of participatory development planning in local communities.Research using descriptive research method and case studies with the underlying library and documents collected in the field survey and two case study separately with three groups under Anham goal is: 1- local communities (rural and tribal) 2- Department of State, and 3- non-governmental groups. In research interviews, field studies using a questionnaire designed to open, perform extraction and findings, conclude and is analyzed. Finally two fully Comparative Case Study has analyzed. Research studies therefore, provide suggestions and solutions summary of participatory management is the application process. The main headings of suggestions are: 1- Social Cohesion 2- Capacity building and empowerment 3- Changes in laws and regulations (management structure), 4- Changes in laws and regulations (financial administration) 5- roles and responsibilities, 6- Tips Key in the application of participatory management, and 7- is ethics.

Given that the Hormozgan province in the arid and semi arid climates have been designing green space using rain water intake levels in the province, especially the road route of Bandar Abbas-Minab Prtrdd because of this road and the expansion of green space to prevent air pollution and prevent fatigue crash drivers, and creating, with drought tolerant native plants to save water is considered a crucial matter that is required in all development projects considered. These areas primarily in the design of plants that can be used with a capacity of environment to continue their life. Jump to the nature and use of genetic resources it can respond in an appropriate and proportionate to this. Because nature itself changes passer plants to introduce to us that their life conditions, including resistance to drought conditions has been implemented. In this paper, a total of 30 plant species with regard to heat and dry weather, salt and alkali soil, low water holding capacity, inappropriate soil texture and soil erodibility along the road of Bandar Abbas-Minab with two criteria in order to make resistant to drought and Having landscape in different seasons were identified and introduced. These plants need irrigation for their durability and not having a specific body of waste water to prevent.

The main objectives of applied geography provide logical paths in utilization of natural resources and humans and human society is a desirable development applied geography is a discipline between science and the highest correlation with the logistics planning to land. The majority of land preparation in science findings are used in this direction with this view applied geography relation system with attitude between science and comprehensive planning studies, preparation of land is with this view this paper explain land logistics project, the role of geography in determining the practical approach and theoretical framework and model, research methods and analysis in various stages of planning studies and land preparation is presented.

This thesis is done by the researcher under the title of Organizational Diagnosis on basis of the Customer's aspect in the Radiator Iran Company in order to identify, analysis and submit the necessary improvement actions at the year 2009. This research is consists of the two main–quantitative and complementary qualitative parts.In the quantitative part, it is used the marketing mix philosophy in management in order to create Six hypothesis concerning the customer's attitude about the results of the company's performance. The customers attitude including all Companies as well as the Agents are gathered by using questioners after passing its reliability and then according to the data which are gathered, the hypothesis are tested by using Regression method.As the result, it is founded that there are acceptable relation between the Price and Quality in the Company's performance with the attitude of the customers. In the complementary qualitative part of this thesis and under the approch of creating canonical groups and qualitative analysis approach, the expert group was established in the company consisting of the Managers and some selected assistant managers, employees as well as some sales agent responsible men who used the results of the quantitative part of the research in organizational diagnosis. In this part, firstly the evidence of problems were distinguished in six fields of Effectiveness, Efficiency, Productivity, Innovation, Flexibility and Quality which cause the current performance of company in fields of Price and Quality among marketing mix and the main problem of these area was determined accordingly.Then the weaknesses in internal sections of the company which are considered as the main causes arising the aforesaid problem were distinguished and analyzed as well as the main threats from the environment which affects on them.

Drought of environmental events and climatic fluctuations are an integral part. This phenomenon of lack of rainfall conditions and temperature rise, which in any climatic condition may occur. Study attempts to evaluate the efficacy of some common climatic parameters in stations downstream basin is Karkheh. The index currently active systems are used worldwide and include: Standardized Precipitation Index 1 SPI, percent of normal precipitation and 2 PN 3 DRI reliable indicators that a period of statistical 30 year period (1386-1357) meteorological station in the basin downstream Karkheh have been compared. And spatial variation of drought in the study area in GIS environment was conducted and it was determined through the process. The results indicate that SPI lowest count, and in the worst drought in Abadan station (1368-1367) located in the south basin and station in Ahvaz (1378-1377) in South-East Basin is. Continuing drought and the most downstream station basin Karkheh to year 1369, 1377 and 1384 is the year almost all stations downstream basin Karkheh have suffered from drought. Drought conditions since 1377 after more stations in a mild drought consecutive repeats. Among the methods used, the SPI index, with high ability and capability and disadvantages and limitations better than the other methods was detected.

Features which make some straits internationally important and center of strategic–geopolitical attentions of regional and world powers in order to have perfect control on such straits or at least could dominate them, include two factors which one of them is economical-divided into two parts of energy and trade-and another one is martial factor. These factors have significant effects and issues on straits and study of strategies in order to optimize these effects and issues would make these straits as places for competition of powers. But importance of strategic straits has been changed during history and world political models have been changed by technological developments. Therefore, study of relation between power, policy and geography in important straits requires considering these straits in all aspects and also geopolitics of the world.Today, straits located in Indian Ocean, especially Malacca Strait play more geoeconomical role in the world. Therefore, increase of maritime trade and relevant strategic interests has made Indian Ocean and its strategic straits interesting and important to commercial countries and great powers of region and world. Their geographical area would be complicated arena of cooperation, competition and conflict of interest between world, regional, national and transnational powers. Each of these powers, depend on their strategies and adopted policies, tries to apply its power and influence to such straits.
