Abstract: 

The world of formulating training strategies and human resources along with the variety offered still requires special attention to disseminate native patterns tailored to different industries. Purposeful review and review of related definitions, frameworks, and models in order to provide a comprehensive and systematic model for designing HRM strategies. In this study, with a qualitative cross-sectional approach, which is one of a variety of meta-study methods, after first searching and finding relevant sources, with a critical evaluation method of 217 available sources, 141 sources were selected and identified for identifying themes. The result was qualitative data analysis, 32 basic themes, 17 constructive themes and 7 themes including "Strategic Insight and Analysis, Timely Decision Making, Strategic Culture and Leadership, Strategic Knowledge Management and Strategic Monitoring" presented in the form of HRM Was. Selected themes and themes differ from other similar models in terms of non linearity and how they identify strategies, which can allow for greater employee engagement, identification of realistic and applicable strategies, and alignment with the organization's macro orientations, and so on provided.

Abstract: 

The purpose of this study was to investigate the relationship between managers' quantum management skills and staff readiness for organizational change at faculties of Tehran University. The method of the research is the practical purpose and data collection, descriptive from correlation type. The statistic population consisted of all staff of the faculties of the University of Tehran in the year 1396 – 97. According to the latest statistics, there are 1419. 302 peoples were selected. Sampling method in this study is a proportional volume sampling method. To collect data, a researcher-made quantum management skills questionnaire and a staff readiness questionnaire for organizational change, Crigel and Brandt (1997) have been used. To determine the validity of the questionnaire, content validity were used. The reliability of the questionnaire was also evaluated using Cronbach's alpha coefficient (0. 92) quantum skills and staff readiness for organizational change of (0. 88). The findings showed: 1) The status of all components of quantum skills of managers, in addition to the quantum computing component that is at the average of the hypothesized mean of research, is in all dimensions above the hypothesized mean of research. 2) The condition of staff readiness for organizational change is above the hypothetical average of the research, except for the components of optimism, risk and compatibility that have no significant difference with the hypothesized mean of research. 3) There is a positive and significant relationship between managerial quantum management skills and employee readiness for organizational change (r = 0. 64, P≤ 0. 01).

Abstract: 

The emergence of entrepreneurial university is the result of inner development of university, impact of external factors on university, and increasing importance of knowledge and innovation in society. This study aimed Identifying and ranking the Barriers to Entrepreneurial University Ecosystem Development in Iran. This was a based on the sequential exploratory mixed method and in two sections of qualitative and quantitative. In qualitative section used grounded theory method and in quantitative approach researchers used correlational method. The population consisted of and professors, managers of entrepreneurship centers, growth and science and technology parks, industry department authorities, and PhD candidates in Tehran, Beheshti and Allameh Tabatabei University. Using purposeful sampling method. Using purposeful sampling method, 20 people were selected as key informants. The data were collected through and semi-structured interview. two methods including reviewing accountable validity and external were used to obtain validity and reliability of data. The data were analyzed by open, axial, and selective coding. At initial stage, 96 conceptual propositions were obtained; in second stage, they were classified in 26 categories. At axial coding stage, 6 key items were counted. Financial, structural, research, administrative, communication, traditional education and organizational culture were approved using factor loading, extraction mean variance and high convergence validity (0. 4), z high coefficients (1. 96), coefficient of determination (R2) and goodness of fit (GoF= 0. 56).

In so doing, a qualitative design is used. In-depth Semi-structured interview was used to gather data from the informants. In addition, document analysis was conducted. To analyze data, free coding, axial coding and selective coding were used. The proposed meta-evaluation model was comprised of three primary constructs, e. g. context of internal evaluation (cultural aspect, paradigm aspect, structural aspect, and quality aspect), content of internal evaluation (model, goals, and indicators), and execution of internal evaluation (pre-execution, while execution, and post-execution). Finally, necessary steps are presented to approach meta-evaluation.

Abstract: 

Professional training of Naval Armed conflicts Laws to naval force in peacetime is a basic precondition for proper conduct in armed conflict and a means of repairing victims' lives, rescuing humanity and conducting a legitimate war. Training Naval Armed Conflict Laws to the Navy as one of the fundamental goals that not only promotes and reinforces the rights of the armed forces but also contributes to the security and protection of the territorial integrity of the Islamic Republic of Iran in the light of the respect to rouls of international armed conflicts laws. The purpose of this article is to explain the necessity of training the rules of Naval Armed conflict Laws in the light of international and domestic documents to the armed forces, and in particular to the strategic navy of the Islamic Republic of Iran Army. Therefore, the author of this article explains the necessity of training the rules of Naval Armed conflicts Laws in the strategic navy of the Islamic Republic of Iran Army in order to familiarize the Navy personnel with the rules of armed conflicts laws, and to provide guidelines and suggestions for promoting and developing these rules, at the level of the Armed Forces and the Navy. In this regard, this research is applied-developmental and the present research method is analytical-descriptive. And the method of data collection is library-documentary method.

Abstract: 

هدف اصلی این مقاله تبیین اقلام دانش مورد نیاز برای به اشتراک گذاری دانش اساتید و همینطور ارزیابی وضعیت به اشتراک گذاری دانش در دانشگاه های آزاد اسلامی واحد تهران شمال و واحد علوم وتحقیقات است. روش تحقیق از نوع آمیخته می باشد. مرحله اول تحقیق کیفی از طریق 44 مصاحبه نیمه ساختاریافته انجام شده و اقلام به اشتراک گذاری دانش استخراج، کدگذاری و با پیشینه تحقیق تطبیق شده اند. سپس در مرحله تحقیق کمی بر اساس نتایج مرحله قبل، پرسشنامه محقق ساخته تنظیم و اعتباریابی شده و نتایج برای یک نمونه شامل 221عضو هیئت علمی با روش های تی-تک نمونه ای، آزمون زوجی ویلکاکسون و تحلیل عاملی تاییدی تحلیل شده است. دستاورد این تحقیق شامل 49 شاخص به اشتراک گذاری دانش در سه حوزه آموزشی، پژوهشی و اداری و تلخیص آنها به 4 عامل آموزشی و 3 عامل پژوهشی می باشد. همینطورارزیابی و رتبه بندی وضعیت به اشتراک گذاری اقلام دانشی، اهمیت آنها و بررسی شکاف بین وضعیت موجود ومطلوب به اشتراک گذاری دانش انجام شده است.

Abstract: 

Maritime delimitation disputes arise when conflicts of jurisdiction between two or more coastal states interfere. Thus, given the importance of marine areas mentioned various aspects of strategic, political, social, cultural and especially economic as well as bond issues of maritime delimitation with national interests and security of the states, have made the coastal state to claim a greater share of marine areas. but the main challenges are not only about international rules about maritime delimitation also about the nature and characteristics of these disputes. The diversity, the magnitude of the characteristics and the multiplicity of maritime delimitation issues, especially regarding the geographic features of the coasts, require a special need for the resolution of such disputes. In this research, it is attempted to educate the definition of international arbitration tribunals regarding disputes relating to the delimitation of maritime boundaries and the characteristics of these tribunals, as well as the training of concepts related to the delimitation of maritime boundaries, describing how they function in these cases and how developments are taking place in this field.

Abstract: 

In this study, the civil responcble of the shipmaster, hereafter master, in Iranian maritime law, Hague convention, and Rotrdom convention are studed and compared. Althou, Iran approved its maritme law in full compliance with Hague Treaty, hence, it never joined subsequent maritime treaties, such as The HagueWiesbad, Hamburg and Rotterdam. Since the master is one of the maritime carrier brokers, any responsibility that he has is also transferred to the maritime carrier. There is a difference of view on the basis of the responsibility of the maritime carrier (and consequently, in many cases, the master) in the Hague Treaty; some find it to be faultbased and the others to liability. The second group's point of view is emphasized in this study. One of the highlights of current study is that Iranian maritime law, derived from Hague regulations, provides masters to be exempt unconventionally from some of his responsibilities, while In the Rotterdam Convention, by limiting the exemptions of the maritime carrier and clarifying the scope of his responsibilities, the rights of consignors are more complied with in the context of today's technical facts.
