In so doing, a qualitative design is used. In-depth Semi-structured interview was used to gather data from the informants. In addition, document analysis was conducted. To analyze data, free coding, axial coding and selective coding were used. The proposed meta-evaluation model was comprised of three primary constructs, e. g. context of internal evaluation (cultural aspect, paradigm aspect, structural aspect, and quality aspect), content of internal evaluation (model, goals, and indicators), and execution of internal evaluation (pre-execution, while execution, and post-execution). Finally, necessary steps are presented to approach meta-evaluation.
