Abstract: 

This paper aims to review the changes over time in the field of organization of resources to determine if the movement and progress of knowledge organization are based on/ or influenced by scientific and philosophical paradigms. These changes have been analyzed from the paradigmatic perspective toward the organization of information and knowledge organization. The method of this research is a historical overview. The review has been carried out in various texts based on Thomas Cohen’ s theory. Findings show that knowledge organization movement is based on developing philosophical approaches. Also advancements in information technology have been affected by forming ontological vision of knowledge organization. Results show that knowledge organization has a paradigmatic movement. Paradigms based on philosophical approaches such as pragmatism and experientialism have greatly influenced the knowledge organization. These changes in philosophical approaches, along with the changes in the technologies used in organizing knowledge, have created paradigms in the organization of resources. The tendency to organize knowledge in the twenty-first century is the result of changing the paradigm in this area.

Abstract: 

Today, data, information and knowledge are very important assets for organizations and the effective management of knowledge is considered a way to gain and sustain a competitive advantage in a highly dynamic environment of the organizations. With the growth of information and communication technologies, cloud computing and Web 2. 0, as new phenomena, recommend helpful solutions in the field of knowledge management. In this article, we introduce and review various models of the cloud-based knowledge management systems at first, and then we present a framework for knowledge management system in the cloudcomputing environment. The proposed framework consists of seven main components. To compare to the other reviewed models, in this framework, additionally, we used the numerous benefits of cloud computing such as reducing the cost of hardware and software, flexibility, accessibility at any time and place, collaboration, etc. where we tried to concerning the great capability of cloud computing for gathering knowledge and providing business intelligence infrastructure.

Abstract: 

This paper provides a framework to clarify the competencies of the Chief Knowledge Officer in organizations. For this purpose, meta-synthesis methodology was adopted. From 161 sources founded in meta-synthesis process, 15 articles were consistent with accepted standards. As a result of combining the findings, 60 codes and five main concepts (specialization in knowledge management, mastery of business knowledge, interpersonal skills, managerial skills and personal characteristics) and two themes (technical and social) were identified. Shannon Entropy Analysis showed that managerial competencies and awareness about technologies of knowledge management are the most important factors. Organizations can benefit from the results of this study to recruit a chief knowledge officer. No article was found by the researchers having research integrity and methodology. Therefore, this paper has innovation.

Abstract: 

One of the main challenges of knowledge management in today’ s knowledge-based economy is encouraging people to share their knowledge. Knowledge-based structures due to the pressing need for participation and trust-based approach should be pursued, because creating and sharing knowledge requires a high level of confidence and optimism in the relations between members of the organization together. It is considered especially in information and communication technologybased organizations, because they are largely composed of groups that their ultimate goal is the successful implementation of information systems projects. This study aimed to investigate the relationship of trust and dependence among individuals in the successful sharing of information across the organization. A survey implemented to examines the opinions of experts and managers of Information and Communication Technology Organization of Shiraz Municipality. After data collection and preparation, conceptual research model analyzed by structural equation modeling. The results show that communication between members has positive and significant impact on the trust of information systems group. Also, it has found that the effect of knowledge sharing among members is meaningful on increasing performance of the department of information systems.

Abstract: 

The purpose of this study was to develop integrated experience management cycle as a basis for executing experience management in organizations. The method used in this study was qualitative and a type of meta-study known as meta-synthesis. In order to perform the research, after designing research questions, systematic search of researches was carried out based on relevant keywords from six internal databases and eleven external databases (from beginning to the end of April 2017) and 13 researches selected purposefully as sampling. By reviewing the researches, researchers identified seven stages, i. e.: experience activation, experience collection, experience engineering, experience maintaining, experience dissemination, experience perception and experience use which are respectively connected through seven processes, i. e.: evaluation, edition, storing, transfer, contextualization, adaption and update. Also, the stages and processes are surrounded by five components, i. e.: organizational culture, experience management technology, experience management strategy, experience management metric and experience management team. Based on these stages and processes, the integrated experience management cycle was developed and its reliability and validity approved. The results of this study can be used as a basis for planning of managers in execution of experience management in organizations.

Abstract: 

Service-oriented architecture is a kind of organizational architecture which uses services with the aim of simplification, and implementation of integration activities. Companies to survive in the dynamic environment need to strengthen their organizations through information systems. Service-oriented architecture is a way for the integration and effectiveness of the use of information systems and achieve organizational agility. In this paper after reviewing the literature and previous researches, variables that affect the implementation of service-oriented architecture and organizational agility are extracted. Afterwards, system dynamics approach was used for designing a model which indicates dynamics of service-oriented architecture and their contribution to organizational agility. The validity of the model was confirmed by evaluation methods in dynamics model by using VENSIM software. Finally, based on different scenarios of proposed variables, various scenarios designed and their implementations were simulated. The results showed increased investing to enhance system security, increased rate of return on investment influence on the implementation of service-oriented architecture and increasing the level of implementation of service-oriented architecture by dynamic mechanism increased accountability and organizational agility.

Abstract: 

In recent years, due to the development of information and communication technology and the approval of upstream researches in the country, such as the road map of government of Iran, attention to the concept of e-government at a higher level and the rule of electronics have attained a special place. For this purpose, realization of the relevant objectives, effective factors in the sustainable development of the country, improving the quality of service delivery and reducing related costs, increasing the transparency of processes and ultimately the development of democracy is counted. In this regard, in this article, based on the literature review and interviews with the experts, the components and indicators that influence the implementation of e-government in Iran is presented. To do this, after necessary examinations, 7 key components with 39 indicators were collected and a questionnaire was provided. The results of questionnaires and Confirmatory Factor Analysis performed using the LISREL software show the impact of components and indicators measured on the realization of e-government in the country and will lead to macro planning in the realization of e-government in the country.

Abstract: 

The objective of this research was to study the effect of information and communication technologies (ICT) on economic growth in member states of the D8. The research method was analysis-causal, with applicability aim. Also the fact and information about variables used in this study were extracted from WDI2015. Econometric tool used in this research was Eviews Software and the econometric method was panel data. Time domain of the research was 2008 to 2014 and spatial domain includes Iran, Indonesia, Bangladesh, Turkey, Pakistan, Malaysia, Egypt and Nigeria. The results of the research indicated that the coefficient for each of the variables in the model was consistent with the theoretical bases and statistically significant and information and communication technologies have significant positive impact on economic growth.

Abstract: 

Analyzing technologies relationships can provide insight into technological strategies and maximizing the profits. Patents are integral parts of intellectual property rights and include significant information about developed technologies. Due to the increasing amount of patents, data mining method is proposed for patent analysis. Thus, weighted association rules have been used for patent analysis; meanwhile unequal importance of patents and levels of technology have been considered in terms of technological impact and commercial importance. The aim of this study is to find a sustainable method for extracting technologies relationships based on patent analysis being independent of subjective knowledge of experts in a particular field of technology. To achieve this goal, a four-step process including data collection, structured database creation, data mining implementation, and technologies relationship identification/determination and their graphical representation are proposed. The proposed process has been implemented and evaluated within a case study.

Abstract: 

far, many indicators for evaluation of science, technology and innovation have been presented in various documents in Iran. Also, many indicators have been mentioned in the reports of international organizations. Selection and use of the indicators is difficult for policy makers and researchers because of the abundance and distribution of them in various domestic and international documents and reports. Therefore, access to these indicators through a single website with the ability to organize and online search can facilitate the users’ activities. Therfore, a website has been designed and developed for information resourses related to indicators for monitoring and evaluation of science, technology and innovation. The research method is mixed with the study of documents and system design. In the first step of this research, the data related to indicators, information resources and organization were gathered using the study of national and international documents. Then, in the second step, a website was designed and developed. This website provides an image of national and international organizations working in this field, and categorizes the evaluation indicators for researchers and policy makers. It introduces the key information resources related to indicators such as book, article, thesis, government report, national document, research project. The database of the website has simple and advanced search capabilities in both Persian and English among the indicators, uses the equivalent terms and provides links to global and national resources. Users can help to update and mature the database with offering new indicators and information resources. This website is valuable for policy makers and researchers because it makes the indicators, organizations, and information resources related to monitoring and evaluation of science, technology and innovation more visible and accessible.

Abstract: 

Increasing the speed and reducing the use of resources in data integration process have always been the goal of developers and researchers in the process of data integration. The purpose of this study is to provide a solution using metadata as well as web browsing to speed up the process, so as to improve resources such as memory. The proposed solution is implemented using the three-layer architecture approach, which includes business logic layers, software layer and data access layer. After implementing the proposed strategy, it was tested on 5000 database records in a case study (Shahsavand Tea Company). The solution presented in addition to a comparison with several similar cases has also been surveyed by experts. The results show that the proposed solution has been able to increase the data transfer speed and improve the use of memory resources in the given data volume. Also, according to the answers given to the questionnaire by experts, it was found that user-friendly software design has been able to facilitate the use of the tool for users.

Abstract: 

Information literacy and its competencies in workplace play a key role in evaluating workforce. However, information literacy models and its definitions cannot be generalized to different contexts. Designing library software by nature is a profession whose tasks are directly tied to information literacy and information technology competencies. In addition, human resource (software designer) is a crucial element of library software designing process. The aim of the present study is to investigate factors affecting information literacy needed by library software developers. The research population contains 15 experts in library software designing team including ‘ an operator’ , ‘ a system analyst’ , ‘ a supporter’ and ‘ a graphic artist’ that have rich and extensive knowledge of the field. The sampling method is snowball sampling and respondentdriven sampling. In terms of methodology, the present study fall into the category of qualitative research. To collect the data, semi-structured interviews has been used. After transcribing the interviews, their written versions were subject to qualitative content analysis. First, capabilities of each job were explained. Common capabilities of team members were then identified and categorized. These common capabilities include team working capability, informational flexibility, information technology (IT) knowledge, and librarianship knowledge. The findings indicate the main components of information literacy to be: consideration on information need, information search and access, information retrieval, methods of information evaluation, information organization and information dissemination. Moreover, the sub-components were identified for each factor separately.

Abstract: 

This research applied expertise retrieval model for finding expert authors, and used evaluation methods of information retrieval systems for measuring the performance of those models. Current research is an experimental one. Besides, a variety of methods including survey method has been used in the research process. Various models were developed for finding expert authors, all built on a known expertise retrieval model, called document-centered model. Voting models were used within these models, too. All models were implemented and evaluated on the test collection developed specially for this research. Results showed that citation-centered models outperformed authorshipcentered models in term of expert author finding task. In addition, there was no significant difference among retrieval performance of voting models. Individuals name occur in academic papers in two ways: either as author of paper or cited in the paper. Measuring retrieval performance of ER model considering kind of occurrence is our contribution in this research.

Abstract: 

The purpose of this study was to identify the language consistency between indexers, authors and taggers in the ERIC and Mendeley databases. This survey was conducted using content analysis methods and techniques to evaluate the language consistency between indexers, authors and taggers in the ERIC and Mendeley databases and also to determine common keywords. The sample for this study was comprised of top twenty journals in the field of Educational Research based on the Journal Citation Reports (JCR) of Web of Science, indexed in the ERIC database in 2014. Finally 499 articles published in the above-mentioned journals in 2014 were chosen as the sample base for the dataset. Note that only articles with author-supported keywords, indexed in the ERIC database and also tagged in the Mendeley database from January 2014 to August 2016 were eligible to be assessed. Descriptors assigned to the articles on the ERIC database and tags associated to the articles on the Mendeley database for the period from January 2014 to August 2016 were extracted. Also authorassigned keywords assigned to all 499 articles were collected. Finally we created a software based on object-oriented programming (OOP) in C++ to analyze the search results. Descriptive statistics and measures, and thesaural term comparison show that there are important differences in the context of keywords from the three groups. This study demonstrated that there were differences between the tagger, author and professional indexer views of the words used as tags, descriptors, or author-assigned keywords. The results showed that the consistency between the author-supported keywords and user tags of the 499 articles in the Mendeley was 15 percent; while the consistency between descriptors designated to the articles in the ERIC database and user tags associated to the articles on the Mendeley were three percent. On the other hand, the consistency between descriptors assigned to the articles in the ERIC database and the author-assigned keywords were 4 percent. Finally, the language consistency between the three above-mentioned groups was 1. 1 percent. Also note that the presence of descriptors in the ERIC thesaurus was 34 percent, which were more than the author-supported keywords and tags. The findings showed that the consistency between the keywords used by authors and taggers were more than the keywords chosen by indexers and authors, and by indexers and taggers. This means that three sides of the information representation triangle, i. e., indexer, author and tagger are unfamiliar with each other’ s language. It is worth noting that tags are useful supplements to controlled vocabularies, since the former provide a means for social organization of knowledge outside the framework of the latter. The low consistency between tags and descriptors in this research indicates that Mendeley users do not use the same terminology as subject specialists who maintain descriptors in the ERIC thesaurus. Further research involving semantic analysis of Mendeley tags may reveal an emerging vocabulary suitable for inclusion in the ERIC thesaurus as a controlled vocabulary.

Abstract: 

Evaluation plays an important role in interactive question answering systems like many computational linguistics fields. The coherence between the questions and the answers exchanged between the user and the system is one of the important criteria in evaluating these systems. In this paper, a new approach to determine the degree of coherence of generated text by the IQA systems is presented. The proposed model is a probabilistic model in which for feature extraction, the similarity between different N-grams is derived based on four defined criteria. Then using a prediction of the best density function among the 18 functions considered for each feature, a model for determining the coherence is selected. The results of implementation on two databases provided by several interactive question answering systems indicate that the proposed probabilistic model is highly adapted and its accuracy in determining the degree of coherence in the conversation text has been made. The Kolmogorov-Smirnov, Anderson, Darling and Cramer van Meys trials were used to matching or non-matching probability density function. According to the presented results, the probability density factor with the least error was the best performance in determining the coherence of each conversation.

Abstract: 

Ontology is a useful tool for organizing resources and on the other hand is a useful tool for the knowledge representation. With the development of semantic web technologies, building and creating ontologies to expedite the process is necessary. The aim of the study is to explain the situation of methodologies, designing scientometrics conceptual model, and steps of ontology construction as ScientometricsOnt. The method of the study is applied research. The research population of the study is book, article, glossary, thesaurus, dissertation, and research projects of the field of scientometrics in Persian language. To collect terms internal databases are used and related resources are searched. For creating scientometrics conceptual model and explaining relationships and individuals domain analysis approach is used. The reliability and validity of scientometrics conceptual model have been approved by experts in the field of scientometrics. The tool for building ontology is Proté gé 5 software. The used methodology was OAsys method Bermejo (2007) with some changes. The results revealed that Ontology of scientometrics was formed in eleven major class which has 20 relationships and 100 individuals. This ontology can be a very useful tool for better knowledge representation in this field. Also, Scientometrics ontology can be a basis for extending and developing terms and future concepts in the field.

Abstract: 

This is to study Iranian retracted papers indexed in Web of Science (WOS) in various structural and content-wise aspects from the beginning to 2017, to identify cases that have ended up to retraction, and finally, to investigate the relationship between retraction and publication of these articles. The final research population is 103 papers out of 320872 using scientometrics method with content analysis approach. The result shows that the retraction rate has increased from the year 2008, but there is no significant correlation between this rate and publication rate. The citation rate and international scholarly communication in these articles is very low. Most of the papers have been written by three and more authors and different areas of science have been retracted while pure sciences, engineering and medicine were the most. The highest type of scientific misconducting was plagiarism. In short, there is a significant growth in retraction rate of Iranian papers in WOS.

Abstract: 

Considering the vast amount of existing written information and the shortage of time, optimal summarization of books, articles, news reports, etc. on the Web is a major concern of researchers. In this paper, we propose a new approach for Persian single-document summarization based on several linguistic features of text. In our approach after extracting the linguistic features for each sentence, the weight of features is learned by a linear regression method. We select one sentence with maximum score at each step of algorithm. The score of each sentence is calculated based on two factors: first, sum of the weighted features and second, the amount of its similarity to the sentences that are selected for final summary previously. We use an automatic evaluation tool to compare our approach with other existing approaches. The result indicates that our method improves the performance of summarization.
