Abstract: 

Most of the annual budgets and financial resources of developing countries are used to create and implement development projects, the implementation of which has economic consequences. The growth or non-growth of macroeconomic indicators is directly related to the timely implementation or prolongation of the operation time of these development projects. This research is applied in terms of purpose and is classified as a descriptive-survey study. It is quantitative in terms of data collection. In terms of time, the design of this research is post-event. Because the data collected is related to events that have occurred in the past. examine the validity of the four variables proposed in the research model the second-order confirmatory factor analysis method was used. The findings of the present study showed that the managerial factor The financial system, project planning management, control system management and technical and executive management factor are effective in prolonging the implementation of law enforcement civil engineering projects. According to the studies and identification of effective management factors, including planning management variables, financial management system, control management system and technical and executive management system on the implementation of development projects, so the following measures are recommended to address this important issue. Accepts: Improving the productivity of financial resource management in the implementation of development projects; Assignment of some development projects to the non-governmental sector; Limiting the definition of new projects based on the government's financial capacity; Timely and appropriate provision of credit required for defined projects.

Abstract: 

The significance of this study is that with respect to the duties of the Court of Accounts, does human resource management emphasize the learning and development processes performed by the Court of Auditors, the ability to safeguard bailiffs to carry out operational accountability to users? Or not. The purpose of this article is to show first whether the HRM is appropriate for the State Accounting Tribunal for safeguarding Jerusalem. The second purpose of this study is to provide guidance to the National Accounting Court and users on appropriate human resource management and operational accountability. It is expected that the results of the research will be of scientific achievement and value added as follows. First, the results of this study can expand the theoretical foundations of accountability and the strategic accounting system of the country. Second, the results of the study will show what the human resource management capability of safeguarding for operational accountability to users is. As a scientific achievement, this subject can provide useful information to the supreme leader, the public, the oversight bodies, the Islamic Consultative Assembly, the government, and the executive. Third, the results of the research may offer new ideas for new research into the strategic system of the court of accounting and regulatory apparatus.

Abstract: 

Online social networks and cyberspace are considered as one of the social platforms through which most services, operations and activities are performed. The police, as an organization that aims to establish order and security and ensure individual and Community safety, in order to achieve organizational goals and priorities, is obliged to use cyberspace extensively. In this research, organizational development of the policing agencies was examined in two dimensions (namely law enforcement services and law enforcement operations); and the roles of virtual social networks were investigated in three dimensions (namely participatory, communication and information) have been investigated. This an applied and descriptive research type. Data were collected through a researcher-made questionnaire from the statistical population of Iran’ s police staff using 310 cluster random sampling method. Through simple regression test, the relationship between the independent variable (cyberspace function) and the dependent variable (police organizational development) has been investigated and the degree of influence of the dependent variable on the independent variable has been obtained. The results show that the functions of virtual social networks affect the organizational development of policing agencies. The information, communication and participatory function of virtual social networks have an impact on the development of law enforcement operations, and the participatory function has the greatest impact on the development of law enforcement operations. Communication and participatory functions affect the development of law enforcement services and the information function of virtual social networks does not affect the development of law enforcement services.

Abstract: 

Justice is a wide concept and has its own special function in each area. Justice is considered in human life including individual life to complicated social institutions, especially in government and its administrative system. Organizational justice has great impact on performance, satisfaction and productivity of employees so that it’ s grow can contribute in organizational success. In the justice oriented system, managers of governmental organizations should behave in a just and fair manner in distributing resources and facilities, organizational and administrative procedures, and mutual communications. The announcement of the "Second Step of the Revolution" statement by the wise leader of Iran and the emphasis on justice-oriented distribution and determination of the strategy of justice and the fight against corruption, is a turning point in this important. According to the development of the concept of electronic-government and employing new techniques and tools, financial and administrative systems are to be more quick and precise increasingly. Implementing computer applications intensely reduce operational costs and makes financial services more profitable, so that the best tools of justly distributing resources are optimal use of information technology. This research aimed to examine the role of information technology in justly distributing of financial and welfare facilities. This is an applied research that is done by action research methodology. To do this, Tehran University of medical science is selected with a statistical population of nineteen thousand staff and two thousand faculty members as a case study. Data related to the distribution of financial facilities in the five years before and after the establishment in terms of how personnel have access to facilities and distribution resources were required. Results demonstrate that the use of information technology impact directly and positively on improving distributive justice and procedural justice about employees.

Abstract: 

Police officers have an important role in tranquillity preservation of the society, and many factors affect an their performance. Self-denial, anger control, right decision and their right approach can solve many social problems. An appropriate decision is wise decision-making process that can be affected by narcissism and anger control and leads to judgment and positive outcomes. The aim of this study was to investigate the effect of narcissism and anger in wise decisions and ultimately their impact on work performance of police officers. Research method was descriptive and correlational. Statistical society was the population of all police officers in one of the cities in west of country, that 120 police officers were selected as sample. A questionnaire was used for gathering data. Validity of questionnaire by experts and reliability was confirmed by Cronbach's alpha. Check hypotheses using LISREL software were analyzed. The results of this study showed that narcissism has negative and significant effect on anger control and police officers wise decision. Anger control has a positive and significant effect on wise decision-making of police officers. Anger control and wise decisions has a positive and significant effect on work performance of police officers. Police officer need to in the face of work situations, in the first place to be able to control their anger and as well as with right and logical judgment and ethical caused by wisdom, take the appropriate decision.

Abstract: 

This article looks at organizational performance measurement in Australia. It provides an overview of some of the strengths and weaknesses of numerical performance measurement in Australian states and territories. In discussing the benefits and limitations of performance measurement generally, the article looks specifically at Operational Performance Reviews. The article argues that the complexity of police work should be measured through a combination of product and process measurement in order to obtain a strong and accurate picture of an organization’ s achievements. The article acknowledges some of the recent attempts to capture some of the less tangible aspects of police work. It is suggested that while performance measurement can be a purposeful learning tool for police organizations, it can also constrain innovation and lead to mechanistic responses.
