Abstract: 

It has been tried to estimate the optimal allocation of resources in higher education via mathematical model. The objective function is to maximize the benefits obtained from the graduates of higher education. One the other side, this very issue of optimization is associated with limitation such as academic staff, physical limitation, current and developing credit, and the lower limits of students’ admission. The determination of the coefficients and parameters of this model is a very sensitive issue in this paper, since these coefficients should reflect the structure of higher education in Iran. The determination of the coefficients of the objective function is more difficult than other parameters. This is so, due to the fact that there is no precise data on the contribution of graduates of different fields in GDP, or-in the other words – their benefits to the country. To estimate these coefficients there was no way but using regression method. The advantage of this approach is because of its cross-section nature.

Abstract: 

In recent years, the subject of university leadership and specially the role of the president has been one of the most discussed issues in academic and university centers. Despite of noticeable over all developments in all sectors of the society, efficiency and efficacy of management in the in universities has not improved accordingly. This study reviews the challenges and deficiencies facing management in Iranian public university president. Self - rated questionnaires were sent to university presidents, their vice -presidents, and faculty deans of all public universities: 356 questionnaires were completed by 38 university presidents and 288 vice-presidents, by faculty deans. The responses were content analyzed and descriptive statistics were used to report the findings. Result showed that the university structure and management system impose certain structural, personal, and behavioral burdens upon the president and vice versa. These problem are addressed, and same suggestions are proposed. Key words:

Abstract: 

With the globalization of the economy and rapid changes in technology, the economic competition between the countries in macro level and among companies is micro level in intensified and has changed in nature. In this competitive state, only those companies are able to survive which enjoy relative advantage in compared to their international competitors. Such completive advantage can only be achieved through the development of technological abilities as input, and technological innovation as output, and this can only be achieved through continuous and effective learning. In other words, continuous learning and improvement of knowledge is the necessary factor in the survival of any economy within the globalization process. Economies obtain their needed knowledge through 1) research and development within the company, 2) fiancing research in universities, 3) obtaining the license from abroad, 4) reverse engineering, 5) learning by doing in practice. In this article, the tendency of electronic companies in Iran to obtain knowledge through the above ways are investigated in Iran to obtain knowledge through the above ways are investigated using the method of multi attribute utility. The results show that while the overall tendency of these companies to obtain knowledge is low, they have higher tendency to obtain knowledge through research and development within the company and university research respectively.

Abstract: 

Higher education system in different countries based on their local, national, cultural & social characteristics and necessities have used distance education to provide education & training in different fields and levels. The quality of learning in these systems compare with formal educational system has been the most discussed issue by proponents and opponents of Distance education. This article learning efficiency and efficacy of students of physical education enrolled in formal and distance education are compared. The entrance examination scores (both theory and performance), high school average and educational self- concept, and performance are compared and the program effect are investigated. The statistical population of this study consisted of physical education student who completed & closes questionnaires (240 questions on their education performance) and a questionnaire on educational self-concept during 1378-9 and the respectives scores on entrance examination obtained form national testing organization. The result show that the students enrolled indistance education systems have lower and weaker educational background than the formal students and difference is statistically significant. Positive & significant correlation was observed between educational background and educational performance. The findings show that despite of higher behavioral scores of the formal system, the students of distance education have higher performance scores in theoretical courses concerning basic and social sciences. No statistical differences was observed between two groups with regard to practical courses

Abstract: 

Research institutions play an important and central role in the growth and development of societies. Allocation of sufficient funds to research capabilities and speed of the development processes of the country. Beside expanding the scientific horizons research activities developments can be the causes of many innovations and scientific discoveries. The peresent article reviews the policy and guidelines of research in two 5 years national development program, and analyses the output of research centers affiliated with MSRT. While explaining, the process of research activities in these centers, it investigates the dominant approaches in these centers. This article also is an attempt to assess of the status of research from the viewpoint of the government and the society towards research is the major impediment facing research and its appropriate status in the country. Insignificant share of research from the GDP and inattentiveness of the government towards allocation of enough resources to research and to major causes of inefficiency of these institutions in the country

Abstract: 

While economics of education as an independent branch of study has been recognized science the beginnings of 1960s, the history of economic of education in economic literature goes back to Adam Smith. Since then the scope and the fields of investigation in economics of education has expanded enormously. One of the basic aims of this article is to investigate the current status of education in economic literature and the process of formation of economics of education and its changes with regard to its scope and fields of application. Along with this goal the status of economics of education within the Iranian higher education system is also investigated. The results show that (1) in the beginning, the dominate theme in economics of education emphasized on the effect of education on economics, but in recent years such emphasis has shifted to application of economics and economic analysis of production of educational and research services, and such analysis have been the central point of attention within the literature; and (2) despite of its long history and extensive scope of economics of education, the economy and educational system of the country is faced with no problems which calls for economists of education to address such problems. One of the main reasons of this status is the fact that neither economists of education have place within the Iranian higher education system, nor proper attention is given to research within this field.
