University Incubators are important centers for developing innovation, entrepreneurship, and economic improvement of country. Supporting these centers will led to their rising; expanding and causing a spill in the economic cycle of the country. Nowadays, these centers play a very important role in advancing economic and industrial expansion of developed and developing countries and in many countries, it has made significant effects on the achievement of knowledge-based development as well as the strengthening government, university and industry interactions. hence, considering the importance of this issue, the present study is to investigate the role of University Incubator Centers in entrepreneurial capacity of cores and technology units in Growth Incubator Center of Islamic Azad University, Sistan and Baluchestan Province. The study population included managers of all cores and incubators of technology deployed at Sistan and Baluchestan Islamic Azad University Growth Incubator Center since 1394. The present research is based on the descriptive research method of collecting information (Non-experimental) survey type. Data were analyzed by SPSS 19 and LISREL 54. 8 and analyzed by T-test and Single Sample, Factor Analysis, Structural Model has been used. The results indicated a positive and significant effect of Growth Incubator Center on the level of entrepreneurial empowerment of Cores and technology units at Islamic Azad University of Sistan and Baluchestan.

With the advent of data encryption technology and the creation of decentralized platforms, today there has been a dramatic change in the security of data storage and e-datas transmissions. These developments allow for the development of various sectors of the country's wages and economy, including the supply chain. The supply chain management sector faces challenges such as the lack of transparency in identifying the source of supply or distribution of commercial goods, the lack of exchange security and the tension in contracts concluded in this area that the implementation of the BlockChain as the most advanced decentralized platform exists. It can be a solution to the challenges. This platform, with transparency, the existence of mechanisms to prevent the occurrence or resolution of online disputes and the elimination of financial intermediaries in electronic transactions, allows for the achievement of the goals set. But its implementation in an system faces challenges such as scalability, connectivity, standardization, and some legal challenges that the solving them needs some law and executional policies.

Paying attention to the position and role of knowledge-based companies in advancing the country's economic and social goals is very important. On the other hand, the issue of dynamism and market turbulence in today's markets makes it even more important to pay attention to these businesses. The knowledge-based companies are based on innovation in business. However, the turmoil in markets and competition makes it important to pay attention to the dimensions of innovation strategies in different environmental conditions, and the business of students who do not consider innovation in line with environmental conditions will fail in innovation and will not perform well. The aim of this study is to investigate the strategic relationship between innovation strategies and business performance with the role of moderating market turbulence and environmental dynamics. The statistical population of this study includes 115 knowledge-based companies in East Azerbaijan province. In order to analyze and analyze the data, structural equation modeling method was used and the hypotheses were analyzed and analyzed using AMOS software. The results showed that product innovation and process strategy have a positive relationship with business performance. However, the modification test results showed that process innovation performs better in high environment dynamics and product innovation in high market turbulence.

The Innovation Hub is a unique research and innovation ecosystem. It is a global environment that attracts high quality academic members, researchers, students, innovators and entrepreneurs. Innovation Hub as essential components of knowledge-based economic and social development in the innovation ecosystem have been expanding in recent years and have been considered by science and technology policymakers in countries during the growth mechanisms of technology businesses. For the growth of technological innovations in developing countries, it is necessary to have a deeper knowledge and understanding of the processes of innovation development structures in order to achieve the desired effectiveness in implementation and modeling, so the present study seeks to aim at the Technology Innovation Hub model How is that. In this study, a qualitative and quantitative mixed method was used. Researchers after library studies and interviews with experts identified key factors in creating the innovation hub, which included six dimensions of network and social interaction, infrastructure and resources, the existence of innovative and knowledge-based companies, institutional factors and team and structure. In this study, using Interpretive Structural Modeling ISM method, the factors affecting the creation of the Technology Innovation Hub were superficially prioritized and the relationships between the factors were calculated. The management team factor and the structure with high degree of permeability and low dependence have had the greatest impact on the relationships between the factors that create the hub of innovation.

Access to biomass resources and innovation capacities are important in adopting bioeconomy policies. This study has explored the effect of mentioned parameters on the orientation of the countries with more than 50% of agricultural, forest and aquatic biomass resources as well as innovative countries. Also, the bioeconomy policies of I. R. Iran have been compared with similar countries and some north neighbors. Bioenergy is the main field of bioeconomy considered by all countries based on their biomass resources. Countries with enough biomass and top innovation ranking, increase the leverage of bioeconomy in various areas especially health and marine industries. Development of agricultural biotechnology by conventional methods and technologies is followed in the countries that their rank in innovation is modest or weak. In Iran and similar countries with the limit forest and agricultural lands, the health biotechnology is comparatively dominant area. Biofertilizer and biopestiside application and bioelectricity production using wastes have been considered in "Sixth Five Year Development Plan: 2016-2021"law, but these areas have not yet the acceptable share in Iran's bioeconomy. Achieving to a balance in bioeconomy development needs to identify national demands and priorities, improve the biotechnology capacities in the field of agriculture and the environment, adopt the clear policies and strategies for the use of other resources, especially marine biomass, and strengthen the regional or international cooperation.

Science and Technology parks (STPs) and Technology Business Incubators (TBIs) are globally considered as effective centers to achieve development goals and promotion of R&D plans. These centers not only bridge the gap between universities and industry, but also facilitate the transfer of technology and knowledge by employing alumni population and accelerate the movement towards knowledge-based economic growth. On the other hand, the possibility of international communication between STPs and TBIs provides a favorable situation for scientific & technological cooperation between them and other similar centers and technology companies. Therefore, providing a comprehensive national picture of the overall situation of the STPs and TBIs in line with the policy making of technology in Islamic Republic of IRAN is important. According to the data collected until the end of July 2018, there are currently 36 STP and 83 TBI under non-STP organizations across five national regions. In this paper, the data collection was carried out via a questionnaire in partnership with the Rooyesh ICT Incubator and the Ministry of Science, research and Technology (MSRT). This study, tries to analyze various aspects of the situation of STPs and TBIs in Iran based on the qualitative standards of the reports published by International Association of Science Parks and Areas of Innovation (IASP).

Today, the importance of communication and especially the use of cyberspace, is so high that it is considered as one of the development strategies. In fact, Broadband Technology as a platform for Internet services is among the knowledge-based economy and According to features such as the development of entrepreneurship and productivity growth has the ability to decrease the government reliance on oil revenues. The impact of technology on social and economic development of communities is undeniable, and in the view of some experts, this technology is an important component in the development of current economies. Broadband through the creation of market and new jobs and also by changing the economic system and creation of infrastructure will help economic and social development. Therefore, considering the position of broadband technology and the necessity to use it in the country in order to achieve the goals of the 20-year perspective, the institutionalization of the development and production of science and research, the increase of the share of gross national product in scientific production, the development and strengthening of the software movement, in this article the native development model Broadband technology is provided. To achieve this, two fundamental points are strict: First, take advantage of the experience of the leading countries in broadband technology and Second, considering the appropriateness native of our country. Considering these two principles, the national broadband development model has been clarified and the requirements and measures necessary to achieve those, expressed under the following topics: Prepare of supply and demand sides and the necessity of providing broadband infrastructure by government.
