Abstract

It is more than 30 years since the establishment of the youngest pension funds in Iran and other countries. Because of the global changes and not verifying the primary assumptions, pension systems has faced critical conditions. The Multi-pillar systems are known as the best PENSION REFORM approach in many countries. Hopefully, the establishment of multi pillar pension system has been considered in the fifth development plan and the private sector is permitted to create pension funds and compete with other sectors. However, this reform is doomed to fail if the prerequisites are not fulfilled. The purpose of this study is to identify and prioritize the factors facilitating the implementation of MULTI-PILLAR PENSION SYSTEM. To realize the significance of factors, the non-parametric binomial test and EXPLORATORY FACTOR ANALYSIS was used. EXPLORATORY FACTOR ANALYSIS was used for grouping 43 identified factors and Friedman test was used for prioritizing these factors. The results indicated that among the endogenous factors "financial stability of the new system" and "strengthening the governance" and among the exogenous factors "specific condition of the country" and "macroeconomic conditions" were known as the most important factors facilitating the implementation of the multi-pillar system.
