Abstract

Introduction: Urban land management requires an integrated and holistic review of its complexities, challenging obstacles, and numerous actors and stakeholders. Therefore, recognize that new approaches, such as land governance, a framework of ideas, and a platform for local sustainable management, have been presented. Research aim: The present research aims to analyze the Pathology of urban land Policy and management in Iran with emphasis on actors and stakeholders within the framework of the proposed integrated urban land governance model and to provide a desirable model for its efficiency. Methodology: The present research is based on a quantitative survey and qualitative methods, and applied studies. The statistical population is all institutions in charge of urban land and their referents at the national, regional, and local levels. The Amos software environment used the Spearman model, multivariate linear regression, and path analysis. Studied Areas: The geographical scope of this research is in three spatial levels (enabling environment or system, institutional and individual). Results: A quantitative study showed that the dependent variable has an a717 correlation with the components of the independent variable. Based on the calculated value for F, the linear combination of independent variables can explain changes in the dependent variable in a meaningful way. Coordination and consensus with 0. 492 and decentralization with a coefficient of 0. 325 have the highest and lowest direct and indirect effects on the dependent variable. The research findings show a significant relationship between the integrated governance components of urban land and the efficiency of its actors' management. Conclusion: The research results showed that despite decades of experience, land-urban policies in Iran have not been able to address issues such as recognizing local and regional capacities and their participation. The main reasons include: the deficiency in defining the shared vision and subject to the consensus of all actors, the existence of fragmentation, the lack of a consensus-oriented integrated approach, the beneficial dominance of the power of some influential actors, the existence of centralized decision-making and executive structures, and finally, the lack of suitable platforms for the integrated governance of the earth are among the reasons. The actors are the main inefficiency of land-use policies in Iran from the point of view of the integrated land-use governance model.
