Abstract

Purpose: This research has been conducted with the aim of identifying and prioritizing the factors influencing the establishment of the Citizenship Charter in Iran's executive bodies, considering its importance and necessity. Research design/ methodology/ approach: The approach of this research is quantitative and it has identified and categorized the factors influencing the establishment of the Citizenship Charter in 35 executive agencies of Iran through exploratory factor analysis. Findings: The results of the research show that the factors influencing the establishment of the Citizenship Charter in Iran's executive bodies are in 7 variable categories, from the highest to the lowest impact, including: the level of development and awareness of citizens,tendency of employees and ability of the organization,citizens' trust in the government's resources and supportive policy,appropriate institutional culture network and infrastructure,Ambiguity avoidance culture, power distance and leadership commitment,Citizenship Rights,The complexity of laws and the motivation of government officials. Value/ originality: This research has tried to play a significant role by recognizing and prioritizing the effective factors in the establishment of the Citizenship Charter, with regards to the efforts of the past governments in the implementation of the charter in the executive bodies. Therefore, it has used all the influencing variables in the implementation of the charter in Iran's governmental institutions by applying theoretical studies, experts' views and community opinions, with a native approach. No comprehensive study in this field has been done so far, considering all aspects and influential variables. Therefore, the findings of this research as a reference for the development of theoretical and practical knowledge in the field of upgrading the services of executive bodies and citizens rights protection, can help improve transparency and accountability in the administrative system. Executive/ research suggestions: According to the obtained model, the factors affecting the establishment of the Citizenship Charter in the public sector of Iran were identified and presented, and executive officials should consider them in the establishment of the model. That is, in order of priority and importance, they should first put their greatest effort on improving the level of development and awareness of citizens with public support and the use of the capacities and services presentable by their organizations, and then increase the tendency of their employees and the ability of their organizations to establish the charter successfully.
