The strategies for Cultural Development in Iran: A Case Study of the First Pahlavi Period

Abstract

 Progress and Development emerged as an idea in Iran when Iranian elites realized the issue of Iran's backwardness in comparison to European societies. Then a limited number of governing elites thought about changing the status quo. The goal of these people was to reach a stage where the advanced western countries were located. For this purpose, in the Qajar era, due to economic backwardness and the absence of strong modernist groups, the ruling elites took the path of reform from above. Such issue continued later in the first Pahlavi period. This article is about the characteristics of the first Pahlavi management strategies in the field of Cultural Development. Our research approach is theoretical description and the selected research method is historical analyzing method. We have used the Max Weber's rationality theory as the theoretical framework. The results of the study indicate that the strategies of Cultural Development in the period of Reza Shah were concerned with the development of Instrumental Rationality. Its consequences can be summarized in three cases: 1) Authoritarianism and dictatorship 2) Repressive Nationalism and 3) Radical Secularism.
