Abstract

This research presents the results of meta-syntheses of 25 basic models of E-GOVERNMENT. We aim to cover all different models and their weak and strength points, and suggest a new model of E-GOVERNMENT. Furthermore, considering Iran as a developing country, components of this model are analyzed and validated by a questionnaire. Then experts are interviewed and a model is proposed for developing countries based on the Iran's data. In this analysis, 250 Iranian experts are chosen and 71 questionnaires are filled out. Then, using the binomial test and Freidman ranking we analyse the data.The proposed model includes interested- parties and employees foresight approach, being systematic, and considers financial, cultural, and political developments in all six stages of model. According to the similarity of Iran and the other developing countries, this model may be considered as a road map by the other developing countries also.
