Abstract

In every society, the issue of crisis is among the substantial and challenging problems that governments face with. Chief among the most critical socialsecurity crises during the last two decades is student crisis of the year 2000.During these crises, police and security institutions bear such a heavy and excruciating burden on their shoulders. The present research aims at identifying the problems of IRIP intelligence system andfinding and effective intelligent mechanism to enhance the prediction potential of the departments.In line with this, the documents related to the crisis of September 2000 in KHORAMABAD have been collected, and interviews were held with some intelligence and executive experts involved in the aforesaid crisis. The method used to conduct the research was a descriptive research. Ten intelligence officials who were involved in the crisis were interviewed. Based on the results of the research it can be claimed that the intelligence department of Lorestan Province Police Command (LPPC) did not perform properly to forecast SEPTEMBER 2000 CRISIS in KHORAMABAD. The results also indicated that intelligence estimations were not made properly in terms of time and content. Due to the three following main reasons, the crisis was not controlled properly: 1).The intelligence institution of the province could not play a significant role in preparing Lorestan Province Police forces to combat with the crisis due to improper commandership system.2) IRIP Intelligence system did not impact Province Security Commission (PSC) decision making.3) Lack of interaction with the intelligence body was in such a way that did not lead to issuance of an efficient and effective estimation by police intelligence service to influence decision making process by member of PSC.
